Ryan Yarrington From: Jansky, Leroy G -COMMERCE {Leroy.Jansky@Wisconsin.gov] Sent: Thursday, October 23, 2008 5:37 PM To: Ryan Yarrington; Pam Quinn Subject: Gartman Mound "Sand" Analysis Gartman Mound Sand Town of Cady, St. Croix County, WI Transaction Number: 1556477 Site ID Number: 739651 Earlier in the week Dave Laird brought a sample in of the "sand" he used in the Gartman mound system and I ran it through a #10 (2.0 mm) sieve. I only had about 15% (85% passed) coarser than 2.0 mm so part of the sample was okay. The material that passed still looked a bit coarse but I urged Dave Laird get some testing done on the material anyway. He thought it would take too long before the weather got bad but he did call the place be where he got the "sand". Well they had MinnDot do a sieve test there a few months ago and Dave got a copy of the test results. I plotted the results and was very surprised - it passed quite nicely. Dave was sure that the pile he took the material from was the same one tested by MinnDot. Therefore, unless we do our own test I'm inclined to accept the test report from Dave as is. I will send a copy of the results to you in the mail for filing with the plans. Print and file this e-mail too. I think I'd like to visit this operation some time in the future to see what the entire stockpile looks like. Leroy G. This POWYS is a mound style system that Real Property uses ASTM C-33 fine aggregate (sand) to provide adequate treatment and 715-386-4677 dispersal of wastewater effluent as required in the State of Wisconsin De artment Recycling p of Commerce Mound Component Manual Version 2. 715-386-4675 At the time of inspection the fine aggregate was called into question. It appears the aggregate used was limestone fragments rather than typical mound sand. Therefore you are required to provide documentation that the material used at the above mentioned site meets the ASTM C-33 criteria for fine aggregate by either having the material tested or contacting the pit owner to see if they can provide documentation. If the aggregate does not meet the ASTM C-33 standard then the mound will need to be replaced at the plumber's expense. Since this is an A+0 mound site the State Wastewater Specialist and St. Croix County Sanitary Inspector are required to be onsite when the existing mound is removed to determine if the existing location can be reused for the replacement mound. . Please provide the requested information within 2 weeks. Feel free to contact me with any questions you might have. The intent of this investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and/or subsoil. In-situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land. surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. A typical soil profile at CST B-1 could be described as follows: 00-03" 10YR 3/2 sil, 2mgr, mfr, as. - 10YR 3/2 sil, 2msbk, mfr, as. - - -- 09-12" 10Y-R 3/2 and-4/4 sil,-2msbk, rrffr,-cw;-w/ f2f 1OYR 5/6 and 6F3 rmfs. 10YR 4/4 sil, 1 msbk, vmfr, w/c2d 7.5YR 5/6 and 5/3 rmfs. Note: Lots on the west side of this parcel are very wet. Standing water in furrows and open pits after a week of light rain. If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.5 gpd/ft and the basal wastewater application rated should not exceed 0.2 gpd/ftZ. The additional basal area will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of the mound must be orientated along the contour: The mound shall be constructed to divert surface water around the mound structure as much as possible. In addition, an up slope drainage ditch should be considered if it is determined that surface or subsurface hydrology is improved by intercepting water and diverting it away from the mound site.
