Raymond made motion to adopt agenda. Berenschot seconded. Carried. Berenschot made motion to approve December 5, 2000 meeting minutes. Seconded by Cody. Carried. Next meeting is scheduled for Tuesday, February 6, 2001 at 9:00 a.m. AGRICULTURAL ISSUES -UPDATE Sander presented an update on Julimar Too Dairy. The Department of Justice will not be taking the case in regards to manure spill and chapter 30 violations. Instead, the local warden will be issuing citations. The public hearing for Julimar Too was held and the only new things that were brought up: Beacon lights and automatic dialers will be added as alarms to signify a pump failure when it occurs. Also a secondary containment berm will be built around that pump station. DNR No report. NATURAL RESOURCES CONSERVATION SERVICE Steve Pernsteiner, District Conservationist, mentioned that NRCS is currently reviewing all the EQIP contracts for the project areas. Some of the landowners have failed to install practices in the first year and will need to be canceled. We have been short on engineering help which may have led to some failure to get practices installed. He will give full report at next LWCC. Steve also reported there has been a lot of interest on status of prairie seed from River Country RC&D. FARM SERVICE AGENCY CED Bob Hendrickson reported: The FSA office has been and is busy with all programs as usual. Applications for the 2001 Oil seed program ends on January 12, 2001. Payments will follow. Payments for the 2001 Production Flexibility Contracts (PFC) are being made as they are requested. Before Christmas we were able to make the 2001 Dairy Market Loss Assistance III (DMLA) payments. We made 349 payments for $2,230,582.92 or an average of $6,391.36 per producer. A few of the applications reached the dollar allocation of $25,225. For new producers or those who didn't have a full year of production, there is also a sign up for them. Date and time of sign up period is unknown, however it will end on February 28, 2001. RC&D Berenschot reported: Value Added Conference scheduled for January 26-27 in Eau Claire Format will also be presented to the Northwestern RC&D convention in Cedar Rapids, Iowa. No more information available on the prairie seeds. WEST CENTRAL AREA Berenschot and Cody attended the WLWCA Conference held at Wausau. Berenschot reported: "Why Dairy Expansion?" session - To be successful, a dairy manager has to learn to give orders - can't do everything themselves. Popple and Kulow did an excellent job on the award presentations at the conference. EDUCATION ACTIVITIES Sander reported that he had been to the Baldwin-Woodville High School talking about the ground water model and doing some nitrate indicator testing. Heise reported that there would be 3 drinking water sampling programs this spring: February 16-20 - Townships of Rush River, Pleasant Valley, Hammond March 2-6 - Townships of Eau Galle, Baldwin, Cady, Springfield March 16-20 - Townships of Cylon, Emerald, Forest, Glenwood This will complete the entire County during the two years of sampling. Jonna has completed an application for the United Way to request $2,500.00 for the 2001 venison program, hunters feeding the hungry. PRIORITY WATERSHED PROJECTS Heise introduced Steve Olson, the new Lakes Cluster Technician. He previously worked in Dunn County for 6 years. Popple reported: Equipment for an environmental resource was purchased and that the equipment will be utilized with schools throughout the county. The Kinnickinnic Steering Committee will be holding an election for Chairman at the next steering committee meeting on January 25th. The steering committee is also planning to host a smart-growth tour of the watershed sometime in the summer of 2001. A news article was recently published detailing the involvement of the watershed project with the construction of the New River Falls High School. Kling reported: Update of Perch Lake activities - Working to update plan and costs associated with each activity. GLEN HILLS WATERSHED Heise reported that Dave Salissen, relocation consultant working on behalf of the County has made an initial contact with Mickey Brettingen. Soon after the first of the year he will be searching the local real estate market looking for comparables. Plan to present a resolution supporting the Glen Hills supplemental agreement #5 to the committee in February, with County Board approval in March. There will be a Public Hearing to comment on the Floodplain Ordinance on January 10, 2001, 7:00 p.m. at the Agricultural Center in Baldwin. FARMLAND PRESERVATION No report. COUNTY LAND AND WATER RESOURCE MANAGEMENT PLAN Heise handed out and presented the Cost share policy and procedure that the department intends to follow. The limited amount of funding available steered the policy to target specific goals of the Resource Management Plan. 590 NUTRIENT MANAGEMENT PLAN Heise reported to the committee that during the review process of the recent Emerald dairies expansion, an individual who is not certified as a crop advisor wrote the proposed 590 Nutrient Management plan developed for the dairy. The intention was that this 590 plan was to be reviewed and certified by an individual in the Land Conservation Department. The Departments role is not to certify plans but to review plans for compliance of the 590 standard. Heise presented a 590 Nutrient Management policy, effective immediately, that dictates when certification is required with our current ordinances and what accreditations are acceptable. Motion by Raymond to support this policy. Seconded by Cody. Carried. SUBDIVISION REVIEW Kling presented: Sunny Hill Subdivision (In the NW 1/4 of the SW 1/4 of Section 31, T29N-RI 7W, Town of Hammond) Approximately a 44 acre subdivision, 6 lots, average lot size is 7+ acres (lot 3 is 27 acres in size). Berenschot made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Cody seconded. Carried. _I f B & R's Rolling Acres (In part of the NW %4 of the NW 1/4, Section 17, T30N-R18W, Town of Richmond) Approximately an 18 acre subdivision, encompasses 8 lots, average lot size is 2+ acres. Berenschot made motion to recommend that the storm water and erosion control plans are acceptable and a letter be sent to the Planning & Development Committee. Bethke seconded. Carried. 2000 CONSERVATION AWARDS DINNER Heise stated that Lee Milligan and himself had made multiple attempts to contact the DHIA representative to plan for the 2000 conservation banquet. There was no response from the DHIA representative, therefore the Department has decided to plan the conservation awards program as they had in the past. A date is set for February 27, 2001 at 7:00 p.m. at the Coachman Supper Club in Baldwin. VOUCHERS Reviewed vouchers. Berenschot made motion to approve the vouchers. Seconded by Raymond. Carried. MISCELLANEOUS Heise presented Jensen with a document that outlines the ACRA funding (Cost-sharing dollars) for the 3 watershed programs administered in St. Croix County. Discussed purchasing informational and educational equipment with some of the surplus watershed budgets. Also, discussed entering into a service contract to hire an individual to assist the department with Information and Education activities. Information and Education was identified as a high priority in the Resource Management plan. Committee supported the service contract. Meeting adjourned at 3:56 p.m. Jim Cody Secretary By Arlene Lier
