Chairman Mehls called the meeting to order at 9:06 a.m. The Agenda was adopted on a Jacobson /Dorsey Motion. DATE OF NEXT MEETING: Wednesday, March 21, 2001 at 9:00 AM- Government Center After review, minutes from the February 8, 2001 Emergency Management /Communications Meeting were approved on a Jacobson /Dorsey MOTION. OLD BUSINESS: 1) RADIO SYSTEMS EQUIPMENT AND MAINTENANCE: Bahneman reported, that the microwave system failed again last week and on February 26, 2001 in the morning. The transmitters need to be put back into alignment. There is no heat at the tower, so the alignment won't occur until it warms up. On a Jacobson /VanderWyst Motion, Bahneman will obtain quotes for repairing and realigning of the system. Bahneman will get the quotes to Colvard by March 19, 2001. Bahneman handed out Information about training courses for dispatchers. Also, a list of dates the dispatchers were last certified on the TIME System. NEW BUSINESS: 1) COMMUNICATION CENTER POLICIES AND PROCEDURES: Colvard has a copy of Ashland and La Crosse County policies. He will try to get more examples from other counties before the next meeting. This will have to be a priority for the new Director of Emergency Communications. The new director will have to get input from the various emergency service agencies. 2) DISCUSSION OF COMMUNICATION TECHNICAL POSITION: Colvard recommended to the Committee, a second in command position, because of the amount of employees and the number of unsupervised hours at the center. This will need to be formalized in the 2002 budget. On a Bjerstedt /VanderWyst Motion the monies will be allocated in the January 2002 budget for the position. 3) APPOINT A SUBCOMMITTEE TO REVIEW APPLICATIONS FOR DIRECTORS POSITON: After much discussion it was decided that Bjerstedt will be in charge of the screening process, which will be held on March 2, 2001 at 9:00 am. Kathan and Colvard will also assist with the screening. The interviews will be March 9, 2001 at 8:30. The interviewing panel will be Tom Dorsey, Art Jacobson, Chuck Whiting, Charles Mehls, and Deb Kathan. 4) DIRECTOR'S REPORT: Colvard reported he had received payment of $5,380.00 from Minnesota Southern Wireless for antenna space rental on the Glenwood Tower. Billing for tower space rental will be every six months. The lease with this company can be renegotiated every 5 years. The regular time of 6:00 p.m. conflicts with Pierce County, which uses the same time. Law Enforcement - None EMS - Rixmann expressed he wanted a different paging channel from the Fire pagers. Also, he asked Bahneman to check information concerning an accident in St Croix County.
