Rhoda Wood was absent. Also present were: Barb Blaisdell, Sandy Gehrmann, Tracy Davis, Sylvia Heller, Janice Thompson, Betty Jordahl, Gladys Ellefson, Donna Lamson, Donna Zacharias, Cindy Ahrens, Elinor Nelson, and Dianne Rhein. Introductions were made. ADOPTION OF AGENDA A motion was made by Marguerite Sumner, and seconded by John Mortensen to adopt the agenda as printed; motion carried. The Somerset Site Situation and a presentation by Dianne Rhein, representative from AgeAdvantAge, were added to the Agenda. DATE OF NEXT MEETING The next meeting will be held on Thursday November 15, 2001. ACTION OF PREVIOUS MINUTES A motion was made by John Mortensen and seconded by Marge Wolske to approve the minutes as printed; motion carried. Council on Aging Page 1 11/15/01 0 UNFINISHED BUSINESS New Richmond Dining Site: Of the 520 surveys distributed to New Richmond area seniors, only 35 were returned. The majority of the respondents were previous participants. With duplication of responses taken into account, 30 preferred to obtain meals at a community center, 13 preferred a restaurant option, and 2 preferred church halls. The majority noted that meal service at the senior center two days a week at noon was their preference. Only six of the 35 noted that they would volunteer. The site continues to provide 2 congregate meals per month, home delivered meals and transportation as usual. New Richmond area residents voiced their reluctance to permanently close the site. A motion was made by Irene Burch, and seconded by Marge Wolske to find staff to re -open the New Richmond site two days a week; motion carried. Restaurant surveys returned by Next Door Cafe and Suzanna's were discussed. Suzanna's would be interested in preparing and serving breakfast, lunch, or dinner meals to seniors seven days a week. They would be able to offer the voucher, or the dining site model. The latter would require a noon meal and fifteen or more participants per day, but would offer a separate congregate /activity area on days that the site was not open. The cost of meals would be $5.27 plus a tip. The Next Door Cafe would be interested in the voucher model only. They would be willing to serve breakfast or lunch five days a week. The cost including milk and a tip would be $5.95 per meal. Council on Aging Page 2 11/15/01 A motion was made by Marge Wolske, and seconded by Carolyn Weisenburger to negotiate with the restaurants with the intention of combining nutrition site, restaurant dining and /or voucher program options; motion carried. NEW BUSINESS: Somerset Site Situation: The Council was informed of problems with a participant that have escalated since the September 11 attacks. Specific incidents involving disruptive behaviors were discussed. As a result of said behaviors, the participant was asked to leave the site for a specified period of time and was to return only if the disruptive behaviors cease. Health and Human Services and the St. Croix County Sheriff's Department have been notified of the problem. Roberts Dining Site: Marge Wolske requested the Council's action on the proposed Robert's Dining Site. A motion was made by Ralph Bader and seconded by John Mortensen to pursue options related to the opening of a site in 2003. Vehicle Usage Policy: The response from Corp Counsel and Risk Management related to the County's liability on vehicle usage was read. Document stated that information would be submitted to the County's liability insurer for feedback. AgeAdvantAge Report: Dianne Rhein, regional planner, gave an update on the recent national training on the new Family Caregiver's Training held in Washington D.C.. She praised Council on Aging Page 3 11/15/01 the Department's innovative approach to utilizing the funds. Dianne stated that increases in funding for the Older American Act at the federal level looks good at this point. However, much will depend on the course of "Enduring Freedom" operations. The new computer program reporting system (SAMS) will be in place by January 1S 2002. Mandatory training for two Departmental Staff will be held on November 14 th . Information on the Alzheimer's Association training on November 2n in Eau Claire was distributed for review. Adult day care will be available at no cost. Family Caregiver funds may be used to cover the fee for the caregiver. Senior Americans Day will be celebrated at UW Eau Claire on March 26 The theme this year is "Senior Safari". Further information to follow. Elder Abuse Report: Wisconsin elder abuse reports by county were distributed. There were 41 reports of elder abuse in St. Croix County in 2000. The count reflects referrals to the Long Term Support unit, but does not reflect domestic abuse reports made directly to the sheriff's department. Statewide, nineteen of the cases reported to Long Term Support units were fatal. Conference Report: Cindy Ahrens, Somerset Site Manager, attended the recent Senior Center Conference held in Oconomowoc. Information from the conference was distributed to each site manager. The conference report will be placed on a future agenda. Council on Aging Page 4 11/15/01 STAFF REPORTS Sandy's Report: St. Croix County Public Health has yet to receive its supply of flu vaccine. In response to that agency's recommendation, EconoFoods was contacted and the schedule of flu vaccine clinics to be held at area stores was distributed. The supplier was able to add a clinic for residents of eastern St. Croix County to be held at the Baldwin Senior Center. Dr. Hoberg reported that he has an ample supply of vaccine on hand at his clinic. A member of the St. Croix County Fair Board notified the Department that the open class would increase the length of the fair next year. The 2002 St. Croix County Fair will be held Wednesday through Sunday. Therefore, the Senior Class will also be increased. Entries will begin at 5:00 Wednesday evening. To date, 86 have registered to participate in Senior Leadership Training to be held on Tuesday, October 23 at the St. Croix County Government Center. Site drivers are to bring the vans for yearly inspection of fire extinguishers and first aid kits. The bus to the New Fogey Follies performance of "We Still Love Lucy" on Friday November 9th is full. First bus pick up will be at the Robert's ride share at 10:15. Second bus pick up will be at 10:30 from the front parking lot of the I -94 Plaza. The plan is to dine at a fast food restaurant on Suburban Avenue on the East side of St. Paul. Arrival at the Howard Conn Fine Arts Center needs to be on or before 12:30 p.m. for the 1:00 matinee. Council on Aging Page 5 11/15/01 Barb's Report: The final draft of the Food Resource Directory created by the area Food Collaborative was passed for review. The St. Croix County Department on Aging is one of the agencies involved in the Food Collaborative and the development and creation of the Directory. The Hammond /Roberts Site will begin serving home delivered meals beginning the first full week in November. The meals will be delivered by the van driver and Faith In Action volunteers. Furthermore, van routes in the Baldwin/Hammond /Woodville area will be reviewed and re- established. The Venison Program is underway. The Extension Office will be providing the sites with new venison cook books. SITE /CENTER REPORTS BALDWIN Foot care, cards and bingo continue to go well. The leaf trip on the train at Osceola took place despite the weather. A request for a menu adjustment on December 20' to accommodate Christmas parties was made. Menu suggestions will be taken under consideration and changes will be made in time to be published in the December SCAN. DEER PARK The local 4H provided decorated pumpkins for table favors. The Deer Park Site is enjoying the copy machine purchased by the Center Board. A trip to Cabella's is planned. In case of a cancellation, Janice has a standby replacement for the "Lucy" trip. GLENWOOD CITY: Cards and bingo continue. Last Friday's soup and salad fundraiser served over 80 people. A local resident has been providing fresh cut flowers all summer. HAMMONWROBERTS Martha Mabis visited recently. Council on Aging Page 6 11/15/01 f Volunteer appreciation picnic catered by Eggen's Supermarket was recently held. The event took place indoors due to weather related concerns. The Happy Wanderers provided the entertainment. A leaf trip to the Spring Valley area included a visit to the earthen dam. The first foot care was held this month. A bake sale is planned for December. HUDSON A picnic to the Willow River State Park took place on October P. Volunteer appreciation dinner is planned for November 23 A trip to the Scandinavian Feast held at the Lutheran Church is planned for the 18". A Halloween party with Croixview is being planned. Chair exercises continue. NEW RICHMOND: Next board meeting will be held on November 13'. The next meal will be served on November 15 The Catholic Church offered a donation for van driver wages if he would agree to transport New Richmond area residents to the Community Dinner to be held on November 22n Deerfield continues to use the van two days a week. RIVER FALLS: Rhoda Wood was absent. SOMERSET: Martha Mabis visited in September. On October 10 the Panhandlers performed. An accordion player is scheduled to perform on the 24 The Center Board purchased a new television with money donated to Center Board from the Village of Somerset. A VCR will also be purchased. A Halloween parry is planned. Nine seniors completed the 55 Alive driving class. Somerset, New Richmond and Deer Park residents were encouraged to get the word out that an 8 -hour site manager position will be opening up at New Richmond in the near future. WOODVILLE Bingo and cards continue. A request to close the Woodville site for the two days following the Christmas holiday will be taken under consideration once congregate and home delivered meal participants are surveyed. Bette Norman's retirement will be honored at the upcoming Senior Leadership Training. ANNOUNCEMENTS AND CORRESPONDENCE A pancake dinner will be held at the National Guard Armory in New Richmond on November 1 V h . The last United Way grant disbursement was distributed. Ideas for future agenda items were solicited. POSSIBLE AGENDA ITEMS FOR NEXT MEETING: A motion was made by Doris Teigen and seconded by Irene Burch to adjourn the meeting; motion carried.
