COUNCIL ON AGING MEETING
April 19, 2001
Croixview Dining Site
CALL TO ORDER Chairman, Rich Peterson, called the
meeting to order at 8:30 a.m.
ROLL CALL Members present were: Richard Peterson,
Margaret Wolske, John Mortensen, Mary Lou Smith, Lorraine
Jacobs, Doris Teigen, Ralph Bader, Florence Patrick and Rhoda
Wood. Glenn Hoberg, Marguerite Sumner, Carolyn
Weisenburger and Irene Burch were excused. Also present were:
Barb Blaisdell, Sandy Gehrmann, Tracy Davis, Sylvia Heller,
Janice Thompson, Cindy Ahrens, Betty Jordahl, Gladys Ellefson,
Donna Lamson, Shirley Marlette, and Pat Otto.
Introductions were made.
ADOPTION OF AGENDA A motion was made by Marge
Wolske, and seconded by John Mortensen to adopt the agenda as
printed; motion carried.
DATE OF NEXT MEETING The next meeting will be held on
Thursday May 17, 2001.
ACTION OF PREVIOUS S : A motion was made by
Ralph Bader and seconded by Doris Teigen to approve the
minutes as printed; motion carried.
UNFINISHED BUSINESS
Upcoming Events: Florence Patrick's 80' birthday was
recognized.
Volunteer Recognition Banquet will be held on Thursday April
26'', at Garfield's in Hudson. 148 persons are registered to
attend as of today's date. Registration will be at 10:30 a.m. .
Faith in Action's Silent Auction will begin on May 9' at the
Government Center in Hudson. It will continue on the 10' in
conjunction with Senior Celebration at the Faith Community
Church in Hudson. The meatball and chicken dinner to be
served at the Celebration will be catered by Ruth Hurtgen.
Nominations for the Outstanding Senior Awards are due by
April 10'. To date, over 40 persons have registered to attend
this special day.
Third Annual "Teeing it Up for Senior Services" golf
tournament will be held on June 18' at the Kilkarney Hills Golf
Course in River Falls. Eleven of eighteen holes have sponsors,
and presently 20 golfers are registered to participate. Eighty
are required to close the course for the special event. Some
cash and gift donations have also been received. Posters will
be sent out in the near future.
All were welcomed to the Croixview Dining Site. This satellite
site serves an average of 12 congregate meals per day. Jody
Branson from the Housing Authority was invited to share
information about the Croixview Housing unit.
NEW BUSINESS
National Family Caregiver Program: The St. Croix County
Department on Aging will receive $14,018 each year in funds as
a result of the reauthorization of the Older Americans Act.
Specific guidelines for spending these funds will be met by
providing information packets to caregivers and fast food
workers, enhancing the position of the Day Away Coordinator to
allow for in -home outreach, development of a generic caregiver
support group, conducting quarterly caregiver training forums,
providing DayAway and respite care on a limited basis, training
volunteers for brief periods of in home respite, respite meals and
transportation for caregivers. A motion was made by Marge
Wolske and seconded by Mary Lou Smith to approve the plan as
outlined; motion carried.
Conference Reports Sue, Barb and Sandy recently attended a
conference in Madison. Sandy and Barb conducted a workshop
on "how to have a successful Faith in Action program". The
workshop included a puppet skit and was very well received. A
portion of the workshop will be re- presented at the upcoming
Regional conference in Eau Claire.
Barb & Sandy were awarded two of twenty scholarships offered
in the state to attend a four -day training session to become
"master trainers". They, in turn, will then train others
throughout the region and state who will then train caregivers.
Congratulations was offered
Barb distributed a hand out related to a "Falls Prevention"
workshop that was offered at the conference. Wisconsin ranked
number one in falls across the nation. Primary reasons for falls
were: 1)de- conditioning (lack of exercise), 2)balance, 3)
medication interactions (particularly Benadryl), 4)cognitive
changes related to aging. Clinicians responsible for collecting
data also offer a program called "Achieving Equilibrium"'. Much
discussion followed.
Operation's Committee Report: Sandy reported on the special
meeting held on Tuesday the 17' to address the employee
situation at the New Richmond Site. This is a unique situation
due to the lack of volunteer help and now lack of a Green Thumb
employee. Recommendation of the committee included: 1)
Monday,Wednesday,Thursday, meal service for a two month
trial period with site manager hired for 16 hours, 2) Four day
meal service for a two month trial period with program manager
hired for 16 hours, and use of all paper products. A motion was
made by Marge Wolske and seconded by John Mortensen to
approve a trial period of four day meal service with program
manager hired for 18 hours, and the use of plastic cups; motion
carried.
In the future, time studies will be conducted and job descriptions
will be reviewed.
Fraud Spotter's Program: Information was distributed and
video was shown highlighting the importance of reviewing
Medicare claims. Fraud Spotter's training program will be
offered in Eau Claire, at the L.E. Phillips Senior Center for those
individuals interested in becoming a Fraud Spotter.
Alzheimer's Association Respite Care Giver Training
Program: Margy Hagaman of the Alzheimer's Association
addressed the program, that as a result of a three -year Helen
Bader Foundation Grant, will train volunteers to do respite care.
On June 22' there will be a four -hour training with all staff
welcome. Location yet to be determined.
Staff Reports
Sandy's Report: As of April 30' the charge account at the New
Richmond Super Value will be closed. Account at Econo Foods
will remain.
Central St. Croix News is now only accepting typewritten/word
processed articles to be published in the SCAN. Reminders to
Program Manager's to be sure site drivers distribute the SCAN to
the designated businesses in their communities.
The proposed federal budget allows for zero increase in all Older
American Act programs, except Home Delivered Meals.
Overall, the 2002 budget proposal includes a 5.38 million - dollar
cut in all Older American programs.
A motion was made by John Mortensen, seconded by Marge
Wolske to utilize $1740.00 from the Nutrition Trust, to update
DOA Staff computer; motion carried.
Sandy reminded program managers to return their updated
AARP membership lists to the office as soon as possible.
The Department on Aging has been contacted by Lifeline
Screening, a private for profit agency that will conduct medical
screenings for seniors. Screenings include carotid artery,
abdominal aortic aneurysm, ankle brachial index, and
osteoporosis. Other counties have been pleased with the
services. Screenings are offered for $35.00- $40.00 separately,
or $125.00 for all four. Medicare may cover some tests. No
referral is needed. With the consensus of the Council, the
Department's involvement will be limited to informing residents
and employees of St. Croix County about the service; consensus
given.
Barb's Report: The Center Board Coalition will distribute grant
monies received from the United Way in the form of a $500.00
check for each of St. Croix County's Senior Citizen Center's.
Ralph Bader, President of the Center Board Coalition, received a
letter from United Way President, John Coughlin, stating
concerns about the amount of United Way money going to
support "County" programs. As the Center Board Coalition and
individual center boards are not county agencies, a dialogue
between county supervisors and United Way Board members to
clarify these issues would be enlightening for all. A special
thanks was given to Ralph Bader and Phyllis Chapin for all their
a
hard work on the Center Board Coalition.
SITE/CENTER REPORTS
BALDWIN There were 104 people at the card tournament.
Easter dinner was served on April 10', with forty people in
attendance. Recycled cards continue to sell well. There have
been five responses so far to the letters mailed to Baldwin area
residents. A follow up call to the letters was suggested.
DEER PARK They have been busy with Card Tournaments.
Discussion followed about the upcoming May 2" d Hudson card
tourney to be held at Deer Park. Hudson volunteers are needed.
Easter treats were distributed in celebration of the holiday.
GLENWOOD CITY: A.M. cards continue to go well.
Preparations for the card tournament continue. Glenwood City
Police Department donated a computer desk to the site. Easter
treats were distributed. Outstanding Senior nominations are
coming in slowly.
HAMMOND /ROBERTS The first chair exercise was a big
success. Center Board voted to contribute $6.00 toward
registration for each attendee for Senior Celebration. A May 4'
trip to Menomonie is being planned.
HUDSON Eggs were colored and treats distributed for Easter.
Bingo is held on Wednesday afternoon and cards on Tuesday
afternoon.
NEW RICHMOND Seventy -five participated in the card
tournament. Trip to Stillwater on April 20` is planned. A future
trip to the Old Log Cabin Theatre with a Senior group from
Amery is being planned. AARP membership list to be sent to
housing units in New Richmond so members will be able to
receive info when new AARP chapter is formed. Organizational
meeting is to be held in conjunction with Leadership Training in
October.
RIVER FALLS: All is going well. 55 Alive Drive to take place
May 17 & 18, 8:00 to 10:00 at the Senior Center. Pancake
breakfast to be served on April 22nd
SOMERSET Spring cleaning day took place in March. April
25' will be "spring hat" day. A trip to Wal Mart on May 4' is
planned. May 15' will be "old fashioned day"'.
WOODVILLE Seventy card players participated in the card
tournament. Center Board voted to contribute $7.00 toward
registration of attendees of Senior Celebration.
A motion was made by Ralph Bader, seconded by John
Mortensen to approve van trips; motion carried.
ANNOUNCEMENTS AND CORRESPONDENCE prior
approval is needed for use of vans to the card tournaments, and
Department sponsored functions.
Over thirty Senior Celebration registrations from the Scan
coupon have been submitted to the Department on Aging.
John Mortensen addressed the need for tornado awareness.
Marge Hangman offered to present an informative program on
memory loss at any senior site that is interested.
