Berenschot made motion to adopt agenda. Bethke seconded. Carried. Bethke made motion to approve May 1, 2001 meeting minutes. Seconded by Burri. Carried. Next meeting is scheduled for Tuesday, July 3, 2001 at 9:00 a.m. 2001 SOIL &WATER RESOURCE MANAGEMENT GRANT CONTRACT Heise presented and explained the Department of Trade and Consumer Protection (DATCP) 2001 Resource Management Grant. There had been notification to counties by the Executive Director, Rebecca Baumann, Wisconsin Land and Water Conservation Association (WLWCA) informing them not to sign the contracts until language could be reviewed by legal staff. On May 30, Rebecca informed counties that they should sign contracts with DATCP per May 25 correspondence from DATCP. Rebecca requested counties to include a letter highlighting these issues and sending the letter to DATCP with the contract and carbon the letter to local representatives. The objective is to send a unified voice by counties to the DATCP on these issues. Discussion.. Committee agreed to have Chairman Jensen sign the 2001 Grant Contract with an attached letter to DATCP and the local representatives. SUBDIVISION REVIEW Kling presented: Birch Park/Ridge at Birch Park (In Section 25, T30N-R20W, Town of St. Joseph, St. Croix County, Wisconsin) - 200 acre development, 49 lots total - minimum lot size 3.0 acres, average lot size 4.1 acres. Bruce Pankonin-Developer, David Nash-Engineer, and Chris Boldt-Town of St. Joseph Engineer were in attendance to discuss the development. All St. Joseph Township and LWCD concerns have been satisfied. Recommended for approval. Berenschot made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Bethke seconded. Carried. Waldroff Meadows (In part of the NE %4 of the SW '/4 and in part of the NW '/a of the SE '/a and part of the SE '/a of the NW '/4 all in Section 20, T30N-R18W, Town of Richmond, St. Croix County, Wisconsin) - 40 acre development, 13 lots total - average lot size is 2.6 acres. Recommended for approval. Bethke made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Berenschot seconded. Carried. Trebus Valley Estates (In the NE'/4 of the SE'/4 and the S %2 of the SE'/4 of Section 19, T28N-R19W, Town of Troy, St. Croix County, Wisconsin) - 119 acre development, 23 lots total - average lot size 3.1 acres. Recommended for approval. Cody made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Burn seconded. Carried. East Meadow (In part of the NW '/4 of the NE'/4 and in part of the NE '/4 of the NE 'l4 of Section 31, T28N- R19W, Town of Troy, St. Croix County, Wisconsin) - 21 acre development, 6 lots total - average lot size 2.5 acres. Recommended for approval. Berenschot made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Bethke seconded. Carried. Waldin Woods (In part of the NE '/4 of the SW '/4 , and part of the NW '/4 of the SW '/4, in Section 29, T29N- R19W, Town of Hudson, St. Croix County, Wisconsin) - 40 acre development, 13 lots total - average lot size 2.6 acres. Recommended for approval. Bethke made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Burn seconded. Carried. VOUCHERS Reviewed vouchers. Discussed the Kinnickinnic watershed cost share voucher payment of $123,900.00 to the River Falls School District and approved with conditions. Berenschot made motion to approve the vouchers. Seconded by Burri. Carried. EDUCATION ACTIVITY Heise commented that David Sander would be out of the office this next week to be a counselor at the WLWCA Conservation Camp held at Bruce, Wisconsin. Heise handed out the May Activity report on Information and Educational activities conducted this past month and anticipated summer educational activities. Discussion. PRIORITY WATERSHED PROJECTS Popple presented: KINNICKINNIC - Many projects are slated to be implemented. Weather has slowed progress of projects. An update was also given as to the status of the River Falls High School project. A review of the smart-growth concept being implemented on the site was given and a recommendation was made to approve a cost-share agreement for an irrigation system on site. SOUTH FORK HAY RIVER - The Joint Finance Committee for the state approved funding for the continuation of the project. At this point it would take a line-item veto from the governor to remove the funding for the project. It will not be known for sure if the funding is secure until the governor signs the budget in late summer, early fall. ST. CROIX LAKES CLUSTER - Several projects are awaiting implementation pending weather conditions. Kling reported on Perch Lake. Commented on the DNR Chapter 30 permits. GLEN HILLS WATERSHED Heise reported that a tentative date of June 15, 2001 is set to close on the Brettingen property. Completed and submitted an application to the NRCS for the county to enter into an agreement with Natural Resources Conservation Service (NRCS) to allow the County to hire engineering services to design corrections 'to the existing pipe separations in (5) Glen Hills Dams. The engineering services are to be reimbursed from NRCS to the County at 100%. AGRICULTURAL ISSUES -UPDATE Heise reported that David Sander is working with Durand Builders to develop a punch list of criteria that remains uncompleted at the Julimar 11 Dairy. Discussed the progress on amending the Animal Waste Ordinance. The June 28th Citizens Advisory Committee (CAC) meeting has been cancelled. This time will allow department staff and other county departments to incorporate the correct language and ordinance consistency before presenting to the CAC. CEDAR CREEK FLUME Heise informed the committee that the Department is waiting for the adjacent landowner to draw down the impoundment so the DATCP engineer can inspect the internal concrete flume. Heise and Steve Olson had installed orange construction fence around the flume to keep the public off the flume. ADDITION TO THE CAPITAL OUTLAY PLAN (LWCD) Heise handed out a revised Capital Outlay Plan for the Department. Heise commented that during the initial development of this plan he was targeting costs based on the replacement of objects, capital goods. However, during a recent presentation, Heise noted that Contract Services should have been included in the plan. Heise directed the committee to two particular highlighted areas on the presented plan, one service pertaining to MRCS engineering services for the Glen Hills pipe separations and the other identifying a service contract for an Information and Education Coordinator for the Department. Discussion. Committee accepted changes to the revised Capital Outlay Plan. FARM SERVICE AGENCY Linda Paul reported: • CRP(Conservation Reserve Program): 61 of 79 contracts due to expire on 9-30-01, have been extended for a total of 2596.8 acres. -Producers are struggling to get practices installed due to the wet spring. We may be looking at possible extensions for installation. -Reminder letters went out to CRP producers who have not submitted practice costs. -Those producers that have completed their plantings and have submitted their costs, are receiving their cost-share payments. • Crop Reporting: Approximately 655 reports have been completed. Deadline is July 15, 2001. • PFC(Production Flexibility Contract): June payments that have been requested have been paid. • Commodity Loans: 81 loans disbursed for $3,314,866. - Loan rates for 2001 commodities have been announced: Corn $1.74 (same as 2000) Soybeans $5.09 (up $.01 from 2000) Wheat $2.64 (same as 2000) Barley $1.56 (up $.03 from 2000) Oats $1.20 (up $.05 from 2000) • LDP's(Loan Deficiency Payments): 2072 applications have been paid for $2,936,342. • Facility Loans: Interest rate for June - 5.125%. • Farm Loan Program: Good supply of most loan funds. -Loans continue to increase. -Our delinquency rate is lowest in the district and well below state average.
