January 19,2001 Meeting
Present: J ack Colvard, Mary Souter, Emergency Management; John Mortensen,
harles Meh s Art Jacobson and Denise Bjerstedt, County Board; Dan
Smith, u son Fire /Bay West; John Borup, Health & Human Services; Ted
Beyer, Environmental Consultant; Leonard Laskow, United Gear; Kitty
Rhoades, State Representative, 30 Assembly; Craig Olson - River Falls;
Kevin Brown, Tim Ramberg - Highway Department; Lois Ristow, Director,
Emergency Management, Eau Claire.
Others present:
The meeting was called -to -order at 1:05 p.m. by Chairman Smith. The agenda
was adopted on a Jacobson /Mortensen MOTION. The October 20, 2000 minutes
were approved on a Mortensen /Jacobson MOTION.
The next meeting will be Friday, April 6, 2001 at 1:00 p.m., at the
Government Center.
OLD BUSINESS
1. Spill Update and Cost Recovery:
Representative Rhoades handed out the 2001 Senate Bill 5. Which informed the
Committee that there will be some additional protection for collecting money
for responding to spills. Organizations must follow the procedure and the
Department of Emergency Management will reimburse for unpaid expenses.
However, the Organization must first get a judgment against the spiller.
NEW BUSINESS
2. New Committee Membership Recommendati
Colvard recommended John Aubart, of the River Falls Police Department, to
replace Brad McAbee who retired. An Olson /Smith Motion was made to recommend
to County Board Chairman Tom Dorsey that John Aubart be appointed to the
Committee.
3. Exercises & Training being Planned:
Precision Ag is planning a full -scale exercise with the aid of Greg Palmer of
Hulcher Services, and Jack Colvard. The Wisconsin Central Railroad may let
them use some cars for the exercise, since there is a rail spur onto the
facility.
Mehls wants an Incident Command exercise with the Nursing Homes, Fire Chiefs,
Supervisors and RACES.
There is also an exercise being planned for the City of River Falls in
conjunction with UW -RF.
4. Concerns with removal of Union Pacific Safety Signals:
Colvard informed the Committee, that the Union Pacific Railroad would like to
remove some safety signals, that they feel are not necessary, on the tracks
running from Hudson to Neenah, WI. A recent report identified that there
were 350 railroad cars, of hazardous materials, passing through St. Croix
County each month. Jack Breault, Mayor of the City of Hudson, has written a
letter to the Railroad addressing the City's concerns about the removal of
the signals. Mehls /Mortensen MOTION was made to send a letter of support of
the City's concerns.
5. Plans updated during the Quarter:
The following facility plans were updated: Precision Ag Services, New
Richmond; Blue Ribbon Feed, New Richmond; New Richmond Wastewater Treatment
Plant; and Baldwin Seed and Feed have been sent to the state for approval.
6. Non - Compliance issues with Century Telephone Co:
Century Telephone, New Richmond, has failed to provide the necessary
information to determine whether or not it is a planning facility. There has
been no response from the Company. It was recommended that the state be
notified that the Company in not in compliance and that state action is
requested.
7. Public Comments:
