Cody made motion to adopt agenda. Berenschot seconded. Carried. Berenschot made motion to approve April 3, 2001 meeting minutes. Seconded by Bethke. Carried. Next meeting is scheduldd for Tuesday, June 5, 2001 at 9:00 a.m. Heise provided an update on the purpose of the presentation "Impacts of Development". Jim Janke, County Resource Agent-U.W. Extension, introduced Charles McGhee Hassrick, Land Use Specialist, U.W. Extension appointment, U.W. River Falls. Mr. Charles McGhee Hassrick proceeded into his presentation on the "Impacts of Development." Mr. Hassrick handed out a copy of his presentation to committee and others in attendance. Presentation was approximately 30 minutes. Janke facilitated questions and general comments to the committee. 2001 CONSERVATION AWARDS Heise handed out potential candidates for the 2001 Conservation Awards Program: Conservation Farmer - Ter- Rae Farms; Water Quality Leadership - Sam Warp; Conservation Leadership - Doug Hill, Buck Malick; Wildlife Habitat - Leroy Olson; Teacher - Jill Borgerding. Heise requested committee for additional recipients. Committee selected staff's choices with Doug Hill being selected for the "Conservation Leadership Award". Motion by Cody to nominate Doug Hill as the Conservation Leadership Award winner. Berenschot made motion to close nominations. Seconded by Bethke. Carried. SilRDIVISION REVIEW Kling presented: Bass Take Meadows (In part of the NE'/a of the SE'/a of Section 22, and part of government lot 7 of Section 23, T30N-R19W, Town of St. Joseph, St. Croix County, Wisconsin, also being lots 2,3, and 4 of CSM in volume 3, page 644) - 25 acre development, 8 lots total - minimum lot size 3.0 acres, average lot size 3.2 acres. Recommended for approval. Berenschot made motion to recommend that the storm water and erosion control plans are acceptable and a: letter be sent to the Planning & Development Committee. Recommended for approval. Jensen made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Bethke seconded. River Pose (In part of the, SE 1/a of the SW1/a, in part of the NE 1/a of the SW 1/a and in part of the NW 1/a of the SE 1/a of Section 11, T31N-R18W, Town of Star Prairie, St. Croix County, Wisconsin) - 78 acre development, 30 lots total - minimum jot size 1.5 acres, average lot size 2.2 acres. Boardman Hills (In part of the NW 1/a of the NE 1/a and SW 1/ of the NE 1/ of Section 13, T30N-R19W, Town of Somerset, St. Croix County, Wisconsin) - 76 acre development, 18 lots total - minimum lot size 3.0 acres, average lot size 4.0 acres. Recommended for approval. Cody made motion to recommend that the storm water and erosion control plank are acceptable and a letter be sent to the Planning & Development Committee. Jensen seconded. Oak Haven (In the NE 1/a of the SW 1/a and the SE 1/a of the SW 1/ of Section 15, T31N-R19W, Town of Somerset, St. Croix County, Wisconsin) - 81 acre development, 25 lots total - minimum lot size 3.0 acres, average lot size 3.2 acre. Recommended for approval. Berenschot made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Bethke seconded. Carried. Birch Park/Ridge at Birch Park (In Section 25, T30N-R20W, Town of St. Joseph, St. Croix County, Wisconsin) - 200 acre development, 49 lots total - minimum lot size 3.0 acres, average lot size 4.1 acres. Discussion on Birch Park as to whether St. Joseph and St. Croix County concerns have been satisfied. Boldt stated that not all St. Joseph conditions have been met but expects compliance in the near future. Kling and Boldt agreed that recently submitted culvert calculations were based on a 10 year storm event and not a 25 year event as required by the St. Croix County Subdivision Ordinance. Committee stated that more time was needed to adequately review the recently submitted information. Jensen made motion to table recommendation for approval. Burri seconded. Carried. VOI TCHERS Reviewed vouchers. Berenschot requested an explanation on the Laura's Lane Nursery voucher. Heise explained that this is the remaining balance due on the 38,000 trees that were sold through the office this spring. Bethke made motion to approve the vouchers. Seconded by Berenschot. Carried. EDUCATION ACTIVITY Ruth Stern reported on Information and Education Activities with the local schools. Many schools have requested conservation field days, stream ecology workshops and classroom presentations through the Land & Water Conservation Department. The Prairie Enthusiast and Master Naturalist groups may be able to offer some assistance in providing this education to the schools. Several teachers have applied to take the summer conservation course for teachers at UW-RF. Project Wet training will be incorporated into this summer class for teachers. The state schedule for conservation speaking contests is being changed and there will be no state speaking contest this fall. The St. Croix County Conservation Speaking Contest has been tentatively scheduled to be held in January, 2002. Conservation posters were recently judged and are being forwarded on to a second poster contest being sponsored by the Minnesota-Wisconsin Boundary Area Commission. Some local businesses and conservation groups have provided donations towards the St. Croix County Conservation Education Program and grants are being sought to also help support the program. The LWCC will be requesting some information and education assistance in the 2002 budget. FARMLAND PRESF.RMATION Sander reported: Not all towns are exclusively Ag zoned and individuals may participate in the program regardless of the zoning. Cody questioned the payback provisions of the program and wondered if they were being calculated. To date, DATCP has not been calculating the paybacks and there are some rumors from the legislators that there are changes on the horizon for this situation and the program. Sander and Kulow will be attending a training session on May 8th in Ladysmith. PRIORITY WATERSIIF.D PROJECTS No report. GLEN HILLS WATERSHED Relocation Update -Heise informed the committee that the relocation consultant is in negotiations with the landowner. Once an agreement can be negotiated, the goal is to meet and present this information to the finance committee. a AGRICULTURAL ISSUI S - UPDATF. Sander reported: The AWO CAC met on April 11th and after some good discussion thought that the ordinance was pretty good but needed some tweaking. Leaving things as they are would not meet the Natural Resource Management Plan goals. It was asked of the committee if this is the direction that they thought we should be going. The Committee thought that the ordinance should be stricter than what it has been and we should put it together to meet the Natural Resource Management Plan goals. An update on Julimar Dairy was given and the hope is by the next committee meeting that we would have in place what had to be done to complete the construction phase of the permit. CEDAR CRF,F,K F Jensen reported to the committee an update to the meeting held at the Community Center, in Star Prairie, April 10. Marty Engels, fish manager, DNR, members of the Cedar Lake District, Chuck Nutzmann, other dam owner, Heise and Jensen represertting the interest of St. Croix County were all present at the meeting. Jensen reported that it is very clear from the Lake District that they are in support of the county maintaining the flume structure and that the County should continue to allow a flow of water through this flume. Heise reported that he and a DATCP engineer would be meeting on site on May 4, 2001. Heise would like to present options with cost estimates to committee. A realistic timetable for repair would be fall of 2002, this would allow the county to budget this project into the 2002 budget and also provide some design time. Heise commented that a temporary fence should be installed on site to keep the public off this structure. Committee agreed. LWCD staff will install fence. FARM SF,RVICF, AGENCY CED Bob Hendrickson reported: ➢ DMLA IH(Dairy Market Loss Assistance) ended on April 30`" with possible 14 new producers. He also stated that May 31S` would be the last day to get a LDP (Loan Deficiency Payment) or a loan on corn or soybeans. ➢ The extension of CRP(Conservation Reserve Program) contracts is going well with 49 contracts extended for 1912.7 acres. ➢ We appreciate Pete Kling's help in notifying us of changes due to development. It is important for us to keep our records curront. ➢ AMTA (Agricultural Market Transition Act) payments for May are complete. We are gearing up for the crop-reporting season, at the present time. ➢ Reported that Marv is making some guaranteed loans and there is additional money available. Reported that Marv is very busy with Dave Omann having retired and Jerry Peterson being sent to Washington DC two out of every six weeks. NATURAL RESOURCES CONSERVATION SERVICE DC Steve Pernsteiner reported: Jay Custer, Soil Conservationist, has been detailed the past 6 weeks to Trempealeau County to serve as Acting DC. A summer intern from UW River Falls will be helping contact landowners for buffers. This person is funded through Pheasants Forever monies. NRCS has been receiving a large number of requests for grassed waterways and buffers. LCC staff has been a big help with designs. Tree and shrub plantings are going in at a rapid pace with the dryer weather. DNR No report. RC&D Berenschot reported: • Attended meeting in Menomonie on April 25. • The prairie seed (20 ton) has all been distributed. • Attended State meeting at Stevens Point on April 27. Meeting was designed to get all councils in the state coordinated and involved in the organization's projects. WEST CENTRAL ARFA Raymond stated that the spring meeting is scheduled for May 15 at the Ag Center in Menomonie. The judging for the 2001 poster contest will occur that day. The summer tour will be hosted by Eau Claire County on July 25. ANNOITNC:F,MRNTS Rt CORRESPONDENCE Glen Hills dam inspection is scheduled for Thursday, May 3, 2001. Committee members who are interested in riding over to Glenwood should meet at the Agricultural Center at 8:00 a.m. The itinerary is to inspect all Glen Hills structures that day.
