Meeting called to order by Chairman Art Jensen.
Berenschot made motion to adopt agenda. Bethke seconded. Carried.
Berenschot made motion to approve March 6, 2001 meeting minutes. Seconded by Burri. Carried.
Next meeting is scheduled for Tuesday, May 1, 2001 at 9:00 a.m.
DNR
Paul Nadolski (Conservation Warden) reported:
Forestry (Kathy Nelson) 389,550 trees/shrubs from the state nursery have been sold for spring planting.
Shipping dates are May 1, 8, and 15. The number of trees from private nurseries is not available.
Reported on Juli-Mar Dairy. Yet to determine if a fish kill had resulted from early winter manure spill. Jim
Devlin noted a type of algae in the stream, believed to be a result of manure in that watercourse. Doorninks had
received their WPDES (Wisconsin Pollution Discharge Elimination System) permit - Two to three weeks ago
Doorninks had another spill. Discussion. A suggestion for future expansions is that new facilities shall not be
occupied until the overall construction of all components is complete.
Dog problem with chasing and killing livestock in town of Cady. Warden asked if there is a county ordinance.
Will discuss problem with Steve Fisher, Zoning Administrator.
NATURAL RESOURCES CONSERVATION SERVICE
Steve Pernsteiner reported:
Statewide EQIP signup recently ended March 30, 2001. Six landowners applied, four individuals signed up for
nutrient management and two had signed up for prescribed grazing. Office must rank and send to Madison by
April 30tH
Landowners have been picking up their prairie seed for the RC&D Office.
Steve introduced his new supervisor Gerald Krause. He is the NRCS Assistant For Operations covering 27
counties in northwest Wisconsin. Gerald updated the committee on upcoming CREP program. It currently looks
like June or July will be the start of program. We anticipate a large initial signup as the state is limiting
payment to 100,000 acres statewide.
FARM SERVICE AGENCY
CED Bob Hendrickson reported that the Dairy sign up for new producers had been extended until April 30. He
stated that for those producers that might lose or have lost beneficial interest in their commodities, the deadline
for applying for LDP (Loan Deficiency Payment) is April 12. The deadline is May 31 for receiving a loan on
the 2000 corn and soybean crop.
FSA continues to accept extensions of the CRP (Conservation Reserve Program) contracts. There could be a
CREP(Conservation Reserve Environmental Program) sign up later this year. AMTA(Agricultural Market
Transition Act) payments are to be sent out on April 4.
Reported for Marv Warner, Farm Loan Manager (FLM) that he is making many guaranteed loans. There still is
money available for Direct loans.
Hendrickson attended a H,mong workshop on March 31"in Eau Claire.
RC&D
Berenschot reported:
• College and high school students blended and packed the 20 ton of prairie seed at Menomonie. Shipping
will be finished the end of the week.
• Attended conference in Washington D.C. Met with State Conservationist, Pat Leavenworth and WLWCA
Executive Director, Rebecca Baumann who were attending a NACD conference.
WEST CENTRAL AREA
Raymond stated that there should be an announcement soon on the May meeting schedule.
EDUCATION ACTIVITIES
Jonna Fedie reported on the Venison Drive to Feed the Hungry. The 2000 Annual Report was distributed. The
program will receive $2,500.00 from United Way. She is currently working on a Philip Morris Grant for
$5,000.00 that will be due on October 1, 2001.
Heise handed out a map identifying location of high nitrates that were detected during the drinking water
program provided for the Towns of Pleasant Valley, Rush River and Hammond. Of the 68 samples collected
within those townships, 17 were returned with high nitrates, bacteria, or both.
Ruth Stern will be available May 1, for the LWCC committee meeting to provide the committee an update on
the Informational and Educational program.
Heise reported that Governor Scott McCallum will be at the Government Center on April 3, 2001 at 4:30 p.m.
to sign in to law, Assembly Bill #7. Assembly Bill #7 relates to the storage and handling of anhydrous
ammonia.
FARMLAND PRESERVATION
Sander reported that he and Kulow will be attending a training session for the Farmland Preservation program in
May.
PRIORITY WATERSHED PROJECTS
Popple reported:
Squaw Lake Watershed - It was discussed that plans for the Strohbeen wetland project were being finalized.
Gene Nelson had agreed to sign the necessary easement in order to proceed. A barnyard project and two new
contracts for nutrient management were signed.
South Fork of the Hay River - Popple reported that the CAC (Citizens Advisory Committee) along with
Supervisor Art Jensen attended the state Joint Finance Committee to submit a resolution in favor of extending
the project for another four years.
Kinnickinnic Watershed - Several projects are slated to be installed and more are planned to be designed as
weather permits. Many school talks are upcoming.
GLEN HILLS WATERSHED
Relocation Update - Heise reported on the progress on the relocation of the house below Structure #2.
Relocation consultant began negotiations with the landowner, at the present time the landowners is requesting
another appraisal of her property.
Currently NRCS is unable to obtain remedial money for the repair of the pipe separations. NRCS is requesting
the possibility of St. Croix County entering into an agreement with NRCS that would allow St. Croix County to
retain a private engineering firm to design and inspect the pipe separation project. The entire engineering costs
would be reimbursable at 100% by NRCS. They currently do not have enough staff to provide these services.
Motion by Berenschot, seconded by Cody, to enter into an agreement with NRCS as long as NRCS is
responsible for all the costs. Carried.
Glen Hills tour inspection is scheduled for May 3, 2000. The inspection will begin at 9:00 a.m. Committee
directed Heise to invite Town Chairmen and the Mayor of Glenwood City. Heise indicated Gary LePac, DNR,
expressed interest in attending the inspection this year.
CEDAR CREEK DAM
Heise reported that an infprmational meeting will be held at 7:00 p.m. on April 10, 2001, located at the
Community Center in Star Prairie to discuss the overall intent of the project. Members of the Cedar Lake
district and Star Prairie Sportsmen's club plan to be present. Heise and Jensen plan to attend the meeting.
AGRICULTURAL ISSUES -UPDATE
Sander reported: Discussed the manure spills that had occurred this spring at the Julimar Dairy and Baldwin
Dairies. Expanded on how to prevent these spills from reoccurring in the future.
Reported on the first citizen advisory committee meeting that was held for the animal waste ordinance.
Nothing out of the ordinary or unusual came out of this meeting. The next meeting will be held on April 1 lth,
1:00 to 3:00 p.m.
SUBDIVISION REVIEW
Kling presented:
Glover Prairie Subdivision (In part of the NW 1/4 of the SW'/4 and part of the NE'/4 of the SW 1/4 of Section 15,
T28N-R19W, Town of Troy, St. Croix County, Wisconsin) - Average lot size 2 acres. Recommended for
approval. Berenschot made motion to recommend that the storm water and erosion control plans are
acceptable and a letter be sent to the Planning & Development Committee. Bethke seconded. Carried.
• He held 3 subdivisions up this month because he was unable to review the site due to weather (snow)
limitations. He expects to review these along with 4 new subdivisions for next month.
• Some developers and engineers have expressed an interest in having the LCC meet twice a month to
expedite the approval of subdivisions. The committee concurred that the current timeline is sufficient.
• Conservation or cluster developments appear to be on the rise.
NATURAL RESOURCFS(NR) NONPOINT RULES/UPDATE
Heise reported that there were 12 public hearings throughout the month of March located around the State to
discuss the revised Natural Resource Administrative rules. Heise, Popple and Olson attended the public hearing
in Eau Claire. Heise stated that the current rules do not provide the connectivity between the Resource
Management Plans and how the rules are to be implemented by the local agencies. There is no recognition on
how these rules are to be funded. Discussion. Heise handed out letter that was drafted stating 5 bullet points.
The (WLWCA) Wisconsin Land and Water Conservation Association position is that they are in opposition to
the revised rules as outlined in the first three bullet points of the proposed letter. Discussion. Raymond
recommended that the letter be revised to state the main points of opposition much earlier in the letter. Heise
will revise letter. Jensen will provide signature on behalf of the Land and Water Conservation Committee.
VOUCHERS
Reviewed vouchers. Berenschot made motion to approve the vouchers. Seconded by Bethke. Berenschot
questioned the necessity for personal mileage when there are county owned vehicles. Heise stated that those
vehicles sometimes are not available. Carried.
CAPITAL OUTLAY PLAN
Heise commented that Departments had been directed to develop a Capital Outlay Plan that will assist the
Department and the County on future budgets and expenditures. Heise handed out spreadsheet detailing
expenditures for the Department to the year 2010. Discussion. Committee recommended an increase in
expenditure for the Cedar Creek Flume repair.
Berenschot made motion to adjourn meeting at 11:20 a.m. Seconded by Raymond. Carried.
