CALL TO ORDER Chairman, Rich Peterson, called the
meeting to order at 8:30 a.m.
ROLL CALL Members present were: Richard Peterson, John
Mortensen, Irene Burch, Ralph Bader, Florence Patrick, Glenn
Hoberg, Marguerite Sumner, Doris Teigen. Carolyn
Weisenburger, Rhoda Wood, Margaret Wolske and Mary Lou
Smith were excused. Also present were: Barb Blaisdell, Sandy
Gehrmann, Tracy Davis, Sylvia Heller, Janice Thompson, Betty
Jordahl, Gladys Ellefson, Donna Lamson, Shirley Marlette,
Cindy Ahrens and Lorraine Jacobs
Introductions were made.
ADOPTION OF AGENDA A motion was made by Marguerite
Sumner, and seconded by John Mortensen to adopt the agenda as
printed; motion carried.
DATE OF NEXT MEETING: The next meeting will be held on
Thursday September 20', 2001.
ACTION OF PREVIOUS MINUTES A motion was made by
Ralph Bader and seconded by Florence Patrick to approve the
minutes as printed; motion carried.
UNFINISHED BUSINESS
Previous Minutes: After reviewing last meeting's tape for
Council on Aging Page 1 09/06/01
clarification on the cancer transportation issue, proceeds from
the sale of Heartland Days raffle tickets will be earmarked for
the Medical Transportation program. Sales of raffle tickets by
the Department were down this year with approximately half of
the tickets returned.
County Fair: Despite the insufferable heat, the Senior Citizen
building had many visitors. The Day Away Program took in
$58.75 in sales, $394.78 was raised for home - delivered meals,
and the Faith in Action Program took in $440.00 in sales.
The Fair Board solicited suggestions for changes to the Senior
Citizen's Building and the Fair in general. Suggestions given
included the addition of a PVC bar for quilt display in the
Senior Citizen's Building and an increase in categories such as
woodworking and photography, and leathercraft.
NEW BUSINESS:
2002 Budget: Copies of the 2002 Expenditure Budget
Summary by line item and the 2002 Annual Budgets for each
Of the Department's fourteen programs were distributed.
Detailed explanation and discussion followed regarding the
percentage increases and decreases in programs. The overall
budget increase of $11.85% is related to the new Caregiver
Support Program and projected Capital Expense. The budget
increase to be requested from the County is a 2% increase of
$2,360.00. County support requested in 2002 will be 19% for
a total of $125,160.00. One half of the Department's total
budget is based on participant donations.
A motion was made by Glenn Hoberg and seconded by Ralph

Bader to approve the budget as presented; motion carried.
NEW RICHMOND DINING SITE: The Congregate program
has closed temporarily due to lack of staff and volunteers.
Home delivered meals and transportation continue and meals
will be held at the Senior Center on September 11th & the 18".
Other options are also be researched. A survey to be
distributed to New Richmond area senior citizens was
reviewed. Discussion on the situation and the survey followed.
Information pertaining to the restaurant dining site option was
also distributed for review and discussion.
A consensus to continue researching all options was given.
Monthly reports will follow until a decision by the Council is
made.
Staff Reports
Sandy's Report: The Sr. Citizens League recent comments on
the Medicare Discount Drug Card were reported. Though the
effort on the part of President Bush was recognized, the League
stated that the drug card will not be the solution if overall drug
costs continue to rise or if it adversely effects prescription drug
benefits offered by other organizations or employers.
The Wisconsin Legislature did pass a prescription drug program
for seniors. Income eligibility will be 240% of the federal
poverty level. Individual limit is $20,616.00 or below. The limit
per couple is $27,864.00 or below. Annual enrollment fee is
$20.00. The annual deductible of $500.00 will be waived for
individuals with an income below $13,000.00 and couples with

incomes of $18,000.00 or less. There are co- payments of $5.00
for generic prescriptions and $15.00 for brand name
prescriptions. Spend down provision for eligibility is in place for
those with higher incomes. Pharmacy reimbursement is the
Medicaid rate plus 5%. State cost will be $52 million for the
first biennium and $78 million on an annual basis thereafter.
The plan will be paid for with an increase in the cigarette tax.
Nutrition stats for the first half of 2001 were reviewed. Average
congregate participation ranged from 17 to 25 meals per day /site.
Average congregate donation is $1.88. Average home delivered
meal donation is $1.92.
Barb's Report: Second installment of the United Way Grants for
Centerboards were available to those who had not yet picked up
their checks.
SITE /CENTER REPORTS
BALDWIN A leaf trip on the train in Osceola is planned
tentatively for October 13 th .
DEER PARK Staff are adapting to recent changes due to the
temporary closing of the New Richmond congregate dining site.
GLENWOOD CITY: Bingo continues to go well. Box dinner
at 5:00 is planned for August 17 Soup and salad luncheon
planned for the month of October. Response to sign up for the
New Fogey Follies has been minimal. Interest expected to
increase as November approaches. Site computer is nearing e-
mail readiness.
HAMMOND /ROBERTS $52.00 was collected for the Siren
Senior Center. Centerboard voted to match those funds. A trip to
the potato chip factory is planned for August 21S Presently ten
people are signed up to attend the New Fogey Follies, "We Still

Love Lucy" performance on November 9 h .
HUDSON Chair massage is going well. Produce is arriving
weekly. Now using the new copier purchased by the Men's
Club.
NEW RICHMOND Site temporarily closed. Mary Lou Smith
was excused.
RIVER FALLS: Rhoda Wood excused.
SOMERSET Those who had entries at the St. Croix County
Fair were excited about the ribbons they received. A total of
$200.00 will be presented to the Siren Senior Center on August
24". Octoberfest, highlighted by a kitchen band is being
planned.
WOODVILLE The trip to the Amish settlement near Augusta
went well. The trip also included a dinner at Norske Nook and
visits to several antique and quilting shops in that area. The
bakeless bake sale continues throughout the month of August.
Cards and bingo continue to go well.
Mention was given to the van trip to The New Fogey Follies in
November and the use of the New Richmond van by the
Disability Coalition on the weekend of August 24
Deerfield continues to use the New Richmond van every Friday.
Certificates of insurability for the Coalition and Deerfield are on
file.
A motion was made by Ralph Bader, seconded by Irene Burch to
approve van trips; motion carried.
ANNOUNCEMENTS AND CORRESPONDENCE
A reminder was given to gain permission from the office for any
van trips not previously approved at a Council meeting.

The "Word Travels" Bus Company from Roberts will be
providing transportation to the New Fogey Follies.
Bar and cookie booth by the Hudson Senior Center will be held
at North Hudson's Pepper Fest this weekend.

for future meetings were solicited.
