Present: Leon Berenschot, Art Jensen, Chris Bethke, Lois Burri, Lee Milligan, Kimberly Reaman, Mary
Lestrud, and Mar} Barney.
Absent: Ronald Raymond, Dave Fodroczi, James Janke, and Diana Alfuth.
The meeting was called to Order by Chairman Chris Bethke at 12:30 p.m.
Date of next meeting was sjet for Tuesday, October 2, 2001 at 12:30 p.m.
Art Jensen moved that the agenda be adopted as presented. Leon Berenschot seconded the motion. Motion
carried.

ADMINISTRATIVE REPORT
Federal Budget Update-4 No report.
State Budget Update —No report.
2002 County Budget Raman distributed copies of the budget that was submitted for 2002.
Line Item Transfer —Thy line item for the horticultural contract for services includes $1,500 to cover postage,
copier expense and office supplies that are incurred with those educational programs. Motion made by Burri to
transfer $500 from the horticultural contract for services to postage, $500 to copier expense and $500 to office
supplies. Seconded by Berenschot. Passed.
PLANNING DEPARTMENT'S REPORT
Barney reviewed a list of August vouchers totaling $5,756.49. Jensen moved that the vouchers be approved as
presented. Burri seconded ,the motion. Motion carried.
State Budget Update: B ey reported that the Governor had approved the landfill user fee surcharge increase
to $3 a ton, but had vetoed several other recycling budget proposals. Vetoes included the per capita distribution
of grants, the role of UW- txtension in providing audits and advice to Responsible Units to become more
efficient, increased enforcement for recycling at landfills, funding for education and research of both SHWEC
and the UW Systems pro ams, and the elimination of a DNR staff person. Until the DNR has had a chance to
review the Governor's budget revisions, it is not known to what extent funding for local programs will be
affected. However, Barney noted that the primary funding mechanism -- the landfill tipping fee -- should be able
to provide local funding equal to, or perhaps more, than offered in previous years.

2002 County Budget: Fodroczi sent a packet to committee members containing updates on the alternative
budgets for the Recycling and Hazardous Waste programs which was reviewed by committee members prior to
the meeting. No action taken.
Recycling Technician Position: Information included in packet of materials.
Midwest Recycling Association Contract: Decision on MRA contract and alternative County budget proposal
will not be made until Governor's budget is clarified.
Committee asked that Fodroczi forward a memo to members when information becomes available. A brief
committee meeting to discuss this issue may be held prior to the County Board meeting on Sept. 18
Electronics Contract: Bai#ey reported that a tentative contract has been drawn up with Kleenair Disposal for
an electronics collection May 11, 2002. She said that contract language was basically the same as last year's with
the exception of a $2 increase in monitor disposal, and the provision that the 30 County units, taken free of
charge, must not be stripped down. The contract will not be finalized until budget issues are settled.
Fall Programs: Barney discussed plans for the Clean Sweep hazardous waste collection on Sept. 22" in New
Richmond, and the Appliance Collections the same day in the Town of Richmond and Glenwood City. She
indicated that the "YOUR WASTELINE" recycling newsletter was scheduled to be mailed on Sept. 7 th and
contains pertinent informatf on on both programs for all County residents and businesses.
4 -H YOUTH AGENT'S AEPORT
County Fair —The numbe • of exhibits at the County Fair was down from last year by 470. That represents 79
fewer exhibitors. A fair evaluation meeting was conducted on Aug 21. There were many positive comments
about the conference judging and how it was organized. A couple of suggestions for next year are to consider
switching buildings for thel commercial exhibits and the 4 -H Youth Exhibits; hold an archery shoot and switch
some of the departments around in regards to where the exhibits are displayed.
Plat Books —The St. Cron County 4 -H Leader's Council will be redoing the plat book this year. They
anticipate reviewing bid prjesentations in October and making final selection in November. Ads will be sold by
4 -H leaders again this year;
4 -H Centennial — Across the nation, 4 -H is celebrating 100 years beginning this fall and into 2002. The
celebration will include lo4al conversations conducted in each county, in each state in the country. The topic of
the conversations will be yputh issues. On January 15, 2002, each county will be invited to send a team to the
state conversations on youth issues and February 23 -26, 2002, each state will send a team to the national
conversations. Reaman will nominate Lori Mueller to be considered for the state team. The National 4 -H
Council is also sponsoring ja National 4 -H Hall of Fame, which will be an electronic hall of fame with a
permanent display at the rational 4 -H Center in Chevy Chase Maryland. The St. Croix County 4 -H Leaders
Council has nominated Margaret Doornink for the 4 -H Hall of Fame. In addition in 2002 there will be a state
long 4 -H canoe trip beginning at Lake Superior and canoeing down the Wisconsin River to Illinois. 4 -H
members, parents and leaders will be able to join the 4 -week canoe trip at any point in the journey.
Power of Youth Pledge 0ampaign —A second gift to the nation in celebration of 100 years of 4 -H will be the
Power of Youth Pledge Cajmpaign. 4 -11 members, parents and leaders across the country will be asked to pledge
any given number of hour$ to community service efforts in their home communities. Those hours will be
compiled on a county, state and national level.
A final report on the locals state and national conversations and the Power of Youth Pledge Campaign will be
presented to leaders of Congress, the Secretary of Agriculture and the President on April 8, 2002.

4 -H Leader's Recognition Banquet —The banquet has been scheduled for Tuesday, Oct 9. The location is yet
to be determined as the Leatders' Council is exploring other venues for the banquet. Bethke, Berenschot and
Burri volunteered to help present the years of service awards to the 4 -H leaders.
AGRICULTURE AGENT'S REPORT
Farm City Day was held at Roger and Dave Goodrich's. An estimated 2,500 people attended. Milligan is
responsible for the educational tours. The focus of the tour is how crops and milk are produced.
Milligan taught at an AgFA training session. AgFA is a new computer farm financial analysis program.
Milligan will be one of the� trainers in Western Wisconsin.
Milligan attended the UWEX Forage Technology Conference in Marshfield
Farm visits included issues related to nutrient deficiencies in corn, farm business management, building
ventilation, soybean and dairy nutrition. Milligan also attended a seminar on anaerobic dipsters.
The corn silage plot will b� harvested in September. Data will be summarized and used in winter programming
efforts on forage management.
FAMILY LIVING AGE T'S REPORT
Mary discussed results froin the 4H Food Fair held in July and passed around pictures for the committee to
view. The event included 411 the county fair youth food judging, except Explorers, educational action exhibits,
and the 4H Foods Revue. September activities include the state HCE conference in which Mary is giving a
presentation to 40 members about racial and ethnic tensions, a training for 1 Book mentors who read and
present books to Head Start Children, Family Camp for families with limited financial resources, and further
work on two state -wide evaluation projects.
