�VcSC�i�st�io L RESOLUTION ESTABLISHING 2026 BUDGET PRIORITIES
1 WHEREAS, St. Croix County continues to experience growth, increasing demands for
2 services and requires responsible fiscal planning; and

4 WHEREAS, Department Heads provided background information on projected 2026
5 expenses at the April Committee of the Whole meeting, and the County Board of Supervisors
6 discussed budget requests to establish priorities; and
7
8 WHEREAS, revenue limitations by the State necessitate careful prioritization of
9 expenditures within available funding; and
10
11 WHEREAS, the St. Croix County Board annually establishes budget priority guidelines
12 for the County Administrator to consider when preparing a budget recommendation.

14 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
15 Supervisors hereby establishes the following budget priority guidelines for the County
16 Administrator when preparing the 2026 budget based on final revenue sources available:

18 1. Employee Compensation: Provide compensation increase for employees to ensure fair
19 and competitive wages, supporting workforce retention and recruitment.
20 2. Health Insurance: Budget for a 2% increase in health insurance costs while considering
21 plan adjustments and fund balance strategies to mitigate impacts on employees.
22 3. Circuit Court Mandated Operating Expenses: Increase funding for state -mandated
23 operational expenses to ensure compliance and efficient judicial processes.
24 4. Out -of -Home Placement Costs: Allocate additional funding for out -of -home placements
25 to address the needs of at -risk youth.
26 5. Position Requests: Evaluate and prioritize essential position requests based on
27 organizational goals and service needs.
28 6. UW Extension Funding: Provide funding to contract with UW Extension educators.

30 BE IT FURTHER RESOLVED that the County Administrator will submit a balanced
31 budget that funds as many of the outlined priorities as possible within the constraints of available
32 revenues.
