MINUTES
Emergency Management /Communications Committee
January 18,2001
PRESENT: Chuck Mehls, Tom Dorsey, Art Jacobson, Denise Bjerstedt - County Board;
Jack Colvard, Mary Souter - Emergency Management; Bruce Brantner - Emergency
Communications, Jim VanderWyst - New Richmond Fire Department, WITC; Ron Volkert,
Sheriffs Department; Dick Trende - Hudson Police Department, Warida Madsen, Steve
Peterson - Village of Hammond.
Chairman Mehls called the meeting to order at 9:03 a.m. The Agenda was adopted on a
Jacobson/ VanderWyst Motion.
DATE OF NEXT MEETING: January 24, 2001
After review, minutes from the November 14, 2000 Emergency Management /Communications
Meeting were approved on a Dorsey /VanderWyst MOTION.
OLD BUSINESS:
1) American Eight County Heart Association:
Mehls reported that St. Croix County is considered in the 8 county Metro Area.
There is a $50,000,000.00 Grant, being written by the Minnesota American Heart
Association, for purchase of Defibrillators and training. Trende stated that he
knows of agencies that would need them. Mehls will obtain more details at the
February meeting in Edina, Minnesota.
NEW BUSINESS:
2) EMS Representative for the Committee:
Mehls informed the Committee that Greg Carlson would stay on the committee if a
letter was written requesting his attendance.
3) Village of Hammond Municipal Plan:
Wanda Madsen stated at the last Board meeting the Municipal Plan was approved.
Mehls wants an annex on these plan to include resources /inventories from Fire,
Police and EMS. An annex dealing with potential counter - terrorist activity
management by municipalities should, also, be considered in each plan.
4) County Mutual Aid Inventory:
Mehls reported the Fire Chiefs are putting together a list. It was suggested a
master list of the inventory be kept at the Emergency Management office and
Emergency Communications. Trende will get the information from EMS and Fire
Departments in Hudson. This could possibility be attached to the Municipal
plans. An EMS survey of County Agencies and Agencies serving border areas of St
Croix County and their vehicle, mutual aid and equipment capabilities should also
be conducted. Bjerstedt suggested a time limit for surveys to be returned.
5) Directors Report/ Communicaitons:
Brantner reported that 1 of the 2 Permanent Part Time positions has been filled by
Jeff Kennett. Jeff, also, works full time for the Village of Hammond as a Police
Officer. With these Part Time positions, there will be 3 employees covering from
10:00 AM to 2:00 AM. Staffing has been set up thru February. Payroll & Vouchers
will still need to be done bi- weekly. Colvard will be responsible for the bills and
personnel items.
Brantner announced his resignation and that this was his last day of working for
St. Croix County. He will be starting with the Metro Airport Commission. The Board
thanked Brantner for his outstanding job.

6) Bills /Communications:
Bills for the Month of December were approved by a Trende /Bjerstedt MOTION.
There was a question on the Communication Van Console and Radios.
7) Director's Report:
Colvard handed out a Summary Report of Training for St. Croix County. There has
been discussion concerning county wide training and Planning needs. Colvard listed
the Training requirements -Per Comm 32 OHSA. Training Issues should be a
consolidated effort for all County Departments. The Highway Dept, Health & Human
Services & the Ag Center have shown an interest in a Defensive Driving Course.
Dave Hake and Dean Rossing will be attending on March 7 & 8, 2001 an Advanced Air
Monitoring Class at Fort McCoy, WI.
Colvard stated there will not be a Governor's Conference or an LECP Conference this
year. The Wisconsin Association of Hazardous Material Responders (WAHMER)
Conferece will be March 9 & 10 2001 at Wisconsin Rapids.
Colvard is considering 2 classes this year. Disaster Response & Recovery on
February 27 & 28, an Emergency Management Class and Chemistry of Hazmat on April 23
thru April 27, dealing with Hazardous Materials. He, also, gave a recap of Hazmat
Training Courses for 2001.
Colvard is working on his Annual Report for the County Board, To be presented
January 23, 2001.
On a Bjerstedt /VanderWyst MOTION the Committee voted to accept and support
Consolidated Training Classes for County Departments.
8) Bills /Emergency Management:
November and December Bills were approved on a Bjerstedt /VanderWyst MOTION.
EMERGENCY SERVICES- REPRESENTATIVES /CONCERNS:
Law Enforcement- The City of Hudson has Contracted with Ted Beyer for Training.
Fire Service - VanderWyst stated his concerns about being called out and then being
cancelled before they get to the scene.
