MINUTES
Emergency Management /Communications Committee
September 25, 2001
PRESENT: Chuck Mehls, Art Jacobson, Denise Bjerstedt, John Mortensen — County Board; Jack Colvard, Carrie

Chairman Mehls called the meeting to order at 9:02 a.m. The Agenda was adopted on a Mortensen/Bjerstedt
motion.
After review, minutes from the August 28, 2001 Emergency Management/Communication Meeting were approved
on a Bjerstedt/Mortensen motion.
DATE OF NEXT MEETING: Wednesday, October 31, 2001- 9:00 a.m. in the Pioneer Bldg. in Woodville
UNFINISHED BUSINESS:
1. Update on Red Cross Shelters
Larry Peterson from the American Red Cross said they are trying to get three shelters per municipality. They
are trying to stay away from elementary schools. The Red Cross is trying to get cots and linens in all the
shelters so they don't have to transport them. The committee reviewed the "Identified Shelter Area"
spreadsheet. A few name changes were mentioned — they will be corrected. Peterson will work on getting
contracts from the shelters and will forward to Emergency Management. The Red Cross will continue to work
on getting the list updated. Trende suggested the smaller municipalities designate shelters. The distance to a
current shelter is to great of a distance. The Red Cross will work on the more populated areas first. Peterson
will give an update at the next meeting.
2. Report on Generator and Fuel Storage Tank in Baldwin
Mehls noted the tour at last months meeting in Baldwin was very worth while. Colvard talked to Dave Best
and Best has hired a contractor to fix the problem. The contractor will have to make a few modifications. Tank
is legal but needs a few minor changes. The pipe will most likely have to be raised to assist in getting rid of
vapors in the building. The cost will be very minimal.
3. Inventory on Emergency Service Departments Major Equipment
Mehls stated that Baldwin, Hudson, and New Richmond currently have stocked trailers. Mehls brought
diagrams of the inventory and the sample layout design of a trailer. He also suggested that each municipality
have an "orange pack" with basic supplies. Rixmann stated a contact/coordinator person and inventory in each
municipality has been completed. Mehls said the County needs to be aware of all supplies and location and
also who the contact person is. Rixmann said there is an association with St. Croix, Pierce, and Polk County.
All municipalities are participating with the exception of Glenwood City. All EMS departments know who to
contact and what each department has as far as supplies. Inventories are being done on the trailers that exist.
NEW BUSINESS:
4. Vertical Partners and Future Tower Rental Sites
Kollman briefed the committee on the company Vertical Partners and what they do. Kollman wants to know
where the committee stands on who gets the revenue for the current towers and future towers. Kollman
suggests we continue as we are.
The committee approved on a Mehls/Bjerstedt motion that the Emergency Communications department shall
receive all revenue from existing and future county owned towers operated and maintained by that department.
5. Picture ID's for County Government Staff
Kollman stated the camera is up and running. Plastic laminating could possibly be done through the
Department of Aging. Jacobson suggested that committee members put their ideas down on paper and he will
present it to the Personnel Committee at their next meeting. He said to include details and cost. After a lengthy
discussion the committee members feel it is important to get employee badges for all County employees for
safety purposes.
6. Director's Report — Communications
Kollman stated the first fire /EMS user group meeting was held. The first police user group meeting will be
held on Wednesday, September 26. Kollman received the OK from the County board to sell the
communications van. Kollman asked what the committee thought of his participation on a new committee that
will plan distribution for 700 Mhz radio channel equipment. The committee suggested attending the first
couple organization meetings and then report back and keep the committee abreast of what is happening.
7. Director's Report — Emergency Management
Colvard stated that flood damage checks should be coming in within the next week. The total will be over
$32,000.00 in this first batch of checks. The checks will cover damage done in six municipalities. Colvard
said that Dave Sanders will be present at the next LEPC meeting as well as the next Emergency
Management/Communications meeting. He will make a presentation for the placarding of buildings, both
businesses and farms, that manufacture, store, or use hazardous chemicals /substances. Agencies and
departments are taking advantage of the training that Emergency Management provides or coordinates with
WITC. So far this year, 21 classes involving 312 participants have been presented at a cost of $3,003. This
cost has been reimbursed 100% from the state. Colvard shared an email from the Federal Government. It was
a status update on the September 11 tragedy. Emergency Management will be conducting a tabletop exercise in
Woodville on September 27 at 8:30 a.m. Jacobson will evaluate. Mehls will facilitate.
