May 2, 2001
The St. Croix County Health and Human Services Board met on May 2, 2001, at the St. Croix
County Health and Human Services/Health Center complex.

OTHERS PRESENT:
Chair Stephens, called the meeting to order at 6:15 P.M. noting the meeting was properly and
legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is scheduled for
Friday, May 11, 2001 at 8:30 A.M. at the St. Croix County Health and Human Services/Health
Center complex. Olson will review vouchers at 8:00 A.M.
AGENDA: MOTION: A motion was introduced by Bethke, seconded by Berenschot, and
unanimously adopted: That the agenda be approved as circulated.
Stephens asked for a motion to approve the minutes of the 04/11/01 Health and Human Services
meeting. Horne referred to page 4, first paragraph under "Discussion of possible action on land
lease with Chiquita Processed Foods". He stated that this never happened. Horne stated he did
not agree to let Schottler and Chiquita come to an agreement about this acreage. Stephens stated
the agreement between Schottler and Chiquita was that they would decide what to do with the
water usage between them. Horne stated he does not agree and did not hear anything like that at
the meeting. Stephens stated this is truly what happened and all other members present agreed.
Schottler and Chiquita were told to go and make an agreement and bring it back to the Board.
MOTION: A motion was introduced by Horne: That we withdraw the first paragraph under
"Discussion of possible action on land lease with Chiquita Processed Foods" from the minutes of
the 04/11 /01 Health and Human Services Board meeting on page 4.

Stephens asked for a second to the motion, one time. Stephens asked for a second to the motion,

MINUTES: MOTION: A motion was introduced by Berenschot, seconded by Wentz, and
adopted with Horne voting no: That the minutes of the 04/11/01 Health and Human Services
Board meeting be approved as circulated.
ANNOUNCEMENTS: Borup stated immediately following this meeting, we will be conducting
a Public Open Hearing at 7:00 p.m. to solicit input on Public Health "Agent" Status for
inspection of restaurants, hotels, motels, etc. Borup stated notices have been sent to all related
businesses in St. Croix County and to the media. This is an opportunity for the public to voice
their opinion.
Discussion of the Possible Action on Land Lease with Chiquita Processed Foods: Borup stated
on May 14, 2001 at 3:00 p.m. there is a meeting in the Board Room called by Senator Harsdorf,
John Schottler, and Chiquita Processed Foods. Stephens stated he spoke with Jerry Christensen
of Chiquita and they will meet tomorrow. Chiquita will pay $200/acre to St. Croix County.
Senator Harsdorf wishes this would proceed faster. Stephens stated it is in the hands of Chiquita
to bring to us their proposal. Then it is up to us to decide if we wish to accept, reject or confirm
the proposal. The proposal would then be brought to the County Board. Stephens stated Don
Brown said any comprehensive plan has to go before the County Board. Stephens stated we are
directed not to sell this land by the County Board.
Berenschot questioned if there is a change in the lease, does this need to be taken to the County
Board. Stephens stated any change needs to go before the County Board.
Horne questioned what is the time schedule on this. Stephens stated they hope to begin
construction this year. They have to lay the pipe for the water usage. Horne stated this is a
"done deal" and you know it. Horne stated we should put forth a business deal that makes sense
to all involved. Stephens stated this is all the knowledge we have and when the agreement is
brought forth we will look at it in a financial manner. If approved, bring it to the County Board
in the form of a resolution. This land is tied to this institution.
Cost estimates for courtyard enclosure for office space: Stephens stated the architects have gone
way over what we had budgeted for this project. Borup stated we don't know the final
architectural cost but it would be considerably over cost.
Horne stated there is several things wrong with this bid from Shefchik, Menomonie, WI. He has
never heard of State approvals costing $20,500.
Stephens stated we need to let this slide until we get through the John Keefe study. The objective
was to get the bookkeeping department up front but we are not going to consider this bid for
$126,000. Keefe is hoping to get the data to us by September. If they decide to decertify beds in
the nursing home we could possibly retrofit the nursing home and use for our bookkeeping
department.

Scheduling 2002 Annual Open Budget Hearing: Borup stated we have to have an Open Budget
Hearing. He suggested we condense the St. Croix County Health & Human Services meeting on
May 24' and have the Open Hearing immediately following this meeting. It was decided to have
the meeting begin at 6:15 p.m. on May 24''' with the Open Budget Hearing at 7:00 p.m.
Request to purchase a "standup lift" for Nursing Home: Borup stated the levels of care continue
to rise in the nursing home. They are requesting an additional apparatus for lifting. The exact
price is not available now but will be at the next meeting. This lift can be used to get residents
out of wheelchairs, into or out of bed, etc.
MOTION: A motion was introduced by Wentz, seconded by Bethke, and unanimously adopted:
That the Health and Human Services Board approve the purchase of a standup lift, not to exceed
$5,000, to come out of the Farm Account.
Program Reports: Nursing Home: Borup stated the nursing home census is at 97 with three
referrals this week.
Horne wanted clarification on how the Nursing Home loses $22/day/resident. Stephens stated it
was described to him that this is because IGT funds differ according to the census. If the nursing
home is full, it would break even. If the nursing home closes we would need to find placement
for several protectively placed residents. Borup responded that in this event that costs are then
shifted to Health and Human Services and we do not know exactly what those costs will be.
Borup stated it may be difficult if not impossible to find placement for court-ordered protectively
placed residents within St. Croix County. Horne stated we have this contract with Keefe and we
are not learning anything from it. Stephens stated we can quit the contract at any time. Horne
said that once we start something it doesn't get cut. Stephens stated the levels of care in our
nursing home are higher than in most nursing homes. Other nursing homes can pick and choose
their levels and type of care. We do not have that right of refusal. Horne stated he just wants a
fair appraisal of what is going on.
Stephens asked if there were any other issues to bring before the Board.
MOTION: A motion was introduced by Wentz, seconded by Bethke, and unanimously adopted:
That the Health and Human Services Board meeting be adjourned.

PUBLIC OPEN HEARING
May 2, 2001
The St. Croix County Health and Human Services Board conducted an "Open Hearing" on May
2, 2001 to solicit input on Public Health "Agent" Status for inspection of restaurants, hotels,
motels, etc. at St. Croix County Health and Human Services/Health Center complex in New
Richmond, Wisconsin.

Chair Stephens called the Open Hearing to order at 7:00 P.M., noting that the meeting was
properly and legally publicized. Stephens welcomed everyone to the Hearing and asked that
everyone sign in on the sign-in sheet. Stephens introduced John Borup and the members of the
Health and Human Services Board. Stephens introduced Barbara Nelson, Public Health
Supervisor and Health Officer.
Stephens stated that last Fall the Twin Cities were having trouble with sanitation in restaurant
inspections, as reported in the St. Paul Paper.
The State has been taking care of inspections but wants to get out of the inspections in five years.
At that time, the County may be mandated to do the inspections.
Nelson introduced Larry Gilbertson, Director of Regional Office. Nelson went over the fact
sheet that was distributed. She stated there are 286 establishments in St. Croix County. At
present the County is being served by one inspector. Nelson stated the advantages of local
delivery of inspection services are: 1) Increase emphasis on education (training operators and
employees) and consultation; 2) Opportunity to develop public/private partnerships; 3) Better
understanding of local business needs; 4) Majority of license revenues stay in county; 5)
Improved response time to questions or problems from facility; 6) Improved response to
consumer complaints; 7) Quicker response time to suspected foodborne illness.
The Department of Health and Family Services currently has a request to raise the fees effective
July 1, 2001, if approved. St. Croix County Department of Health and Human Services - Public
Health does not intend to increase the fees over the State rate.

Nelson stated if approved, St. Croix County Department of Health and Human Services - Public
Health would plan to implement the "Agent Status" relationship effective January 1, 2002.
Gilbertson stated the State has always had a program where the County can become an "Agent"
for the State. This is not a new phenomenon. It simply in not practical for the State to travel and
work throughout the whole State. The State provides guidance and training to the counties. The
State of Wisconsin would not be out of the business. They have obligations to evaluation and
responsibility for the overall program.
Borup read some letters from those who could not attend this meeting. See attachments.
Stephens asked for comments. One person stated "If it is not broken, don't fix it." Another
stated that locally they could do a better job than the State can. They were concerned about the
fees. Would the fees remain the same? Will you respond to complaints immediately? They stated
it would probably be a better business climate, as operators want to do the right thing. If there is
an economic problem, they want time to correct the problem. Gilbertson stated the inspectors are
there to help.
The persons in attendance were members of the Wisconsin Restaurant Association.
Stephens stated this is a non-action item but plan to proceed with it. This item will be on the
agenda for the May 11', 2001, St. Croix County Health & Human Services Board meeting and,
if approved, then will be brought to the County Board. Stephens stated you may send any
situations to John Borup before the meeting on the 11'. Stephens also noted that all our meetings
are publicized.
Stephens stated we appreciate everyone coming to the Open Hearing.
