FINANCE MINUTES
REGULAR MEETING AUGUST 10, 2001
Meeting called to order by Vice Chair Ralph Swenson at 8:35 a.m. Members present:
Nancy Bieraugel, Tom Dorsey, Stan Krueger and Ralph Swenson. Tom O'Connell
absent and excused. Staff present: Administrative Coordinator Chuck Whiting, First
Deputy County Clerk Marilyn Antiel. Others present: Springsted Representatives Nick
Dragisich and Mike Hoheisel, Facilities Manager Ralph Robole, Risk Management
Coordinator Dawn Budrow, Hudson City Clerk Pat Dotseth and media Judy Wiff.
Next meeting is September 7 at 8:30 a.m. Motion by Bieraugel, 2nd by Krueger to adopt
the agenda. Carried. Motion by Dorsey, 2nd by Krueger to approve the July 10 minutes.
Carried.
Vouchers: Dorsey had reviewed the vouchers and found no problems. Motion by
Dorsey, 2nd by Bieraugel to pay the vouchers. Carried.
Buildine Maintenance Report: Natural gas prices have decreased, which will help the
County considerably. Propane conversion at the Health Center will also help decrease
costs.
The County has replaced several Andersen windows at the Government Center. Thirty
three windows in the Sheriffs Department need to be replaced. Also approximately fifty
other windows throughout the Government Center need to be taken care of.
Building Maintenance Job Description: The description was discussed by the Committee
and they decided that under Distinguishing Features of the Class, 6th line, it should read:
The employee is supervised by the Finance Committee of the County Board, and works
with the Health and Human Services Committee, concerning Health matters. Under
Examples of Work, 3rd & 4th line should read: Provides on-going reports to the Finance,
Health & Human Services Board and other committees as needed regarding maintenance
concerns; final change is under Acceptable Experience & Training: 8th line, to read:
County Board, Finance, Health & Human Services, all other committees, and the general
public. Motion by Bieraugel, 2nd by Dorsey to forward the amended Maintenance Job
Description to the Personnel Committee. Carried.
The Committee went over the Capital Outlay for Maintenance Department. St. Croix
Industries is selling a fork lift for $2500. The department is considering purchasing it. A
new vehicle for mail pick up and other errands is being planned for. The stone facing
between the Government Center and the Jail buildings is in need of repair at a cost of
about $18,000. Some carpet will be in need of replacement soon. A technician vehicle is
also being considered. Snow removal has been costly the past year. A truck for snow
removal is a consideration. A motion by Krueger, 2°d by Bieraugel to include these items
and others in the years 2002 and 2003 capital outlay plan but this does not guarantee final
approval. Carried.
Information Services Report: No report given.

County Clerk Report: City Clerk Pat Dotseth was present for discussion on the rental
of the Community Room for elections. The City has agreed to pay the suggested cost of
$100, payment for any janitorial fees that may be necessary and a certificate of liability
insurance naming St. Croix County as the certificate holder. Sheriff Hillstead reported he
did not see any problems with election and the Jail visitors night. Motion by Bieraugel,
2°d by Krueger to authorize the use of the room for elections by the City. The City Clerk
must confirm reservations with the County Clerk for each scheduled election to
guarantee the availability of the room. Motion carried.
Administrative Coordinator Report: Personnel Study Presentation: Nick Dragisich
and Mike Hoheisel of Springsted outlined the overall personnel planning needs. Job
descriptions would be obtained from all individual employees as to what their jobs entail.
A job description would be written up for that specified position. The County needs a
coordinated approach. Everyone wants to be treated fairly. They would compare all
employees to the outside market. Accurate job descriptions are very important and need
to be updated regularly. Motion by Bieraugel, 2nd by Krueger to authorize inclusion of
the Springsted Personnel Study Plan (estimated cost $47,000) in the Administrative
Coordinator's budget planning-process with the understanding that expenditure approval
depends on formal approval of the budget by the Finance Committee and the full Board.
Motion carried.
The Finance Committee agreed to schedule a special meeting on August 30th at 1:00 p.m.
to review the County Budget using the Springsted budget model.
Risk Manager Report: Risk Manager Dawn Budrow stated a budget is needed for risk
management and worker's comp. She would like to see numbers. She will work on
formulating a budget as soon as possible. Risk Master is a program WMMIC uses for
claim tracking and Dawn has had training in this program. The Committee would like a
regular report from Ms. Budrow.
The Committee recessed from 10:45 to 11:00 a.m.
Apple River Properties: Administrative Coordinator Whiting walked through the
landlocked properties along the Apple River and prepared an appraised value for each
parcel. Motion by Krueger, 2°d by Bieraugel to correct the mix up on the property west
of first street (pink parcel) and southwest of fourth street (blue parcel). The pink should
belong to the city not the blue. Committee would like Corporation Counsel and the
County Clerk make the necessary preparations to correct the error. Motion carried.
Motion by Dorsey, 2nd by Krueger to advertise at the appraised values of $250 and $600
(yellow parcels). Carried.
Motion by Krueger, 2nd by Dorsey to advertise at the appraised value of $1000 (blue
parcel). Motion carried with Bieraugel voting no.
Hudson Property Report: The committee discussed at length whether there is a need to
retain all of the property adjacent to the Governement Center. A map showing county
building expansion was distributed to the committee. Supr. Bieraugel would like to see
the land west of the Govt. Center/Jail preserved and kept for recreational use. Need to
evaluate future County expansion before we put the land on the market.
The land is attractive to the school because of the water and sewer availability and road
access. Building a school on a portion of the property as proposed by representatives of
the school district may not allow for an adequate buffer between the Government Center
and the proposed school building.
New Position Requests: The Committee agreed it was premature for the full County
Board to take any action on the position requests before we have the first roll-up of the
budget. Any action will be postponed until the September Finance meeting.
The positions approved by the Personnel Committee can be included in each proposed
department budget, but any position can be removed by the Finance Committee or the
full County Board when the budget is formally approved.
Motion by Krueger, 2nd by Dorsey to remove new position requests from the County
Board agenda. Carried.
Corporation Counsel Job Description: The committee decided that Corporation
Counsel should continue to report to the Finance Committee. Supr. Krueger is against
Corporation Counsel reporting to full county board. His suggestion was waiting until
Springsted completed their survey before determining who he should report to.
Some significant changes were made to the job description. Motion by Krueger, 2nd by
Bieraugel to delete "under direction of County Board" and add "under the general
direction of the Administrative Coordinator". Refer this change to the Personnel
Committee for reclassification with the changes to the draft. Carried.
Administration Committee Discussion: Supr. Bieraugel explained why the
Administration Committee had given consideration to creating a budget committee. They
felt it would give all County Board Supervisors a better understanding of the budget
process and make everyone better informed about the budget. Supr. Krueger stated you
cannot separate Finance and Budget.
Supr. Swenson suggested Committees submit regular financial reports to the County
Board.
The Finance Committee does not support a Budget Committee.
Motion to adjourn by Dorsey, 2nd by Krueger. Meeting adjourned at 1:00 p.m.
