Amendment 1, Rehabilitation project, Glen Hills Dam #2 (extend the effective date of the agreement)* CORRESPONDENCE: ADJOURNMENT Date: October 23, 2001 COPIES TO: County Board Office News Media/Notice Board County Clerk County Board County Departments *ADDITIONS/CHANGES/CORRECTIONS UNOFFICIAL RECORD FINANCE MEETING Special Meeting October 26, 2001 Meeting called to order by Vice Chair Ralph Swenson at 8:35 a.m. Present: Swenson, Stan Krueger and Nancy Bieraugel. Absent and excused were Tom Dorsey and Tom O'Connell. Staff present: Administrative Coordinator Chuck Whiting, Finance Director Rich Loney and County Clerk Sue Nelson. Others: Supr. Clarence Malick. Motion by Krueger, 2nd by Bieraugel to adopt the agenda. Carried. Next meeting is November 9, 8:30 a.m. Meeting minutes will be approved at the next meeting. 2002 Budget Items: Land and Water - Letter received from County Conservationist Robert Heise indicated the Land and Water Committee identified the Information and Education service to be a very high priority and offered to change some budget priorities. Changing these priorities would result in a total of $10,089 which would fund the Education position. Motion by Krueger, 2nd by Bieraugel to reinstate the Information and Education position and allow Land and Water Dept. to change budget priorities in order to fund the position at $10,000. Carried. District Attorney's Office. Contacted Whiting to request a new copy machine at a cost of $11,333.00. Committee questioned why this wasn't listed in the capital outlay requests. Krueger recommended referring this request to Public Protection Comm. and possibly paying from 2001 Contingency Fund at end of this year. Nursing Home. Swenson commented the audit for the Nursing Home approved at the last meeting should be reconsidered at a later date. Moved by Krueger, second by Swenson to rescind the motion at the October 16th meeting regarding the audit and place the $50,000 placed in the Administrative Coordinator's budget back in the 2002 Contingency Fund. Carried. Salaries and Wage Increases: Loney distributed a listing by departments, with Highway and Nursing Home excluded, showing dollar and percentage increases for 2001 and 2002. The total budgeted for 2001 was $13,554,542 and 2002 budget total was $14,958,086 or an increase of $1,403,544. Not all of the increase is on the levy; some positions are paid by grants or billed out such as Child Support. Glen Hills Rehabilitation Project: Motion by Bieraugel, 2nd by Krueger to extend the agreement with Natural Resource Conservation Services from October 31, 2001 to March 1, 2002 for moving the house from the flood plain in Town of Glenwood. Carried. Budget Presentation: Whiting reviewed his power point budget presentation with the Committee. Some additions, deletions and changes in wording were recommended by the Committee. The budget as presented to the County Board on October 30th will have a levy of $16,356,586 and a 3.78 mill rate. Committee discussed a possible resolution regarding the inclusion of new positions in the 2002 budget. Motion by Krueger, 2nd by Bieraugel to approve the new full time positions of Emergency Communications staff supervisor, two officers in the Sheriff's Department and the Public Health Sanitarian. Carried. Committee reviewed the provision of the budget that involves borrowing. As acting chair, Swenson thanked Whiting for helping get the budget presentation to this point. Correspondence: Committee received a letter from Lane Browne in which he commended Corporation Counsel Timmerman for his work in removing DNR obstacles regarding building in Rice Lake Flats in the Town of Somerset. Moved by Krueger, 2nd by Bieraugel to adjourn at 11:23 a.m. Motion carried. Stan Krueger, Secretary
