Also present were: Barb Blaisdell, Sandy Gehrmann, Tracy Davis, Sylvia Heller, Janice Thompson, Betty Jordahl, Gladys Ellefson, Donna Lamson, Donna Zacharias, Cindy Ahrens. Rich Peterson and Ralph Bader were excused Introductions were made. Bette Norman was given a warm welcome as the newly appointed River Falls Senior Center representative. ADOPTION OF AGENDA A motion was made by Marguerite Sumner, and seconded by Marge Wolske to adopt the agenda as printed; motion carried. DATE OF NEXT MEETING The next meeting will be held on Thursday December 20th, 2001. ACTION OF PREVIOUS MINUTES A motion was made by Marge Wolske and seconded by Florence Patrick to approve the minutes as printed; motion carried. Council on Aging Page 1 12/13/01 UNFINISHED BUSINESS New Richmond Site Update: The ads for the position of site manager, two days a week, have run in the local papers for two weeks. So far, two of four applicants have returned their completed applications. Though the Council voted to allow the department to pursue opening the site for two days per week, the issue may be re- addressed at a future Council meeting when staff is hired. The state will not approve a voucher only program, but gave the go ahead for a pilot program. Leadership Training: Over 90 people participated in this event held on October 23 Comments on the program were solicited. Overall, responses were very positive. 64 individuals signed up for charter membership at the AARP organizational meeting. NEW BUSINESS: 2002 County Plan: The 2002 budget for the state and federal governments was distributed and reviewed. The state and federal budget takes into account inkind, including volunteer hours. Without a 10% inkind match, the programs would receive no funding. This budget also includes county contributions and projected participant donations. A motion was made by Marge Wolske, seconded by Irene Burch to approve the 2002 budget as presented; motion carried. Council on Aging Page 2 12/13/01 Since September 11" donations have decreased substantially. Many donors have funneled funds to the East Coast. The Benefit Specialist has cut back her hours in November due to that program's 2001 budget shortfall. Expenses have increased, funding has not, and donations are down. A copy of the Caregiver's Handbook, that was purchased with the funding received from the 2001 Family Caregiver Support Program (Title IIIE), was passed for review. A Handbook is available to anyone who participates in the Caregiver Support Group or is identified as a caregiver. State allocations to Wisconsin counties in 2001 were distributed and reviewed. The recent donation to the Department on Aging given in memory of Lynn Holmes was noted. STAFF REPORTS Sandy's Report: The Wilder Foundation Survey of the St. Croix Valley was discussed. This year's study revealed that this region that includes Eastern Minnesota and West Central Wisconsin counties continues to experience population growth. Respondents in St. Croix and Polk County rated formal supports such as county agencies highly for accessibility and flexibility. Minnesota does not have the aging network of supports that Wisconsin counties provide. Council on Aging Page 3 12/13/01 Looking ahead, May 9 should be set aside for Senior Celebration. Joyce LaMont, former WCCO radio talk show host, will be a speaker. Target's annual senior shopping day will be held on December 4" from 8:00 -10:00 a.m. The store is open during these hours to seniors and those with disabilities only. Assistance with shopping treats, entertainment, an additional 10% discount, and free gift- wrapping are also provided. At this point the office has heard nothing on menu changes to accommodate Christmas parties. If any changes are made after material is submitted for publication in the Scan, each site is responsible for notifying their participants. This year, the Department is submitting names for adoption into the Secret Santa program. Suggestions for appropriate gift items for seniors were solicited. The Department was contacted by recent graduates of the Master Gardener class who would like work with seniors now or in the spring. Specific topics of interest were solicited. Suggestions relevant to this time of year included African Violets, container gardening, and bulb forcing. The Public Hearing for DOT 85.21, Specialized Transportation Grant began at 9:45 and ended at 10:16. The Council meeting resumed at 10:17. Sandy and Tracy attended SAMS (Social Assistant Management System) training in Eau Claire on November 14". SAMS is the newly purchased state program designed to provide NAPIS Council on Aging Page 4 12/13/01 reporting accuracy. The program will require many hours to enter initial intake data, but will be able to provide detailed and complex reports. New detailed intake forms will need to be completed by each congregate and home delivered participant. This will require the assistance of program managers. At a minimum, the last four digits of Social Security numbers will be necessary. Although additional staff time will be required to gather and input the data, there will be no additional funding provided. A suggestion to place an article in the SCAN of these forthcoming changes was given. SITE /CENTER REPORTS BALDWIN Foot care, cards and bingo continue to go well. A program in honor of Veteran's Day was held on Monday, December 12 Martha Mabis visited on November 7 A trip to the Octagon House in Hudson on November 27 is planned. A Christmas light is planned. DEER PARK An evening meal held in honor of Veteran's Day on November 8 th served 60. The Grannies provided the entertainment. Thirty -four people received flu shots on the 14 th . Thanks were given to the Baldwin van driver for driving to Cabella's. A trip to Target is planned. GLENWOOD CITY: Center Board met on the 14 th . $ 90.00 was received from Ormson's Super Valu for turning in grocery slips. Volunteer Appreciation Dinner was held this month. A van trip in December is planned. HAMMOND /ROBERTS Ten attended the Fogey Follies. The Volunteer Appreciation Dinner will be held on November 29 A bake sale will be held at the bank on December 14 A van trip to Hudson for senior shopping day at Target is planned. HUDSON The Volunteer Appreciation Dinner was held on November 14 The Christmas party will be held in conjunction Council on Aging Page 5 12/13/01 with the monthly birthday parry on December W. NEW RICHMOND A dinner with a Thanksgiving theme is being held at the site today. A trip to Hudson on the 4 along with a light trip is planned. The van usage for the community Thanksgiving Dinner, the Disability December Christmas parry and the usual Tuesday and Thursday Deerfield trips were also noted. Deer Park was commended and thanked for their assistance during this temporary site closing. RIVER FALLS: Bette Norman, chaperone, reported on the Fogey Follies trip on November 9". SOMERSET Halloween Parry had 37 seniors in attendance. An accordion player entertained site participants one day in October. Participants and fourth graders from St. Anne's made tray favors for the Health Center. A trip to Hudson on December 4 t is tentatively planned. Cindy is trying to organize a day at the movies for all seniors in the county. New Richmond is willing to do a 10:30 showing at a reduced rate. The movie would be followed with a dinner. Thirty -forty will need to attend to get a closed showing at the reduced rate. WOODVILLE Thanksgiving Day and Volunteer Appreciation Dinner will be held together on the 20 A trip to view Christmas lights is planned for December. Sandy requested that Christmas party dates and any menu changes to accommodate those parties be submitted by Monday the 19 ". A motion was made by Florence Patrick, seconded by Marge Wolske, to approve van trips; motion carried. ANNOUNCEMENTS AND CORRESPONDENCE Council on Aging Page 6 12/13/01 The Homemakers groups have donated intergenerational /international kits to area libraries. All thirty will be available for inter- library loan beginning 2002. Patriotic CD's were handed out. The Hudson vehicle replacement will be put on the December 15' bid. Delivery may be as late as Labor Day 2002. November is Alzheimer's month. Gail Casey's display is in the lobby of the Government Center for viewing. Comments on the Caregiver book were solicited. The Grannies will be performing at the S & C bank in New Richmond for that establishment's customer appreciation Christmas celebration. The Transportation Committee meeting to address the Vehicle Usage Policy is on hold until a response from the County's liability insurer is received. 2002 pocket calendars were distributed. POSSIBLE AGENDA ITEMS FOR NEXT MEETING: Ideas for future agenda items were solicited. A motion was made by Marguerite Sumner and seconded by Irene Burch to adjourn the meeting; motion carried.
