Absent and excused - Stan Krueger and Nancy Bieraugel. Staff present: Administrative Coordinator Chuck Whiting, Finance Director Rich Loney, Corporation Counsel Greg Timmerman and County Clerk Sue Nelson. Motion by Swenson, 2nd by Dorsey to adopt the agenda. Carried. Consideration of Filling Banked Position in Clerk of Courts: Whiting explained there is presently a "banked" vacant position in the Clerk of Court office. There is a full time Financial Assistant in the Clerk of Court office under the direction of the Finance Director. This person works about 40 hours a month in the Finance Dept. and the remainder in the Clerk of Courts. This 40 hours a month may be changed up to half time for Finance. Clerk of Court Lori Meyer Frascht stated the need for a full time person to work more on collections. Finance Director Rich Loney said the Financial Assistant is funded through the Finance Dept. There are currently two banked positions that will be lapsed. Swenson said the Personnel Committee has eliminated banked positions but will meet tomorrow for one-time exceptions. Dorsey commented it would make more sense to leave the full time Financial Assistant in Clerk of Court and hire a new part time person for Finance. Whiting and Frascht said specifics are not worked out at this time but approval is needed now to forward to Personnel Committee. Motion by Swenson, 2nd by Dorsey to forward to Personnel and recommend a positive reconsideration for a banked position for Clerk of Court office with duties of financial analysis and reconciliation. Carried. O'Connell thanked Swenson for chairing the August meeting in his absence. Motion to adjourn by Swenson, 2nd by Dorsey. Meeting adjourned at 8:35 a.m. Sue E. Nelson, Recording Secretary I
