Excused: Jeff Rixmann, River Falls EMS. Chairman Mehls called the meeting to order at 9:07 a.m. The Agenda was adopted on a Jacobson / Mortenson Motion. DATE OF NEXT MEETING: Tuesday, May 29, 2001 at 9:00 AM - Emergency Management Office After review, minutes from the April 30, 2001 Emergency Management /Emergency Communications Meeting were approved on a Bjerstedt /VanderWyst MOTION. OLD BUSINESS: #1. Mutual Aid Equipment Inventory: Chairman Mehls reported he received a call from Craig Nelson of Baldwin concerning the need for an equipment inventory. The three trailers that the County owned were turned over to the Municipalities quite some time ago. He feels that there is a need to have an equipment inventory to know where the departments have shortages. 2. Microwave & Radio System Maintenance Agreements: Kollman reported that it cost $9,500.00 in labor charges to bring the microwave system up to an operational level that a maintenance contract could be written for it. Also, he handed out radio repair comparisons between Bearcom and the City of St. Paul Police Department, which will contract for radio repair services. The City of St. Paul is considerably lower in price than Bearcom. He handed out a radio service agreement for the City of St. Paul, which was reviewed by the Committee. On a Mortensen /Bjerstedt Motion it was voted to accept the City of St. Paul radio service agreement, upon review and opinion of Corporate Counsel Timmerman. 3. Communications Center Staff Positions Update: Kollman addressed the Committee with the need for additional staff, which he justified with position descriptions and a letter outlining the need for the additional supervision in the Communications Center. He requested that two positions be added to the Communications Center. The first position is an Assistant Director who would primarily work 4:00 p.m. to midnight and the other Technical Lead Dispatcher who would primarily work 6:00 a.m. to 2:00 p.m. He also asked that the job description of the current position of Lead Tele- communicator be defined and upgraded. The current position of Lead Tele- communicator would work primarily from 10:00 p.m. until 6:00 a.m. On a Bjerstedt /Mortensen Motion, It was voted to accept the two new requested positions and upgrading of the existing one as defined by the positions descriptions and justification presented. Mehls, Jacobson, Mortensen and Bjerstedt voted in favor of this. No one voted against the motion. 4. Communications /Command Post Update: The Van will be stored at La Casses until June 1, 2001. Jacobson told the committee that the County Highway Department has no room for the van, at the Hudson facility. Bjerstedt will look into storing the van at their family farm, located in Troy Township. Kollman reported the van was used at the River Falls exercise last weekend. There were some bugs reported. It will be used by the Sheriff's Office this Memorial Day weekend for the Somerset X Fest. We will need a policy for use of the van. Kollman will contact the First National Bank of Somerset to arrange for parking for the Memorial Day weekend. A bill will be drafted for the vans use and overtime for the Dispatchers, which will be given to Ron Volkert and he will include this with the bills to the Concert People. Municipal Planning & Severe Weather Warning: Colvard reported that He and Kollman are in the process of meeting with all cities and Villages to determine the protocols to be used to activate severe weather sirens in the case of a severe thunderstorm or tornado warning. The Cities and Villages will have to incorporate this Information into their Emergency Operation Plans. 6. Director's Report - Emergency Communications: Kollman handed out information on St. Croix County 911 and a maintenance agreement with Loffler. This is the company that manufactured the voice recorder manchine. 7. Director's Report - Emergency Management: Colvard reported the Governor has issued a disaster declaration for 17 counties in Wisconsin. Damages have been reported by the Village of Somerset, Town of Troy, Village of North Hudson, City of Hudson and County Parks Department. Ed Gleason, Administrator of Wisconsin Emergency Management is trying to change the grant used to fund emergency management at the county level. St. Croix County may stand to lose $3,000.00. Colvard has contacted Representative Kitty Rhoades and will contact State Senator Shiela Harsdorf concerning this matter. This appears to be an attempt to provide more heavily populated counties with more funding at the expense of the other counties. A $75.00 towing bill from the Sheriffs Department was presented to the Committee for payment. The bill was incurred when a deputy got stuck checking or some residents who were at risk due to flooding on the Apple River. Colvard requested the Sheriff's Department assistance in this matter. On a Mehls /Bjerstedt Motion it was decided not to pay the bill and to return it to the Sheriffs Department. 8. Bills - Emergency Communications: The April Bills were approved on a Jacobson /VanderWyst Motion. 9. Bill - Emergency Management: The April bills were approved on a Bjerstedt /Mortensen Motion. EMERGENCY SERVICES- REPRESENTATIVES /CONCERNS: Fire Service - VanderWyst reported that the Roberts /Warren Fire Department is still having pager problems. EMS - Not present at this meeting. Law Enforcement - Volkert expressed concern over the responsibilities for the Time System. All Dispatchers need a background check and fingerprint cards sent in. Tele- communicators will also need the necessary training. Kollman stated that St. Croix County is hosting training on June 12 and 13 2001. Volkert requested the names of those who attend this training. POSSIBLE AGENDA ITEMS FOR NEXT MEETING: X -Fest in Somerset Repairs and Maintenance on the Microwave ADJOURNMENT: The meeting was adjourned at 11:45 a.m. on a Jacobson /Mortensen MOTION.
