The meeting was called to order by Chairman Chris Bethke at 12:30 p.m.
Date of next meeting was sit for Wednesday, January 2, 2002 at 12:30 p.m.
Art Jensen moved that the 4genda be adopted as presented. Leon Berenschot seconded the motion. Motion
carried.
Leon Berenschot moved that the previous meeting's minutes be approved. Lois Burri seconded the motion.
Motion carried.
Lois Burri moved that the vouchers be approved. Art Jensen seconded the motion. Motion carried.
ADMINISTRATIVE REPORT
Federal Budget Update— o report.
State Budget Update— No report.
2001 County Budget Tho overall department budget looks good. Postage for 2001 is going to be over budget
and Reaman is trying to determine the reason for that. Reaman also discussed the increase in mileage and how
that will impact the 2002 budget.
District WACEC Confere #ce —Leon Berenschot, Lois Burri and Jim Janke will attend the District WACEC
Conference in Eau Claire on December 13. Travel arrangements for car- pooling were made.
Pierce /Polk/St. Croix County Horticulture Position —Burn, Bethke, Milligan, Alfuth and Reaman attended a
meeting with representatives from Pierce and Polk Counties and UWEX administration to discuss the future of
the multi - county horticulture position. The recommendation from that joint meeting is to split the one full time
position into two part time positions with one individual working in Pierce County 40% and a second individual
working in St. Croix and Polk Counties 60 %. Alf ith has decided to accept the 40% position in Pierce County.
St. Croix and Polk counties will jointly hire an individual to fill the remaining 60% position. With this
arrangement, there will be no adjustment necessary to the current funding arrangements for any of the three
counties involved. Moved by Bethke that even with the recent set backs with the position, the St. Croix County
Extension Committee remains committed to the goal of providing a full time horticulture position in St. Croix
County. Seconded by Burn. ' II Motion passed. Discussion will begin about hiring a part time interim to meet the
programming needs until the permanent position can be filled.
Agent Performance Reviews —Mike Perkl, Western District UWEX District Director, will attend the St. Croix
County Extension Committed meeting on February 5 t for the purpose of assessing agent performance for 2001
with the committee member.

_PLANNING DEPARTMENT'S REPORT
Fodroczi reviewed a list of November vouchers totaling $14,223.04. Jensen moved that the vouchers be
approved as presented. Burr seconded the motion. Motion carried.
Clean Sweep Final Report$ Fodroczi reported receipt of final billing from Northwest Regional Planning
Commission for 2001 Clean; Sweep services. Total charges from NWRPC for both 2001 events were within
budget. Staff will file a final report and request for reimbursement from 2001 DNR grant funds before the end
of the year.
America Recycles Day: Fodroczi reported on the display of products made from recycled materials in the
Government Center and the drawing for prizes awarded for America Recycles Day on November 16 He
reviewed the growing list ofjcounty businesses and organizations that donated prizes for the event. Fodroczi also
thanked Supervisor Burri fot drawing the names of prizewinners on behalf of the Committee.
2002 Contracts: Fodroczi summarized the status of service contracts for 2002. The electronics collection
contract is complete for the vent scheduled for May 11 at the Government Center. Contract renewals for
clean sweep, tire and appliance collection services are under discussion and should be ready shortly after the
first of the year.
Legislative Update: Fodroczi reported that Assembly Bill 636 that would restore recycling funding for UW
research and technical assistance was introduced since the last committee meeting. The resolution passed by the
County Board will support the bill. Staff is reviewing materials from recent DNR meetings on new Recycling
Efficiency Grants and Recycling Pilot Program. Fodroczi said written comments would be drafted on behalf of
the committee. Lastly, Fodroczi reported on a lawsuit just filed by the solid waste industry against the new State
recycling fees. He will mon�tor and report news to the committee.
4 -H YOUTH AGENT'S PORT
Conversations on Youth D �velopment —The group who met to discuss youth issues and potential solutions
generated 12 pages of respo ses on flip chart paper. The responses have been filed electronically on the
National 4 -H Council web site. These 5 participants will have the first choice regarding participation in the
State Conversation on Januaiy 15 in Madison. Participant cost for the State Conversation will be covered by the
State 4 -H Office and USDA.';
4 -H Club Officer Training- -About 50 youth participated in 4 -H Club Officer Training Saturday Nov. 10 at
the Ag Services and Educati n Center. Jr. Leaders taught individual officer sessions, planned and lead a mock
meeting involving the partici ants, led large group games and mixers that the participants could replicate in
their own 4 -H club.
Jr. Leader Activities —The �r. Leaders met Monday night to discuss the District Winter Camp, plan a social
outing for December and ev�luate the Club Officer Training. In evaluating the training, the Jr. Leaders decided
to add grade to the registrati n form and discussed ways to make the training more appropriate if older teens
sign up to participate. The soccial outing will be roller- skating from 1 -4 on Saturday December 15.
Transportation Barriers— eaman discussed an email sent by UW -Stout Fleet Vehicles, which stated the 15
passenger vans will not be a ailable to UW- Extension in the future. UW -River Falls Fleet Vehicles has stated
that they will continue to all w UWEX to use their 15 passenger vans, however they are reducing the number of
15 passenger vans in their fleet and UW -River Falls staff and organizations have priority over UW- Extension.
These policies are going to create a serious hardship for St. Croix County 4 -H because the use of these 15

passenger vans is very high all summer long. Reaman will be researching the Federal law, which prompted this
change and exploring other transportation options.
RESOURCE AGENT'S UPORT
Janke gave a presentation about comprehensive planning in Erin Prairie and Emerald. Upcoming presentations
are scheduled in Stanton and Richmond. Forest has indicated an interest.
Janke is working with the #ew Plan Commissions in Hammond and Baldwin to design their citizen surveys for
their comprehensive plans.
Small business management counseling will resume in Hudson on December 13. All appointment slots have
been filled.
The New Richmond Chamber of Commerce has asked Extension for assistance on a downtown market analysis
program. Janke and Extension Specialist Bill Ryan will meet with the Board of Directors on January 8.
