ANNOUNCEMENTS: Borup announced that Kitty Rhoades would be present to give a legislative report at 9:00 AM. Budget Balance TOTAL REVENUES* 705,529.66 1,099,234.00 393,704.34 64.2% TOTAL EXPENDITURES 665,246.14 1,099,234.00 433,987.86 60.5% *TO BE ON BUDGET, PERCENTAGE SHOULD BE 66.67% REVIEW OF SERVICES AND PHARMACEUTICAL CONTRACT WITH ECONOFOODS QUALITY CARE PHARMACY: Krieger reported there were no pharmacy errors the month of September but it is still being done as a manual system. Krieger said the contract was given to Board members for their review. The contract automatically renews unless either parties gives a notice to cancel. Horne indicated the problem is not with the contract but with the computer program. Stephens requested Borup to review if the pharmacy contract was awarded through a bid process. Borup said Boron is working with Econofoods and attempting to rewrite the pharmacy program for them. Stephens requested this item be on the 10/25/01 Health and Human Services Board agenda. UPDATES ON DEPARTMENT AND NURSING HOME 2002 BUDGET: Borup reported that under this proposal $100,000 for the courtyard project would be capitalized. The $100,000 set aside for the Courtyard in the Health and Human Services Budget ($45,000 from Farm account allocated for 2001 and $55,000 from the Department's capital acquisition account) will be applied to the 2002 budget as a revenue to reduce the $300,000 cut. He said the Nursing Home Steering Committee report was given to the full County Board and a vote on the Nursing Home is scheduled for December 18. The result of that vote will impact whether or not to go ahead with the courtyard project. Borup reported juvenile detention will be retained as part of the Health and Human Services budget. Borup distributed a list of possible cuts totaling $376,831 to Health and Human Services to accommodate the request from Finance to cut the Health and Human Services budget by $300,000. He said all the proposed cuts have risks attached. If cuts are made in Long Term Support, additional revenues will be lost due to losing matching Federal dollars. Stephens expressed concern about these lost revenues. Borup answered questions concerning cuts and possible impact. Motion: A motion was introduced by Horne, seconded by Stephens, and unanimously adopted: That the Board approves the listed cuts of $376,831 removing the Family and Children's C.S.S. contract of $12,434 and the Long Term Support Service cuts of $34,000 from the list of proposed cuts, keeping the $30,000 for juvenile detention to make a net reduction of $300,000 to the 2002 Health and Human Services budget. This sets the County levy at $4,131,575 for an increase of $446,473 (+12.12%) over 2001. Krieger said she will submit the budget amount that is similar to the amount presented by John Keefe. • St. Croix County Health and Human Services Board Page 6 ° October 11, 2001 Motion: A motion was introduced by Berenschot, seconded by Bethke, That the Board approves presenting the Nursing Home budget as presented by John Keefe to the Finance Committee. Horne said he will not support this motion as Keefe does not run a nursing home. Krieger distributed a list of possible cuts for the 2002 Nursing Home budget and distributed a revised Nursing Home budget. Bethke withdrew his second to the motion, Berenschot withdrew his motion. Motion: A motion was introduced by Stephens, seconded by Berenschot and unanimously adopted: That the Board recommends the Nursing Home budget as presented by Carolyn Krieger today, setting the County levy at $1,532,965. NEW APPOINTMENT AND PRIVILEGES TO HEALTH CENTER MEDICAL STAFF: Borup requested the appointment/medical privileges to the Health Center for Cynthia Blader, Physician's Assistant. Motion: A motion was introduced by Wentz, seconded by Olson, and unanimously adopted: That the Board approves the following appointment/medical privileges for Cynthia Blader, Physician's Assistant. 1. APPOINTMENT TO MEDICAL STAFF: The Credentials Committee of the Medical Staff recommends to the St. Croix County Department of Health and Human Services Board the appointments to the Medical Staff for Cynthia Blader, Physician's Assistant. 2. DELINEATION OF PRIVILEGES: The Credentials Committee of the Medical Staff recommends to the St. Croix County Department of Health and Human Services Board the approval of the Delineation of Privileges as applied for by the medical staff to include Group 11 Specialty Privileges as applied for by Cynthia Blader, PA. PERSONNEL ISSUES: Borup reported Jennifer Rodriguez has been hired as LTE CSP Social Worker. Motion: A motion was introduced by Stephens, seconded by Burri and unanimously adopted: That the Board approves taking money from the capital asset cash for the dual fuel systems. LEGISLATIVE REPORT BY STATE REPRESENTATIVE KITTY RHOADES: Rhoades reported on many issues that included some of the following points. She said 50% of nursing homes will be bankrupt by June. She said IGT transfer of funds was done to up Federal dollars so money could be used to increase revenue for nursing homes. She said there are no truly segregated funds and the fund was raided but moneys were kept within the MA system. She said Wisconsin is ranked at 18 for paying into the Federal Government but is ranked at 48 for reimbursement. She said the MA funding formula is not understood by many people at the State level. She reported on county nursing homes, case mix in the formula, and labor regions. She discussed the possible State prescription drug plan for all seniors but the Federal Government prescription plan has not been developed yet. Prescription drug reimbursement will be administered by DHFS. Rhoades said procedures are in St. Croix County Health and Human Services Board Page 7 ' October 11, 2001 place for natural disasters, but not for bioterriorism, etc. She said public health may be key in implementing these new procedures. She discussed W-2 changes and added responsibilities to Badgercare and MAPP. Borup will give Rhoades specific information on cuts made in St. Croix County to the W-2 program. The Board recessed from 9:45 to 9:50 AM. ECONOMIC SUPPORT/W-2: Squyer and Borup met with the Finance Committee. W-2 will continue for 2002. The W-2 contract has a 120-day escape clause. The Finance Committee requested an escape plan for W-2 by the end of 2001 so St. Croix County could be out of the program in 120 days if necessary. They also requested Squyer to report to the Health and Human Services Board twice per month and requested Stephens to report to the County Board on a regular basis regarding W-2. Stephens said he will appeal this request to the County Board Chair as minutes of the meetings are available to Board members. Squyer explained that $618,000 was received for W-2 and these monies may be split three ways between administration, benefits and direct services. She said most of the monies are unrestricted and may be transferred between areas. She also explained that food stamps and medical assistance has been moved under Income Maintenance, which is a mandated service. Horne requested Borup to provide Badgercare information in the information he gives to Rhoades. Squyer reported the LIHEAP program name was changed to WHEAP or Wisconsin Home Energy Assistance Program. She said income limits have been raised so more will qualify for assistance. She said no monies were received for cooling this summer. Olson questioned if there was a duplication of services with this program and services provided by Westcap. Squyer said there is no duplication of services between the two programs. Squyer reported the General Relief payment for the brain surgery was reduced from $78,000 to $36,000. Squyer said the medical assistance mail in applications are not going very well. She said the applications are not completed correctly, resulting in a lot of phone calls to clients. She said there is no asset limit for family medical assistance. She said also food stamps changed the vehicle asset limit to zero. PUBLIC HEALTH: Nelson introduced Laurie Hickethier, RD, Nutritionist, and Sharon Reyzer, PHN, who gave a program comparison for WIC, Prenatal Care Coordination (PNCC) and Birth to Three programs for the populations served, program goals, services provided and funding sources, and shared client outcome "successes" of the program. Nelson alerted the Board that the West Nile Virus is an issue in Wisconsin. She said there have been at least two positive cases in Milwaukee County. She said the DNR and DPH have increased surveillance for the disease. An information sheet was provided. Nelson said the smallpox and anthrax vaccine are not being administered through Public Health. Copies of the Wisconsin Health Alert Network (HAN) "Featured News" and "Rumors" sections were distributed. Nelson noted the Bioterrorism information contained on HAN. Nelson distributed pictures showing the success of the Share the Bounty effort in which excess produce was shared with clients. St. Croix County Health and Human Services Board Page 8 October 11, 2001 Nelson said the Legislative Event is scheduled for 10/15/01 at 9:00 AM at the St. Croix Health Center and invited Board members to attend. Nelson requested a Board member to be the local Board of Health Legislative contact. Olson volunteered to be the contact person. A letter of thanks from Sue Ann Thompson regarding the First Breath program was acknowledged along with media releases of her visit to Public Health. Nelson reported the flu vaccine will have a delay in delivery. She said Public Health will receive 10% the week of 10/29, 40% in November and 50% in December. NURSING HOME: Krieger reported the Nursing Home census is 92 and has remained stable. She said Nursing Home admissions continue to decline. Stephens asked if there were any other issues to bring before the Board. Motion: A motion was introduced by Berenschot, seconded by Wentz, and unanimously adopted: that the meeting be adjourned.
