May 29, 2001
PRESENT: Chuck Mehls, Art Jacobson, Denise Bjerstedt, John Mortensen - County Board;
Jack Colvard, Mary Souter - Emergency Management; Gary Kollman - Emergency
Communications, Dennis Hillstead - Sheriffs Department; Jeff Rixmann - River Falls
EMS.
Absent: Dick Trende, Hudson Police Department.
Chairman Mehls called the meeting to order at 9:02 a.m. The Agenda was adopted on a
Jacobson / Mortenson Motion.

MINUTES:
After review, minutes from the April 30, 2001 Emergency Management /Emergency
Communications Meeting were approved on a Mortensen / Bjerstedt MOTION.
OLD BUSINESS:
#1. Repair & Maintenance of Microwave:
Kollman reported we have paid out 9,500.00 to bring the microwave up to date.
It failed again last Wednesday. Bearcom repaired it again. However,he has not
received the bill for maintenance on it, as of yet. St. Paul Police Dept will
take over the maintenance on the microwave. It was agreed to budget 15,000.00 for
next year. The Loffler voice recorder's A drive has a failed again, the B drive
is still working. Kollman informed the Committee that Loffler has a (5 year)
lease maintenance contract available for $9,528.00. He recommends not to use the
existing machine much longer.
The contract with the St. Paul Police Department is still at Timmerman's office
for awaiting signatures.
2. Communications Center Staff Postitions:
Kollman has put together the position descriptions and they will be presented to
the Personnel Committee in June.

3. X - Fest - Somerset:
The Sheriff gave a positive report on the X -Fest. Kollman was requested to write -
up a report of X -Fest and how the communications van was used in the concert.
The Sheriff was informed that the State radios that were provided this year will
not be available next year. The County will need to buy their own or rent them.
They cost about $1,000.00 a piece. Radios can be rented on a daily basis instead of
purchasing new ones.
Kollman will draw up a summary of expenses for the use of the communications van,
at X -Fest. He will present the bill to John Montpettit for reimbursement.
4. Director's Report - Communications Director:
Kollman suggested to the Committee that planning should include the replacement
of the equipment at the five radio towers in the county. This could be
accomplished by replacing them one at a time over five years. He will estimate
the cost for replacement of the equipment and bring to the next Committee
meeting.
6 to 8 dispatchers will be sent for re- certification on the TIME System, in June.
In the future, all current and new dispatchers will be required to be finger
printed to meet DOJ requirements when using the TIME System.

Kollman stressed he needs a written policy and procedure concerning the usage of
the Communications Van, both as a communications center and /or as a command post.
5. Director's Report - Emergency Management
Colvard reported, he and Kollman are still in the process of meeting with
municipalities concerning siren activation procedures for severe thunderstorm and
tornado Warnings. They still have to meet with three municipalities that do not
have Municipal Emergency Operations Plans and he is concerned about their failure
to develop the plans. Motion by Mortensen /Mehls for Colvard to send a letter to
the municipalities with a 60 day notice to incorporate the siren activation into
their plans, or the County will discontinue the activation of their sirens for
severe thunderstorm and tornado warnings.
Colvard stated that 12 people in St. Croix County have applied for FEMA individual
assistance at the Disaster Field Office in Ellsworth, because of flooding this
spring. Also, 10 municipalities are eligible for public assistance funding for
their damages, cleanup, and repair costs.
EMERGENCY SERVICES- REPRESENTATIVES /CONCERNS:
Fire Service - Not present at this meeting
EMS -Jeff Rixmann handed out a proposed numbering system for Fire /EMS Department.
This system would allow for standardization across the county. This will be put on
the agenda for June 18, 2001.
Law Enforcement - No concerns or issues at this time

Proposed numbering system for Fire, EMS Departments.

The meeting was adjourned at 11:40 a.m. on a Jacobson /Mortensen MOTION.
ANNOUNCEMENTS:
Denise Bjerstedt told the Committee the Communications Van can be stored at their
family farm in Troy Township.
