Office County Clerk News Media/Notice Board Committee Members K Ag Extension Committee Minutes August 7, 2001 Agricultural Service c Education Center Convened: 12:30 p.m. Baldwin Adjourned 2:30 p.m. Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Lois Burn, Dave Fodroczi, Lee Milligan, Jim Janke, Kimberly Reaman, and Aaron Moore. The meeting was called to order by Chairman Bethke. Date of next meeting w: as set for September 4, 2001 Buni moved that the agenda be adopted as presented. Jensen seconded the motion. Motion carried. Jensen moved that the previous meeting's minutes be approved. Berenschot seconded the motion. Motion carried. Berenschot moved that the vouchers be approved. Burn seconded the motion. Motion carried. Administrative Repgrt Federal Budget Upd #te—No report. State Budget Updatc- -No report. WACEC Evaluation— Reaman distributed an evaluation of the State WACEC Conference to be completed by Extension Committee members. The evaluations were completed and collected. The District WACEC' meeting will be December 13 in Eau Claire. Polk/Pierce /St. Croix Horticultural Educator Position — Bethke, Berenschot, Reaman, Milligan and Alfuth participated in a joint meeting with representatives from Pierce and Polk Counties to discuss the multi - county Horticulture Educator position. In order to make more time available for the Horticulture Educator to focus on the commercial horticulture needs it was decided that Pierce and Polk County would jointly pursue part-time summer help to alleviate the home horticulture demands on the HortCulture Educator. The part-time summer help would work four months, one day a week in each o� ice, during the peak growing season. 2002 County Budget — Reaman presented to proposed 2002 budget. During the discussion Reaman realized the line item!for salaries was not properly calculated. The 2001 budget column for salaries was $76,244 making the Department Total for 2001 $229,120. The salary line item for UW- Extension is a combination of two pieces: support staff salary and agent salary. In the 2002 budget program, the 2001 budget line did not draw both salary pieces into the calculation. It only included the agent salaries, which skewed the percent of change. The calculation problem was not one Reaman could fix without assistance from computer services and/or finance department. Reaman hand wrote the correct figures on the budget sheet for the committee's approval. The 2001 Budget column for salaries should have been $158,162 making the Department Total for 2001 $311,038. The 2002 request column for salaries should have been $171,255 making the Department Total for 2002 $339,109. Raymond moved to approve the budget as presented with the hand - written corrections. Second by Jensen. Passed. 4 -11 Youth Agent's $e port County Fair —The fir was very successful given the extremely hot weather conditions. Final figures for the numbei of exhibits will not be available for several weeks when the 4 -H secretary is finished entering the �esults into the computer. Jr. Leader Activities --The Jr. Leaders have elected the officers for 2001/2002. Reaman has been working with them toi self nominate for positions they are interested in. Reaman was very please when each position hid at least two people nominate themselves. Reaman will begin working with the officer team to e0ablish goals for the upcoming year and to help prepare each of the officers to be successful in their role. International 4 -11 Youth Exchange (IFYE) —Reaman reported that one St. Croix County 4 -H member participated n a 4 -H international program in Japan. David Burman, Rolling Hills 4 -H Club, is spending 5 Weeks with the Japanese boy that his family had hosted a couple of years ago. David will be giving presentations about the exchange to 4 -H clubs upon his return. Two families in St. Croix County are hosting Japanese youth this summer and one family is hosting a youth from India. All three young people are in the Wisconsin through the 4 -H international programs. Agricultural Agent' R eport Milligan participated in the search and screen committee for an UWEX farm management position (65 %) at UW -River Falls. Greg Haddley has accepted the position. Milligan participated in the fair activities. He coordinates the 4 -H dairy show and the sound system at the fair. Farm visits have focussed on farm financial management, dairy herd management, cattle heat stress, crop stress, and farm'1building design. Milligan is also involved in the coordination and educational tours of Farm City Day. Janke participated in a meeting to discuss the future of small business management education programs through the Small Business Development Center. The State SBDC director will be meeting with UW-R administrators to seek additional campus funding to restore the counseling sessions in St Croix, Pierce, and Polk counties. The data from the July Hudson Downtown Parking Study has been tabulated and will be presented to the Parking Comm ittee on August 14. I The results of the L or Market Study will be presented to the St Croix Economic Development Corporation board on September 12. The Kickoff worksh�p for Pleasant Valley was held on July 25. Janke has been working with the planning committeet in the Town of Baldwin and Hammond to schedule their Kickoff workshops and to create their Planning Commission ordinances. Janke and the CRD agents from Pierce County and Dunn County arl arranging a series of workshops for local officials from the 3 counties. The first is scheduled fot the evening of Sept 25th. Planning De artme t Report Fodroczi reviewed a list of July vouchers totaling $21,131.25. Berenschot moved that the vouchers be approved as presented. Burri seconded the motion. Motion carried. State Budget Update: Fodroczi summarized the State funding for recycling that the State Legislature has included in the proposed 2001 -2003 State Budget. Local recycling programs would receive $5.30 per capita from a $2.70 increase in landfill tipping fees. The County's Recycling Program would receive over $60,000 in additional funding over the previous two years. The changes are pending the Governor's approval or veto of the proposed funding. Position Vacancy: Fodroczi reported that Personnel Director Deb Kathan had contacted him about the vacant Recycling' echnician position. She had indicated that any outstanding vacant positions would be eliminated if they were not refilled in 2002. Fodroczi reviewed a copy of the job description with the Committee. He reminded the Committee that the position was left vacant in 1997 when the Count entered into a contract for services with the Western Wisconsin Recycling Association because the State Recycling Funds were sunset in 1999. WWRA (MRA) 2002 Contract for Services: Fodroczi reported on proposed contract terms from the Western Wisconsin Recycling Association (now Midwest Recycling Association) for 2002 staff services. The MRA proposed a billing rate of $26.35 per hour with a contract ceiling of $47,000. All other terms and cgnditions would remain the same, and MRA employee Mary Barney would receive a pay raise and additional leave time. 2002 Budget: Fodroczi presented alternative budgets for the Recycling and Hazardous Waste program budgets. One set of budgets was based on continuing the contract for staff services with Midwest Recycling A sociation, and the other budgets were based on staffing the programs by refilling the vacant R ycling Technician position. Fodroczi explained that refilling the vacant position would cost about $700 more for the Recycling budget (State funds) and about $300 less for the Hazardous Waste budget (County funds) than continuing the MRA contract for services at the requested rates. Beren chot made a motion to approve the Recycling and Hazardous Waste budgets that included refilling �he vacant position, on the condition that the Governor approves the proposed funding in the State buGdget. Burri seconded the motion. Motion carried. Fall Your Wasteline Newsletter: Fodroczi reported that Mary Barney was preparing the fall issue of the newsletter for distribution in early September. She is including a feature article on proper disposal of wood treated with chromated copper arsenate. Fodroczi invited the Committee to suggest any other issuos that need attention in the newsletter.
