MINUTES
Emergency Management /Communications Committee
June 18, 2001
PRESENT: Chuck Mehls, Tom Dorsey, Art Jacobson, John Mortensen - County Board;
Jack Colvard, Mary Souter - Emergency Management; Gary Kollman - Emergency
Communications, Ron Volkert, Sheriffs Department; Jim VanderWyst - New Richmond Fire;
Jeff Rixmann - River Falls EMS; Dick Trende - Hudson Police Department.
Chairman Mehls called the meeting to order at 9:02 a.m. The Agenda was adopted on a
Mortensen /VanderWyst Motion.
DATE OF NEXT MEETING: Monday August 6, 2001 at 9:00 AM- Government Center

After review, minutes from the May 29, 2002 Emergency Management /Communications Meeting
were approved on a Mortensen /VanderWyst MOTION.
NEW BUSINESS:
1. Proposed Numbering System for Fire and EMS:
Rixmann reported Pierce County has this system and it works very well. He would
like to see St. Croix County adopt it. This would make the numbering system
standard with Pierce County. Kollman wants all Fire Chiefs to have a meeting to
discuss the situation. VanderWyst wants to keep the system the way it is. There
will be a Fire Association meeting the end of July at Glenwood City.
2. W.I.T.0 & Exercise Bills:
Colvard received a bill from W.I.T.0 for $42.00 for a hazardous material training course
for the Woodville Ambulance Department. This bill was not run through Emergency
Management prior to the presentation of the course, for reimbursement from the State. On
a Mortensen / Trende Motion it was decided not to pay this bill and return it to WITC for
the direct billing to the ambulance department. Colvard will meet with the City of River
Falls concerning their bill for the exercise on May 12, 2001. He will request an itemized
bill identifying all costs for each department, which participated in the exercise.
3. 2001 Communications Center Budget Update and 4. Prioritization & Confirmation of
C.I.P. update
Kollman handed out a 5 year CIP plan for the Communications Center. The Master Logger is
unstable and the manufacturer no longer makes the parts. To replace it would cost
approximately $50,000.00. Leasing is a possibility. Maintenance is included with the
cost of the lease. Kollman recommended leasing a recorder rather than purchasing one.
The microwave system is now 7 years old. Microwaves should last at least 10 years,
probable 15 and maybe even 20 years. The problem is the migration from Analogue to
Digital. Our system is Analogue and hardly anyone makes an analogue system any more.
Parts are very difficult to obtain. Radio base stations located at our 5 tower sites can
be replaced one at a time at a cost of about $15,000 each. Radio consoles cannot be
replaced piece meal but rather all at once.
Mehls commented on the 5 -Year CIP Plan that was handed out, not only did it include
equipment for the Emergency Communications Center, but it also included equipment for the
Communications Van and the Emergency Management Department. Some of the equipment
identified was under a thousand dollars. There was discussion about whether or not some
of the smaller items should be included. Consensus at this time was that everything
should be included in the report.
5. Baldwin Ag Center Alternate EOC Equipment:
There was discussion about the possible communications equipment that may be required to
make this facility operable. Consensus of the Committee was that hand -held radios that
could be stored in the Communications Van would be adequate for the use in the alternate
EOC.
6. Communications Van Usage:

The van was used for Xfest and performed mechanically and technically very well. Kollman
would like to equip the new van with hand -held portable radios. Using the van at
concerts frees up the Communications center. Kollman has sent a bill for $973.00 to
Montpettit for overtime costs of dispatchers, which were used for communications. Farm
City Days has requested the van to be there. There was discussion on what to do with the
old communications van. Kollman recommended we sell it, as is, with sealed bids. They are
using a logbook for each day the van is used.
7. Directors Report-Communications:
Kollman reported there were some outages occurring near the Glenwood City tower during
the recent storms. The generator at the Glenwood Tower site had to be repaired. The St
Paul Police Department will not be able to perform maintenance on the communications
equipment, for about 3 weeks until they have signed the contract with the County.
8. Directors Report- Emergency Management:
Kollman and Colvard have talked to various municipalities concerning the activation of
warning sirens and having the municipality incorporate these activities into their
Municipal Emergency Operations Plans. Somerset, the latest Village that they have met
with, will be making changes to their plan.
FEMA was out assessing flood damages in Hudson, Somerset, North Hudson and the Town of
Troy. They have met with the Parks Department and the Highway Department concerning
their damage costs. There was approximately $400,000.00 in damages in St. Croix County.
Mary Souter, department secretary, is leaving to take a full -time job with the Court
Commissioners Office.
Colvard and VanderWyst attended a meeting at W.I.T.C. concerning a splash tower to be
erected in St. Croix County, which would be used for fire training, in particular, and
could be used for training for rescue and law enforcement departments also.
9. BILLS - Emergency Management:
Bills were approved on a Jacobson /Trende Motion.
10. Bills- Communication Center:
Bills were approved on a Mortensen /VanderWyst Motion.
EMERGENCY SERVICES - REPRESENTATIVES /CONCERNS:
Fire Service - VanderWyst, not at this time
EMS - Rixmann, not at this time
Police - Trende, reported Dave Levi has retired, and New Richmond is in the process
of hiring a new Police Chief.
