Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Lois Burn', Lee

The meeting was called to order by Chairman Chris Bethke
Date of the next meeting was set for February 6, 2001.
Jensen moved that th� agenda be adopted as presented. Berenschot seconded the motion.
Motion carried.
Berenschot moved that the previous meeting's minutes be approved. Burn seconded the motion.
Motion carried.
Jensen moved that the vouchers be approved for Planning and bW- Extension. Raymond
seconded the motion.', Motion carried.
Administrative Report
Federal Budget Update —No report.
State Budget Updato —No report.
Agent Performance Oeview— Reaman discussed the process for agent performance reviews.
Mike Perkl, UWEX Oistrict Director, will attend the February 6``' committee meeting to
conduct the performpce reviews. This is the same process that has been used in past years.
WACEC Meeting Report— Berenschot was re- elected president of District 5 WACEC.
Berenschot reported 4n the WACEC program and business meeting.
Resolution supporting "The Best Practices Partnership for Children, Youth and
Families" budget initiative —This budget initiative was introduced at the WACEC meeting. It
is a request for $2.061million GPR (2 years) to launch a statewide initiative that will deliver
knowledge, training, technical assistance and information about "best practices in child
development, nutrition, crime prevention and juvenile delinquency" with a goal of enhancing
the quality of progr s offered by community -based organizations and service agencies.
Funds for this initiati a will be invested in two ways: 1) 16 additional staff will be hired to
provide leadership for building community coalitions around the needs of children, youth and
families and 2) the development of regional resource centers to provide technical assistance and
program evaluation to county faculty and staff. The initiative does not mandate any county
contribution. The county budget would be affected only if St. Croix County took advantage of
the opportunity to hire one of the 16 additional staff positions included in the initiative.
Moved by Berenschpt, seconded by Burri, to approve the resolution and submit it to the full
County Board for their support. Motion carried.
4H Youth Development
No report.
Agriculture Agent Report
The Corn Silage Nutrition Seminar was attended by 43 producers, nutritionists, seed dealers, and
veterinarians. Dr. Larry Satter and Milligan were guest speakers. Participants learned the latest
research informationlon how various types of corn silage affect milk production. Milligan also
taught a section on a new method for more accurately determining the value of corn silage.
Milligan met with the 4 -H Dairy Committee. They made their 2001 plans.
Milligan attended tho Toolkit 2001. This program developed by UWEX and VTAE helped
UWEX and VTAE staff, and ag lenders learn of the resources available to help agricultural
producers through difficult financial times.
Milligan taught a clads on forage production and storage to 21 people for Doboy.
Farm visits involved the topics of land rent, raising dairy replacements, farm building design,
dairy marketing, dairy nutrition, and beef nutrition.
A calendar of UWEX programs in St. Croix County and Western Wisconsin was handed out.
Added to the list werO dairy and grain marketing meetings.
Resource Agent Report
Janke explained that there is some interest in doing a County Labor Market Analysis similar to
the 1995 project. The SCEDC Board will make a decision at its January meeting.
The next set of Drinking Water Programs is scheduled to start in February. Janke has been using
ArcView GIS to crea ;e maps of the data from the programs conducted in 1999 and 2000. He has
been able to match 842 of the 998 participants to an address on a GIS database.
Despite the snowstorm on December 18, all but one of the small business management clients
were able to keep their appointments.

The Extension Land'`Use Specialist position has been offered to a qualified candidate, who hasn't
made a decision on the offer due to the Holiday season.
Horticulture Educator Report
The breakdown of inquiries from the public during calendar year 2000 was reviewed, showing
the number of inquiries from each of the three counties, Pierce, Polk & St. Croix. An update of
the progress of the Community Garden near the St. Croix County Health Care Center in New
Richmond was also discussed.
Family Living Agent Report
Lestrud and Mabis agended a state Family Living Training in November and learned from
internationally recognized educator, Ruby Payne, about generational poverty.
Lestrud spoke about recent grant- writing she is doing to support HCE diversity issues, parenting
newsletters, Family Camp, the reading program at Head Start, and summer 4H activities.
Lestrud spoke to the staff at the Hospice Center regarding Seven Habits of Highly Effective
People. She discussed staffing changes at the Family Resource Center.
Berenschot moved to adjourn. Raymond seconded the motion. Motion carried. Meeting
adjourned.
