Date of next meeting was set for March 6, 2001. Raymond moved that the agenda be adopted as presented. Jensen seconded the motion. Motion carried. Jensen moved that the previous meeting's minutes be approved. Raymond seconded the motion. Motions carried. Jensen moved that the vouchers be approved. Burri seconded the motion. Motion carried. Art Jensen, was pre nted a plaque from UW- Extension for 5 years of service on the St. Croix County Ag and Extension Education Committee. Administrative "port Federal Budget U ate —The Bush Administration has made a small cut across the board for all FederalAgencies. The University is watching closely what will happen during this transibooyear. Historically, the first year budget of a new administration has been very similar to he past administration's budget. State Budget Updote —No report. Agent Performan Evaluations -- Raymond made a motion to move into closed session pursuant to 9.85 (1) c for the agent performance evaluations. Seconded by Jensen. Roll call vo Raymond -yes; Burri -yes; Jensen -yes; Berenschot -yes. Motion passed. Jensen moved to reconvene in open session. Seconded by Raymond. Motion passed. Office Chair Appo� tment Reaman distributed the Office Chair Appointment contract to be signegby the committee members. Reaman will continue in the role of Office Chair for 2001',. There were no program area reports due to the agent performance evaluations. 4 . .. Planning Department's Report Barney reviewed a'list of January vouchers totaling $3,168.55. Jensen moved that the vouchers be approved as presented. Burri seconded the motion. Motion carried. State Recycling grogram audit: Barney summarized the recently released 70 -page evaluation of the State's recycling activities, as directed by the Join Legislative Audit Committee. She said that Wisconsin recycled 36% of its municipal solid waste in 1995, well above the national average of 26 %. Other program successes were the high level of yard waste management (290,000 tons annually from 1990 -1999) and diversion of materials from Ian fills. The audit also offered recommendations for making the program more efficient and suggestions for resolving the recycling fund deficit. Tire and Appliance Collections Contracts 2001: Barney reported that the appliance contract with J.R's Appliance of Inver Grove Heights has been finalized. Most appliances will cost $10 and air conditioners $20. The collection will be on June 2" at three sites: Hudson, Somerset and Baldwin. The tire contract with GreenMan Technologies of Savage, Minn., is presently being reviewed by Chuck Whiting. The tire collection will also be held on June 2 nd at the three sites listed above and in the Town of Troy. Participant pr structure will be on next month's agenda. Recycling /Solid Waste Legislative Issues 2001: Barney indicated that funding for state recycling progrrams would probably dominate discussions in the Legislature. The DNR plans to introduce legislation to increase landfill tipping fees from 30 cents per ton to $1.85 to help pay for local programs. Wisconsin's tipping fees are substantially lower than those in surrounding states. Other issues include the recycling of used oil filters and increasing the 'recycled content in newsprint.
