Berenschot made motion to adopt agenda. Cody seconded. Carried. Burri made motion to approve January 2, 2001 meeting minutes. Seconded by Raymond. Carried. Next meeting is scheduled for Tuesday, March 6, 2001 at 9:00 a.m. DNR No report. NATURAL RESOURCES CONSERVATION SERVICE Jay reported that there would not be a general CRP signup in FY2001, but that emphasis will be put on the Continuous CRP to include such practices as Filter Strips, Riparian Forest Buffers, Waterways, and Contour Grass Buffers. Statewide EQIP practices will soon be announced. It is anticipated that Nutrient Management, Crop Residue Use (conservation tillage, and No-Till), Well Abandonment, Roof Runoff Systems, Clean Water Diversions, and Managed Intensive Grazing Systems will be cost shared. Approximately $1 million will be available statewide. Jay reported that Steve is working to secure a Soil Conservation Technician position for the Baldwin Field Office. A similar position will be vacated in Chippewa Falls soon due to a retirement. FARM SERVICE AGENCY CED Bob Hendrickson reported: The corn/soybean prices dropped again so we have had an LDP rate in effect for a while. The LDP rate has been as high as .11 for corn and .98 for beans. We are still making a few commodity loans also. • The Dairy Market Loss Assistance III (DMLA) sign up for the new producers still hasn't been announced yet, but we expect it soon. • We still haven't gotten the rate to make the soybean payment yet. It should be coming any day now. Payments for the producers that wanted their AMTA payments in February are either out or will be very soon. Land changes seem to be going strong with people either selling land or renting new land. • CRP - There will not be a new CRP sign up for 2001, but we will be extending the CRP contracts that will expire on September 30, 2001, by producers' requests. We have around 80 contracts that could be extended and have extended 13 contracts to date. The sign up extensions end May 31, 2001. RC&D Berenschot reported: • Over 200 people attended the Value Added Conference on January 26-27 in Eau Claire. Requires major organizers and county sponsors of programs. • The State RC&D meeting will be held at Wausau - Designed to educate the legislatures around the country. • Prairie seed - Over. 10 ton of seed is coming. St. Croix County ordered 4-5 ton. WEST CENTRAL AREA No report. EDUCATION ACTIVITIES Heise presented to committee that Ruth Stern has been hired under a service contract to assist the Department in facilitating their information and educational activities. Ruth will be making contact and requesting a survey to be completed from all 35 schools located in St. Croix County. Survey results will be discussed with committee in future meetings. WATERSHED PROJECTS SOUTH FORK HAY - Heise commented that this pilot project is at a critical point in its life span. Continuation of this project is dependent upon Legislative approval. It will be imperative to identify a state representative who supports this project and is willing to bring this project forward and incorporate this into the State budget. Chad DeWyre presented and discussed letters from State Representative Tom Sykora and State Senator Sheila Harsdorf. An update was given by Chad to the committee regarding the current status of the South Fork of the Hay River Watershed. Facts were also presented to the board furthermore discussing the plan of action for the watershed. GLEN HILLS WATERSHED Heise presented an update on the removal of the house below structure #2. Heise handed out a detailed update with a tentative timetable to accomplish this task. A teleconference is scheduled for February 7, 2001 between NRCS, LWCD and relocation consultant to set a more definitive timetable. Heise stated that as a result of the contracted work to video the internal conduits of the Glen Hill dams, five structures were identified as having pipe separations of 2" or greater. The 2" separation is a critical point in which these structures lose their water tight seal between the joints. Heise commented that he had sent a letter to the State Conservationist, NRCS, requesting remedial money to repair these five structures. Heise received a verbal response from NRCS, but is waiting on a written document to arrive. FARMLAND PRESERVATION Kulow reported that he has been preparing zoning certificates. WILDLIFE DAMAGE PROGRAM Kulow explained this year's (2000) claims: Sammy Morrow($609.51), Glen Weiss($ 8 3 0. 00), George Peterson($1,926.50). Berenschot made motion to approve claims with condition of crop insurance. Seconded by Cody. Carried. George Peterson will be applying for shooting permits. AGRICULTURAL I$SUES -UPDATE Sander reported on the Emerald Dairy proposal. Discussion on how the original facility and the proposed facility would work together from the manure handling aspect of the operation. The nutrient management plan including the methane digesters and the actual production of ethanol was discussed. This proposal as it has been submitted, has been reviewed and all the requirements have been met. The committee and staff felt that new ideas like this one should be encouraged with a certain amount of caution to ensure that there are no negative effects to the County. Animal Waste Ordinance - Heise presented an update on amending the animal waste ordinance. Heise handed out suggested items to be incorporated into the ordinance. Committee discussed the fee schedule. Proposed timetable was handed out and discussed. Heise suggested that a supervisor from the Land and Water Conservation Committee be a part of the Citizen Advisory Committee to assist the department in amending the ordinance. Supervisor Louis Burri accepted the challenge. SUBDIVISION REWTEW Kling presented: The Orchard (In the NW 1/4 of the NW 1/a, and part of the SW 1/4 of the NW %4, and in part of the NE 1/4 of the NW 1/4 , and in part of the NW 1/4 of the NE 1/4 and in part of the NW 1/4 of the SW 1/4 of Section 9, T28N-R19W, Town of Troy) Approximately a 96 acre subdivision, 32 lots, minimum lot size is 2.5 acres. Large off-site drainage area has been correctly accounted for and a revised plan submitted to reflect the recent changes. Berenschot made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Cody seconded. Carried. Golf View Acres (In the NW 1/4 of the NW 1/4 and the SW 1/4 of the NW 1/4 of Section 21, and part of the NE 1/4 of the NE 1/4 acid the SE 1/4 of the NE 1/4 of Section 20, T30N-RI 8W, Town of Richmond) Approximately a 90 acre subdivision, 39 lots, minimum lot size is 2.0 acres. A temporary OHWM(Ordinary High Water Mark) has been established and a revised plan submitted to reflect the recent changes. A permanent OHWM will be established when weather conditions permit. Berenschot made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Cody seconded. Carried. Pine Valley (In part of the S %Z of the SW '/4 of Section 6, T30N-R18W, Town of Richmond) Approximately a 42 acre subdivision, 17 lots, minimum lot size is 2.0 acres. All wetland issues have been resolved and a revised plan submitted to reflect the recent changes. Berenschot made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Cody seconded. Carried. RESOLUTION - GLEN HILLS STRUCTURE #2 (SUPPLEMENTAL AGREEMENT #5) Heise handed out Resolution to support the Supplemental Agreement #5 created by NRCS that will allow St. Croix County to partnership with NRCS in the removal of the house below Glen Hills Dam #2. Berenschot made motion to approve the resolution. Burri seconded. Carried. CEDAR CREEK DAM Heise commented that the Cedar Creek Dam that had been discussed about 1 %Z years ago, has resurfaced. Mr. Tom Dorsey received a letter from Gary LePac, DNR that identifies St. Croix County as owners of this structure and requested that the County repair the defects of this flume. Heise commented that he gave a short presentation to the Finance Committee in January. Heise requested a letter from the Fisheries Biologist, Marty Engel; DNR, to determine if there is a legitimate fishery downstream of this flume. Department staff has conducted a topographic survey of the flume and the downstream area. Committee recommended that staff present options for repair with appropriate cost estimates. VOUCHERS Reviewed vouchers. Explanations were requested on vouchers: NACD ($725.00 - 2001 quota assessment) and Advanced Designs($1,304.00 - display board).
