John Mortenson and Mary Lou Smith were excused. Also present were: Barb Blaisdell, Sandy Gehrmann, Tracy Davis, Jolayne Mehr, Janice Thompson, Cindy Ahrens, Betty Jordahl, Gladys Ellefson, Donna Lamson, Shirley Marlette, and Pat Otto. Introductions were made. ADOPTION OF AGENDA A motion was made by Marguerite Sumner, and seconded by Marge Wolske to adopt the agenda as printed; motion carried. DATE OF NEXT MEETING: The next meeting will be held on Thursday April 19'. 2001. ACTION OF PREVIOUS MINUTES A motion was made by Marge Wolske and seconded by Glenn Hoberg to approve the minutes as printed; motion carried. UNFINISHED BUSINESS 2nd Reading of Operating Rules' Amendments: Changes to Amendment 4B concerning the composition of the Council on Aging, and 7A regarding the dates and times of its meetings were read. If approved, new copies with the changes will be distributed at the next Council meeting. A motion was made by Ralph Bader and seconded by Irene Burch to accept the changes as read; motion carried. Spring /Summer Events: Invitations to The Volunteer Recognition Dinner to be held on April 26 2001, at Garfield's, have been mailed. Non - volunteer spouses are welcome to attend with a five - dollar donation. Registration is at 10:30 and lunch will be at 12:00 noon. Senior Celebration will take place in conjunction with The Silent Auction on May 10, 2001, at the Faith Community Church in Hudson. Registration is between 8:00 -9:00 a.m. Those attending today's meeting are urged to encourage their local churches to participate in the Silent Auction. Keynote Speaker, Joan Fleming, is an author and national trainer. Other talented entertainers, including a pianist, a banjo player, and a ventriloquist will be performing. Outstanding Senior Citizen Awards nominations are due by April 30` A motion was made by Marge Wolske, and seconded by Doris Teigen to approve Swedish Meatballs for the meal; motion carried. The Third Annual "Teeing It Up For Senior Services" golf tournament will be held on June 18 at Killkarney Hills Golf Course in River Falls. To date there are four sponsors. The St. Croix County Fair will be held on July 19 through the 22 nd The AARP Organization Meeting required for the formation of a new St. Croix County Chapter will be held in conjunction with the annual Leadership Training on October 11,2001. NEW BUSINESS "There's No Place Like Home: A video from the National Association of Area Agencies on Aging was shown. Comments, questions and discussion regarding home health, transportation and the need for volunteer drivers followed. Senior Farmers Market Nutrition Information West Cap, one of four agencies, will pilot the program this summer. Goal of the program is to improve the diets of low income Seniors by providing vouchers to be used to purchase locally produced fresh vegetable, fruits, and herbs from Farmer's Markets, roadside stands and community supported agricultural programs. The secondary goal is to increase the sale of these products and to expand existing farmer's markets, roadside stands, etc. Information was distributed and program managers were encouraged to inform the participants at their sites. Income sensitive guidelines were discussed. Family Caregiver Support Program: A memo received by the Department on Aging last week stated that National Family Caregiver monies will be distributed to the Aging Units by formula, though the formula has yet to be determined. Majority of money is not to be used for direct services, but to provide assistance to the caregiver. Such assistance will take the form of information via the Department on Aging Caregiver Packets, the Information and Assistance Program and Benefit Specialist Program. A Caregiver Support Group will be forming soon. Blue Ribbon Commission Summary: This Governor Thompson initiative also known as The Ketle Commission Summary was distributed. Impact will be on counties as a whole. Staff Reports Sandy's Report: Information that will be presented to the County Board on Tuesday, March 20' during the Department on Aging's annual report was distributed and discussed. Data collected on the Departmental Intake Form revealed that 24% of congregate participants and 43 % of home delivered meal recipients countywide are below the poverty level, which is an annual income of less than $8000.00 per year. An excerpt from a taped interview of the first St. Croix County congregate participant was also shown. The Coalition of Wisconsin Aging Groups will be meeting on Monday April 9d'° ' L.E. Phillips Senior Center in Eau Claire. Any site person interested in attending and needing a ride is to contact the Department to arrange transportation. Barb's Report: An update on the progress of the 211 Task Force was given. The project is stalled at this point as the participation of the United Way is on hold. Barb reported on the Food Resource Collaborative effort formed to create a food resource directory for St. Croix County. First draft will be brought to the Council for its review. The 2001 Card Party Schedule was distributed. Possible locations for the Hudson/Hammond /Roberts tournament include the Roberts Park Building and the Deer Park Nutrition Site. Decision on the location will have to reach the Center Boards prior to the May 2n tournament date. United Way Review Night went well with all who participated doing a wonderful job. Requests for support from the Coalition, transportation, Faith in Action, Day Away totaled about $20,000.00. New Richmond is looking for a Green Thumb employee to work in the kitchen. Volunteers could also perform the needed dishwashing service. Baldwin is looking for a Tuesday /Thursday van driver. f The Cross Lutheran Church in Roberts has requested use of the Hammond /Roberts van. Request submitted to Corp Counsel for legal and liability issues. Reply was that as this van isn't a county vehicle, but only leased by the county. Donations to be sent to Aging and Handicapped Transportation. SITE /CENTER REPORTS BALDWIN First Foot Care Day went very well with eight people participating. A letter was created by a Baldwin Center Board Committee member explaining Senior Center activities. The letter and a Baldwin Senior Center brochure were mailed to five Baldwin area seniors with the hope it may increase community participation. Plans are to mail five more each week. DEER PARK They are busy preparing for Card Tournament to be held on March 21st. Plans are to take an out of county van trip this month to Eau Claire or possibly the Science Museum. GLENWOOD CITY: Bingo going well as is cards every Monday morning. The new driver also is doing well. Daily census is usually 35 to 40. HAMMOND /ROBERTS Bingo going well. Chair exercises will begin this month. A shopping trip to Stillwater is being planned for April 22n Those who attended the United Way review found it very informative. HUDSON Massage therapy continues to be popular. Length has been extended to two hours each Monday. The chair masseuse will provide services all day at the Senior Celebration. Trip to the Dayton/Bachman flower show is being planned for March 26. The Croixview Satellite is continuing its remodeling. NEW RICHMOND Foot care is done monthly on the first Monday. New water cooler obtained and the Masons will be donating monies to pay for the cooler for a year. The Center is in the process of updating its brochures. The site was closed the a previous Monday due to poor weather. RIVER FALLS: Programs going well. St. Croix County participants outnumber Pierce County participants. Foot care clinic is highly attended. Card parties are fantastic and tax reps are very busy this year. Pancake breakfast is planned for April 22n all are invited. SOMERSET On Valentine's Day, 150 fruit baskets were packed and delivered. Van trips now go to Hudson Wal Mart and Econo Foods in Somerset. Van trips to Hudson are planned for every other month. Center Board decided to pay $5.00 toward the cost of Senior Celebration for anyone who wishes to attend. Today, bingo will be played with winners receiving green prizes in honor of St. Patrick's Day. WOODVILLE Cards and bingo with Parkview is a success. Marge Wolske reported that there is hope to soon have a senior center in the Village of Roberts. She attended the Park Board meeting in Roberts on Tuesday March 13 ". She reported that they are willing to put an addition on the park building for a kitchen. Ralph Bader made a motion, seconded by Rhoda Wood to work up a contract with the Hammond /Roberts Center Board to approve meal service at a Roberts site on Mondays and Wednesdays; motion carried. A motion was made by Marguerite Sumner, seconded by Rhoda Wood to approve van trips, and card party and Volunteer Banquet use; motion carried; motion carried. Ideas, suggestions, or changes for future agendas were solicited. A motion was made by Margaret Wolske, seconded by Marguerite Sumner adjourn the meeting. Motion carried.
