Motion carried. Jensen moved that th� vouchers for UW- Extension and Planning Department be approved. Berenschot seconded'the motion. Motion carried. Planning Department Report State Funding Update: Fodroczi summarized the State funding for recycling that was included . in the 2001 -2003 Stag Budget. Local recycling programs would be funded according to existing formulas from a $2.70 increase in landfill tipping fees. Staff attended a September 24` Northwest Recycling Workshop in hopes of hearing the details of expected funding distribution, but DNR staff indicated they are still working out the details. 2002 County Budget Fodroczi reported on the presentation of the Recycling and Hazardous Waste budgets to the finance Committee. After verifying the provisions of the State Budget and availability of fundin�,.the Finance Committee made no changes to the budgets as proposed. 2002 Recycling Gram Application: Fodroczi reported that the 2002 Recycling Grant Application was submitted to the DNR prior to the October 1 S ` deadline. Estimated eligible costs for next year totaled $$88,071, which is an increase of $16,647 over 2001 projected expenses. Clean Sweep /Appliance Collection: Fodroczi summarized the results of the Clean Sweep and Appliance Collections held on September 22 " The Clean Sweep collection in New Richmond attracted record 207 participants and collected 10,848 pounds of hazardous waste, 1,748 fluorescent and HID bulbs, and 15 computers. Appliance sites at the Richmond Town Hall and Glenwood City collected 173 appliances. Special thanks were offered to volunteers Jim Janke and Alice Lewerenz. 1 Electronics Collection Contract: Fodroczi reported that staff and Computer Services nad reached mutually acceptable contract language with the electronics contractor for County computers to be included in the next electronics collection. America Recycles Day: Fodroczi indicated that Mary Barney was working on various options to recognize America Recycles Day. She is also writing an article on ARD for the AROW Newsletter. Administrative Report Federal Budget Update —No report. State Budget Update —The pay plan continues to be discussed and has undergone several revisions. The Board of Regents originally recommended a 4.2% increase for each year of the biennium budget. The pay plan was revised to read a 4.2% increase each year for faculty and a I% increase the first year with a 2% increase the second year for academic staff. That proposal was met with much resistance due to the disparity it would create between faculty and academic staff. The Department of Employment Relations made the following pay plan recommendation to the Joint Committee on Employment Relations for all faculty and all academic staff — a 3.2% increase in Fiscal Year 2001 -2002 and a 4.2% increase in Fiscal Year 2002 -2003. The Joint Committee on Employment Relations is scheduled to meet on Oct 3 to take a vote on this latest recommendation. Under this proposal, the state Null not fund any of the 2001 -2002 pay plans and only 1 percent in 2002 -2003. The pay plan will be fitnded by tuition and base budget cuts within Cooperative Extension. 2002 County Budget —The UW- Extension 2002 proposed budget was reviewed by the finance committee on Sept 26. Primary questions concerned the summer horticultural position and the expenses and revenue from premiums for the County Fair Exhibitors. At this time, the budget proposed remains intact as presented. Reaman briefly discussed the reduction of square footage rented within the Federal Agencies. The county will be discussing how to utilize the vacated footage soon. The county staff at the Ag Center would like to see the FSA conference room utilized as public meeting space which would be available for meeting use by an county department. 4 -H Youth Agent's Report Family Camp — Reaman and Lestrud collaborated to plan and conduct the 5` annual St. Croix County Family Camp. The camp was filled to capacity with registrations, unfortunately, 3 new families did not show up for camp. While the educational program for parents was being conducted, Reaman, along with Shari Turvaville worked with the 10 -15 year olds on a wall climbing experience. The camp continues to be very popular with several families returning each year. 4 -H Shooting Sports Program —Liz Jones, a 4 -H volunteer who lives in Woodville, has been certified to lead an archery program in St. Croix County. Reaman met with Jones to develop an educational program for the county. The first step is to work on recruiting additional adult 0� leaders for the county committee. This new program for members will begin in the spring of 2002. National 4 -H Weeks --Ten 4 -H club :A will be assembling window displays celebrating National 4 -H Week. The theme for this years' displays is "100 years of 4 -H" Window displays will be seen throughout the Bounty in these communities: Hudson, Hammond, Baldwin, New Richmond, Deer Park and Glenwood City. The 4 -H Ambassadors will also be serving ice cream at the Oct 9 County Board meeting in celebration of National 4 -H Week and 100 years of 4 -H. 4 -H Leader's Recognition Banquet -115 People are registered for the 4 -H Leaders' Recognition Banquet. It's an evening spent recognizing all the years of service 4 -H leaders have given to the program along with individual member and club award presentations. ME Workshops —Roaman taught two ME (Member evaluation) workshops in September. An ME is an application ghat members must complete to apply for the many trips and awards offered through 4 -H. Reaman taught the members how to be specific when describing the skills or knowledge gained in project work, how to clearly write goals and record leadership roles and experience that accurately reflect the member's involvement. Fifteen members attended the two workshops. Ag Apent's Report Milligan developed a presentation on changes in St. Croix County agriculture. Agriculture in St. Croix is about a $100 million industry. The County is ranked twelfth in the state in total milk production, fifty -first �n the nation, and first in Wisconsin in average milk production per cow. Milligan met with the Yarm City Day Committee to evaluate the event. Suggestions for improvement were noted. Milligan participated in the feed lot and manure management committee meeting. Milligan was a teachers at the AgFA farm business analysis district in- service. Farm visits addressed arm business planning, estate planning, pasture management, weed control, pricing of corn silage, dairy facilities, labor management, and rations. In October, Milligan well be attending World Dairy Expo, agriculture and natural resource agent state program conference and meeting with a couple of state specialists regarding Farm City Day improvement. Resource Agent Report The report of the Hudson Downtown Parking Study was presented to the Parking Committee. A few changes were suggested and the report will be presented to the City Council on October 15. There are several actions already being taken based on the study, including new directional street signage, meter enforcer ent policies, and security lighting. The smart growth planning workshop on September 25 or by the Resource Agents from St. Croix, Pierce, and Dunn Counties drew 87 people. Additional workshops are planned. The issues identification workshops for the smart gro planning in the towns of Baldwin and Hammond will be held on October 11 and 25 respectively. Janke is preparing the public participation plan that is required by state statute. The county Labor Market Analysis was presented to the St. Croix Economic Development Corporation Board on September 12. Extension has offered to be available for follow -up or additional assistance.
