Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Lois Burri, Dave
Fodroczi, and Jim Janke
Absent: Lee Milligan, Kim Reaman, Diana Alfuth, and Mary Lestrud
The meeting was called to order by Chairman Chris Bethke.
The date of next meeting was set for May 1, 2001.
Berenschot moved that the agenda be adopted as presented. Raymond seconded the motion.
Motion carried.
Berenschot moved to amend the March meeting's minutes as follows:
• Bethke was not present.
• Meeting wss called to order by Vice Chairman Berenschot.
• Burn moved that the agenda be adopted as presented. Jensen seconded the motion.
• Jensen moped to adjourn the meeting.
Raymond seconded the motion. Motion carried.
Berenschot moved to approve the March meeting's minutes as amended. Raymond seconded the
motion. Motion carried.
Berenschot moved that the vouchers be approved. Bum seconded the motion. Motion carried.
Resource Agent Report
Janke explained that thje State Small Business Development Center has instituted a new policy
for the UW -River Falls SBDC. Free Business Counseling Sessions in Hudson, Ellsworth and
Balsam Lake will be di$ continued. Start -up business clients will be required to attend a group
workshop on the River falls campus and pay a $25 fee. Individual counseling will be available
for existing businesses,, but clients must come to the campus and the number of cases will be
limited to a total of 5 per month for all three counties. Motion by Berenschot to direct Janke to
draft a letter from the c�mmittee to Extension Chancellor Kevin Reilly expressing the desire of
the committee that free individual business counseling be reinstated in St. Croix County. Second
by Raymond. Motion carried.

Janke indicated that he is preparing maps of the data from the recently completed drinking water
testing programs. An intern from the UW -River Falls Geography Department is working on
mapping the data from the other testing that has been done by DATCP, DNR, and private
well owners. The County Labor Market Analysis is progressing. The household survey has
begun. The employer survey instrument is in the final stages of development.
The Spring occupancy count of the Hudson Downtown Parking Analysis was completed on
March 14, 16, and 17. The business owner opinion survey was distributed on March 13.
Planning Department Report
Fodroczi reviewed a list of March vouchers totaling $2,806.76. Berenschot moved that the vouchers
be approved as presented. Bum seconded the motion. Motion carried.
Resolution Supporting State Funding of Recycling Programs: Fodroczi reported that Governor
McCallum's proposed State budget would substantially reduce State funding for recycling. annual
funding would be reduced statewide by $10 million from the current level of $24 million. He
indicated that the proposed reductions would force program reductions or a substantial increase in
local funding. He then presented a draft resolution to endorse maintaining the current level of State
funding for recycling through a surcharge on landfill tipping fees. Motion by Berenschot to approve
the resolution for recommendation to the County Board. Bethke seconded the motion. Motion
carried.
2000 D. NR Annual Report: Fodroczi reported staff were finalizing the 2000 DNR Annual Report
for the Recycling Program Grant. Collected recyclables were up from 1999 by 441 tons to 3.556.6
tons for the 26 communities in the County program. Costs per ton declined from $92.42 in 1999 to
$81.25 in 2000. Cost per capita fell from $5.81 in 1999 to $5.53 in 2000. Fodroczi said a
spreadsheet with costs and tonnages for each community would be available at the next meeting.
Earth Day: Fodroczi reported that Recycling Specialist Mary Barney would participate in a local
Earth Day event on April 21 st. She will set up a display at the Hudson County Market store as part
of a program to encourage recycling by families and children. She will use a display on loan from
Washington County, MN and have recycled materials for children to use to make craft items.
Berenschot moved to adjourn. Raymond seconded the motion. Motion carried.
