The St. Croix County Health and Human Services Board met on September 13,
2001 at the St. Croix County Health and Human Services/Health Center complex.

Chair Stephens called the meeting to order at 8:30 AM noting the meeting was
properly and legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is scheduled
for Thursday September 27, 2001 at 6:30 PM at the St. Croix County Health and
Human Services/Health Center complex.
AGENDA: Motion: A motion was introduced by Bethke, seconded by Wentz, and
unanimously adopted: That the agenda be approved as circulated.
MINUTES: Motion: A motion was introduced by Bethke, seconded by Johnson,
and unanimously adopted: That the minutes of the 08/23/01 Health and Human
Services Board meeting be approved as circulated.
ANNOUNCEMENTS: Borup reported a check for $15,000 was received from the
Bayport Foundation for repairs to the Health Center. He thanked Krieger for
her hard work. Krieger said the money will be spent on five special pressure
relief mattresses for the residents.
CONSIDERATION OF CLAIMS: The following reports for August were distributed
to the Board: fixed assets, financial report and cash reports.
Health and Human Services Board member, Bethke, reviewed. No vouchers were
pulled. Clarification on purchase of duel fuel systems for Nursing Home and
Human Services. The total cost for both units is $32,867. We have issued the
first check for $11,503.45 or 35W of the total contract price to be paid with
the purchase order. Progressive payments will be made as the project is
installed and is up and running.
Motion: A motion was introduced by Bethke, seconded by Wentz, and
unanimously adopted: That the following vouchers be approved and be made a
part of the supplemental minute book pages 1782 through 1865:

amount of $154,485.13.
Human Services voucher 9180, dated August 21, 2001 in the amount of $300.00.

PHARMACY: Stephens said this item is not on the agenda and is for discussion
only. Krieger introduced Zajkowski and Gess from Econofoods Pharmacy. There
has been a problem with the company software for the unit dose system. There
was a recent software update at Econofoods and this software will not work
for unit dose. Zajkowski said the computer people are working on this
problem. He said their goal is to have no errors. The system has been
working great for six years and has had no problems until the computers were
updated. Stephens said he is concerned for resident safety. He said no
action will be taken at today's meeting as this is not an agenda item but
will be on the agenda for the 09/27/01 Health and Human Services meeting.
Stephens said the situation has to be remedied immediately. Krieger said
when the contract with Econofoods was renewed two years ago, the item
regarding pharmacy errors was removed from the contract as it was not an
issue. Gess has been double-checking on the computer since the update as
staff have not had the confidence that computers are doing what they are
supposed to do.
LONG TERM SUPPORT: Lockwood reported a grievance was filed from an incident
which allegedly occurred in 1998 where a client claims a worker shared
confidential information at a meeting without the client's permission. The
ruling was there was no evidence that the client's rights were violated. The
client appealed to the State and the ruling stood. The State has ordered
that Long Term Support improve the way the client is informed of his/her
rights. Lockwood said he will be working on additional training for staff and
report back to the Board.
Lockwood said a task force will be studying the State center for
developmental disabilities as it is possible these centers will be closed in
the future. Lockwood voiced concerns if this does occur as the State does
not fully fund the cost to maintain the clients in the community. He said
the reimbursement rate is $200/day and the cost is $400/day to maintain the
client in the community.
EARLY INTERVENTION/BIRTH TO THREE PROGRAM: Vrieze gave a report and
distributed a brochure on the Early Intervention/Birth to Three Program.
This program cannot have a waiting list. There are no eligibility criteria
for clients to be involved in the program other than have a diagnosed
condition or being developmentally delayed and being under the age of three.
Clients are referred by physicians, day care, Public Health, Head Start and
many other sources. The needs of the clients are varied. There are several
high-needs children in St. Croix County. This program provides special
teaching, physical therapy, occupational therapy, and speech therapy. The
current caseload for this program is 63. She said this program does
coordinate some services with Public Health but there is no duplication of
services for clients.
Horne said clients at St. Croix Industries are currently maintaining the rest
area in Hudson and questioned if this could be expanded so clients would also
maintain the parks. Horne requested Borup to work with the Parks Committee
to have St. Croix Industries clients provide maintenance services for the
parks.

FAMILY AND CHILDREN'S SERVICES: Johnson reviewed the status of collections
for secured detention. Paying for this service was shifted to Health and
Human Services in 2000 as the Sheriff's Department does not have the
mechanism in place to bill and Family and Children's does. Johnson said
clients are billed for services when the children are removed from their
home. $30,000 was shifted from the Sheriff's budget to Family and Children's
for secured detention. In 2000, $35,600 was spent on secured detention with
about $1,200 collected. Through June, 2001, $22,400 has been spent for
secured detention; anticipated collections for 2001 is approximately $4,500.
Borup said this is an added responsibility for Health and Human Services with
no additional funding for the services.
W-2/ECONOMIC SUPPORT: Squyer said there have been ongoing questions
regarding W-2 caseload. She said case management cases are emphasized and in
the future there will be more accurate reporting of the number of W-2 cases.
FINANCIAL REPORTS: The following reports through July, 2001 were distributed
to the Board. The next ITP monies for the Nursing Home are expected in
December. General Relief may a third medical emergency case for this year.

UPDATES TO DEPARTMENT AND NURSING HOME 2002 BUDGETS: Stephens said he is
concerned the Nursing Home will not be able to get by on the requested
$859,000. Krieger said the State budget will be finalized in the next few
weeks, which will greatly impact the Medicaid rate. Horne requested a number
as to where the cash balance will be at the end of the year. It is difficult
to get a "real" number on the cash balance to operate the Nursing Home due to
possible changes in the labor regions, possible changes by the State in the
Medicaid formula, etc.
Motion: A motion was introduced by Burri, seconded by Wentz, and unanimously
adopted: That the Board approves changing the County appropriations in the
Nursing Home 2002 Budget to $1,000,000.
Krieger questioned how the Board wanted this change reflected in the budget
statement. The consensus of the Board was to decrease the IGT line item by
the amount the County Levy was increased.
Borup said the County Levy for Health and Human Services was reduced by
$100,000 by applying some one-time M.A. personal care collections from the
Long Term Support Unit. Horne said the courtyard project should be
capitalized and should be considered an expense.
Motion: A motion was introduced by Wentz, seconded by Stephens and
unanimously adopted: That the Department reduce the County Allocation for
Health and Human Services by applying $100,000 M.A. personal care collections
from Long Term Support, which then reduces the County Levy request for 2002
to $529,387 or 14.37% County Levy increase.
Motion: A motion was introduced by Horne, seconded by Stephens and
unanimously adopted: That the Board approves capitalizing the courtyard
project contingent on agreement of the Finance Committee.
Borup directed to report these above changes to Finance through Chuck
Whiting's office.
PERSONNEL ISSUES: Borup announced that Judy Aronson, Economic Support Clerk
III, will retire effective 11/09/01. Jim Allison, LTE Community Support
Program Social Worker, has accepted a full-time position with Family and
Children's Services.
Stephens asked if there were any other issues to bring before the Board.

Borup announced the final meeting for the Nursing Home Steering Committee is
scheduled for October 1, 2001. He said the Nursing Home Steering Committee
is scheduled to give a presentation to the full County Board on October 9,
2001.
Motion: A motion was introduced by Wentz, seconded by Bethke, and
unanimously adopted: that the meeting be adjourned.
