CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD October 25, 2001 The St. Croix County Health and Human Services Board met on October 25, 2001, at the St. Croix County Health and Human Services/Health Center complex. MEMBERS PRESENT: Robert Stephens Leon Berenschot Chris Bethke Lois Burri Einar Horne Fern Johnson Mary Louise Olson Esther Wentz MEMBERS ABSENT: James Craig, excused STAFF PRESENT: John Borup, Health and Human Services Director Carolyn L. Krieger, Nursing Home Administrator Kathy Leisch, Economic Support Malva Berg, Secretary Chair Stephens, called the meeting to order at 6:30 P.M. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting will be Tuesday, November 13, 2001 at 8:30 A.M. at the St. Croix County Health and Human Services/Health Center complex. Wentz will review vouchers at 8:00 A.M. AGENDA: MOTION: A motion was introduced by Berenschot, seconded by Burri, and unanimously adopted: That the agenda be approved as circulated. MINUTES: MOTION: A motion was introduced by Berenschot, seconded by Bethke, and unanimously adopted: That the minutes of the 10/11/01 Health and Human Services Board meeting be approved as amended as follows: Page 6, paragraph 2 should read as follows: Horne said he will not support this motion as Keefe does not run our nursing home (from ...run a nursing home). Horne questioned the following statements in the minutes: He said the Nursing Home Steering Committee report was given to the full County Board and a vote on the Nursing Home is scheduled for December 18. The result of that vote will impact whether or not to go ahead with the courtyard project. He said nothing dramatic will happen on 12/18 as the Nursing Home is budgeted to run as is for 2002. Borup said he would look at taking more conservative measures if the Nursing Home closed and he would recommend putting the courtyard project on hold. ANNOUNCEMENTS: Borup said there are two Public Health workshops on 11/14 and 11/15 and Board members are invited to attend. One workshop is in Wausau and the other in Madison. Interested members should contact Barb Nelson or John Borup. Borup made the Board aware of Public Health materials in their packets as well as having Barbara Nelson available as a resource regarding anthrax information. DISCUSSION/ACTION ON POSSIBLE UPDATES TO DEPARTMENT OR NURSING HOME 2002 BUDGET: It was the consensus to leave the budgets as is. There is a Finance meeting on 10/26 regarding the budget. 'St. Croix County Health and Human Services Board Page 2 October 25, 2001 REVIEW OF SERVICES AND PHARMACEUTICAL CONTRACT WITH ECONOFOODS QUALITY CARE PHARMACY: Krieger reported there were no pharmacy errors in October and will find out the status again the first of the month as errors are reported monthly when the new physician order sheets are received. She said a survey was done of pharmacy services. The two major pharmacy services in the area are Neighbor Care and Omni Care. She said facilities surveyed who have Neighbor Care were dissatisfied and considering switching to Omni Care due to costs. She said those who have Omni Care were considering switching to Neighbor Care due to service issues. Horne said he heard of a new pharmaceutical company located in the Hudson industrial park who distributes pharmaceuticals to health care industries and asked staff to investigate this company further. NURSING HOME: Krieger reported the State has not finalized the Medicaid formula. She said she received news the State will start IGT by awarding 25% of last year's number for IGT as of 11/01/01 and another 25% as of 12/01/01 then another 25% in March and the last of the IGT monies will be awarded in June. She said the Nursing Home will receive approximately $336,000 between the payments made in November and December. She said this number is better than was anticipated. Horne questioned if this was 2002 Budget money and Krieger said it is, but the facility has always received a portion in December to assist the cash balance. Nursing Home census is 92 and has remained steady. Krieger reported she attended a conference for not-for-profit homes last week. She said Rock County in the southern part of Wisconsin is in a similar position as St. Croix County. She said Rock County chose to downsize. She said they had 37 protectively placed residents and have 28 left to place and have no where to place them. She said attorneys are now involved as well as the families and the situation has turned into a legal battle. She suggested the Board monitor the Rock County situation. Borup distributed additional information received from Keefe on banked beds and conversion of nursing home beds to CIP-II slots. Board members were instructed to review this material and it will be on the agenda for the 11/13/01 meeting. Stephens said there should be a resolution from the Health and Human Services- Board regarding a recommendation from the Board regarding the Nursing Home for the 12/18/01 County Board meeting. He said there are two members of the Health and Human Services Board that served on the Nursing Home Steering Committee. Stephens said he and Wentz agreed as part of this committee not to go on record with an opinion regarding the study until the County Board meeting on 12/18. Horne said it is imperative that Health and Human Services make a recommendation regarding the nursing home and this should be done via a roll call vote at the 11/13/01 meeting. Horne said the study covered a lot of data and gave a lot of figures. He said the sale of the Nursing Home was not studied. Horne solicited two letters from a bank and a brokerage firm who sells nursing homes offering points of view on selling the nursing home. He said the information he received is contrary to information received from Keefe. Horne said someone needs to look at selling the nursing home as an option. PERSONNEL ISSUES: Borup said funding for the Deputy Director position was cut from the 2002 budget as part of the budget process. This position was approved by both the Personnel Committee and Finance. He questioned if this is still considered an open position and if it could be filled if monies were available. Borup said Rod Paulson, CPA, is performing the compliance audit. Borup reported Keefe will have a final report regarding the Nursing Home study by next week. Keefe's report will also include a recommendation as a result of the study as requested by Stephens.
