January 24,2001

Chairman Mehls called the meeting to order at 9:06 a.m. The Agenda was adopted on a
Jacobson/ Mortensen/ Motion.
DATE OF NEXT MEETING: January 31, 2001 at 9:00 AM in the Community Room
Actions on the previous minutes were waived.
NEW BUSINESS: Emergency Communication Center Administrator.
Mehls gave a brief history of the dispatch center since incorporating 911 into the
dispatch center in 1981.
Various duties and responsibilities were identified for the directors position. All
present agreed that there should be a separate technician position to handle radios,
pagers and other communicaiton equipment aspects. After discussion, Deb Kathan identified
that the separation of duties and responsibilities and the inclusion of a tech position
to handle equipment concerns could be a simple reorganization that would be handled by
the committee.
Attendees at the meeting were allowed to address the committee to voice their concerns,
issues and ideas and to comment on possible solutions for filling the position.
After much discussion, it was determined that Steve Bahneman will act as Interim Director
of the Emergency Communication Center. Debra Kathan will start the process of
recruiting for a director and will write the responsibilites and authority that will be
assigned to Steve Bahneman. This will indentify his authority and reponsibilities during
this interin period. Steve Bahneman expressed the need for the dispatchers to have more
training. Bahneman will start evaluating the needs for the department and report at the
next meeting. Sheriff Hillstead expressed an interest to incorporate the Communications
Center into the Sheriff's Office, as he has Bob Klanderman and Ron Volkert in place as
supervisors.
