l�li�scafsr>v RESOLUTION IMPLEMENTING ADDITIONAL STEP
INCREASES TO ADDRESS WAGE COMPRESSION FOR
SHERIFF'S OFFICE SUPERVISORY POSITIONS
1 WHEREAS, St. Croix County has implemented a new pay structure outlined in the
2 WPPA Bilateral Agreement 2025-2027, which is being phased in over a three-year period; and

4 WHEREAS, this phased implementation has resulted in wage compression between
5 supervisory positions within the Sheriff's Office, specifically the Lieutenants and the Field
6 Services Captain, and their subordinates; and
7
8 WHEREAS, wage compression diminishes the intended pay differential between
9 supervisory and subordinate roles, which may negatively impact employee morale, retention, and
10 internal equity; and
11
12 WHEREAS, St. Croix County has identified the need to preserve a target pay variance of
1.3 3-5% between supervisors and their direct reports for both 2025 and 2026; and

15 WHEREAS, to address this wage compression and ensure continued equity and
16 competitiveness, an additional step increase of two (2) steps is recommended for the following
17 affected positions:

19 • Sheriff's Office Lieutenants (excluding the Jail Lieutenant)
20 • Field Services Captain; and
21
22 WHEREAS, this additional step adjustment will be implemented in conjunction with the
23 proposed regrade to further mitigate compression concerns; and
24
25 WHEREAS, the effective date of the additional step increase will be June 8, 2025, with
26 the total estimated cost for the adjustment in 2025 being $9,000.

28 NOW, THEREFORE, BE IT RESOLVED that the County Board of Supervisors of St.
29 Croix County hereby approves the implementation of an additional two-step pay increase for the
30 Sheriff's Office Lieutenants (excluding the Jail Lieutenant) and the Field Services Captain,
31 effective June 8, 2025, in order to address wage compression and maintain appropriate
32 supervisory pay differentials.
