CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD FEBRUARY 13, 2001 The St. Croix County Health and Human Services Board met on February 13, 2001, at the St. Croix County Human Services complex in New Richmond, Wisconsin. MEMBERS PRESENT: Robert Stephens Leon Berenschot Lois Burri James Craig Fern Johnson MEMBERS ABSENT: Chris Bethke, excused Einar Horne, excused Mary Louise Olson, excused Esther Wentz, excused STAFF PRESENT: John Borup, Health and Human Services Director Carolyn Krieger, Nursing Home Administrator Judy Ziegler, Accounting Supervisor Barbara Nelson, Public Health Supervisor-Health Officer Mary Squyer, Economic Support Supervisor Norma Vrieze, Early Intervention Supervisor Malva Berg, Secretary Ralph Robole, Facilities OTHERS PRESENT: Thomas Dorsey, County Board Chairman Chairman Stephens called the meeting to order at 8:30 a.m. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting will be Thursday February 22, 2001 at 6:30 PM. AGENDA: Motion: A motion was introduced by Berenschot, seconded by Burri, and unanimously adopted: That the agenda be approved as circulated. MINUTES: Motion: A motion was introduced by Johnson, seconded by Burri, and unanimously adopted: That the minutes of the 01/25/01 Health and Human Services Board meeting be approved as entered into the minute book. HEALTH CENTER UTILITY COSTS: Robole said at budget time NSP predicted a 30% increase in utility costs, but at this time the increase is at least 100% increase. He said we are looking at a $25,000 to $30,000 shortfall due to increased utility costs. Robole said there was no interruptible service offered when we installed the point of use boilers but that NSP is now offering interruptible service. He said the cost to install for the Nursing Home would be in the $18,000 range and for Health and Human Services in the $25,000 range. Robole will continue to investigate the possibility of changing to interruptible service for utilities, including payback time, tanks, etc. and a decision will be made by the Board prior to June, 2001. RESTAURANT INSPECTION PROCESS-AGENT STATUS: The State is moving to transfer responsibility of restaurant inspections to counties and for the State to M become a resource. With the growth in St. Croix County, the State does not have the staff to meet the County's needs for inspections. Inspections are for restaurants, campsites, tattoo parlors, hotels/motels, public swimming pools, etc. If we are to assume this duty, we will need to attain "agent status", create a sanitarian position and have it approved for the 2002 budget. The County would also have to set fees for this service. These fees would off-set costs, but there will still be some cost to the County. Nelson said the State is looking at increasing the fees in 2001 by approximately 40%, St. Croix County would increase proportionate to number of facilities in 2002. She said if we obtain agent status, 100 of the fee goes to the State and the balance stays with the County. She said there is an additional $125.00 pre-inspection fee for new or transferred establishments and that entire amount stays with the County. Berenschot said a car should be specifically designated for this position. Nelson said the new Section Chief for the Bureau of Sanitation, Greg Pallaske, has volunteered to be at the 03/13/01 Health and Human Services Board meeting and will give the Board additional information from the State on restaurant inspection. PUBLIC HEALTH: Nelson announced that the WPHA (Wisconsin Public Health Association) annual conference will be held in LaCrosse on June 14 and 15. She said the Regional Update and Board training will be held in March and will give the Board more information on dates and times when she receives it. Nelson said there is a satellite conference on CDC tobacco control in Altoona on 02/15 and invited any interested Board members to travel with her to the conference. She said there is also a Tobacco-free Coalition Board meeting at 3:45 on 02/15 at the Ag Center in Baldwin. Nelson announced that she has contracted Geralyn Karl as the Tobacco Control Specialist. Nelson updated the Board that St. Croix County has had one additional case of Pertussis and two unrelated cases of salmonella in the last two weeks. Nelson said we are at the end of the flu vaccine administration season and numbers were down significantly from last year and she feels this is related to the delay in receiving vaccine. She said there were at least 100 less County employees and 300 less among school staff. CONSIDERATION OF CLAIMS: The following reports for January were distributed to the Board: unemployment, cash report and fixed assets purchased. Health and Human Services Board member, Burri, reviewed and questioned the following January vouchers. NURSING HOME: Sunrise Medical, $20,234.93, Purchased 17 Joerns low beds for Nursing Home. Purchase was approved by Health and Human Services Board in order to meet State requirements for resident safety and restraint reduction guidelines. SETTING 2001 RATES FOR EARLY INTERVENTION PROGRAM (AGE 0-3): Vrieze said rates have not been updated since 1997. She reviewed the rate calculation for 2001. Motion: A motion was introduced by Berenschot, seconded by Burri, and unanimously adopted: That the Board approves increasing the Early Intervention rates to $85.38 per hour effective 01/01/01. PERSONNEL ISSUES: The LTE Social Worker position for Mental Health CSP was approved by the Personnel Committee and is also supported by the Finance Committee. If the caseload warrants, staff will request this position be permanent as part of the 2002 budget process. NURSING HOME: Krieger said census is 90 with one admission pending. Krieger said usage of pool staff is down and recruitment and retention has been excellent. Krieger said residents who are protectively placed are being reviewed by an appointment committee as preparation of working with the Nursing Home Steering Committee. Stephens said he would like to attend this next meeting, which is scheduled for March 7 at 10:00 AM. ECONOMIC SUPPORT/W-2 UPDATE: Squyer said the W-2 caseload, FSET and Badger Care caseloads remain about the same. She said case management cases still continue to exceed the money payment cases. Squyer said received a donated Saturn for a W-2 customer. She said this person is driving this car to work and children to day care. Berenschot suggested a press release be done on this. LIHEAP (Low Income Home Energy Assistance Program) has received supplemental federal funds to assist with heating costs. The maximum allowable benefit for heating assistance effective 02/01/01 will increase from $750.00 to $1,200.00, the average benefit increased from $414.00 to $472.00. All customers who applied prior to 02/01/01 are also eligible for the supplemental payment and the state will automatically calculate and generate a check for the supplemental payment. Also, deadline for applications for LIHEAP is usually 4 x April 15. The deadline has been extended to June 15 this year. Squyer said there appears to be significantly more pending applications than would be normal for this time of year. Squyer said the Community Re-investment Plan is being rewritten to include $4,000 to $5,000 for respite care for disabled children. We are also investigating whether some of these monies may be used to pay outstanding bills for Mental Health and AODA clients. Squyer said Renee Putz has been hired as Economic Support Specialist effective 02/19/01. Motion: A motion was introduced by Stephens, seconded by Berenschot: That the Board enter closed session per Wisconsin Statute 19.85 (1)(c) for the Director's annual review.
