APPROVAL OF MINUTES 1. Council on Aging and Disabilities – Regular Meeting – May 15, 2015 9:00 AM Council on Aging & Disabilities Vice Chair Schreiber asked if there were any additions, deletions, or corrections to the May 15, 2015 COAD minutes. With none noted a motion was made to approve the minutes by Council member Pelnar and seconded by Council member Zaske. A voice vote was taken; minutes were approved and stand as distributed. RESULT: APPROVED [8 TO 0] MOVER: Laurie Pelnar SECONDER: George Zaske, Board Member AYES: Ron Kiesler, Paulette Anderson, Mary Ellen Brue, Virginia Drath, Laurie Pelnar, Alfred Schrank, James Schreiber, George Zaske ABSENT: Patricia Jonas AWAY: Dave Ostness PUBLIC COMMENT BUSINESS ITEMS 1. ADRC Elder Benefit Specialist Program presentation Liza Gibson and Mike Traynor, Elder Benefit Specialists (EBS) for the ADRC, introduced themselves to the Council. They provided the Council a handout with information regarding the EBS program. There are EBSs in ever county of Wisconsin to assist individuals with Medicare programs, supplemental insurance plans, Medicaid, benefit check-ups, Social Security Income. EBSs are supervised by attorneys who specialize in elder law and public benefits. The EBSs work with these attorneys when people are denied benefits or other client services. In 2014, there were over 1,000 clients seen and 2015 looks to be tracking the same. The EBS work with clients over the age of 60 in any income level. Liza and Mike provide different presentations throughout the year at different locations regarding the program and services available to individuals. RESULT: DISCUSSED 2. 2016 Public Hearing for HHS - update The Public Hearing for HHS was held on June 9 at the St. Croix County Government Center in Hudson. Vice Chair Schreiber informed the Council there was one public comment speaker at the Public Hearing. RESULT: DISCUSSED 3. Financial Reports HHS Fiscal Manager Beata Haug, informed the Council on the funding for the Elder Benefit Specialist program to provide them with an idea of how that program is funded. Council reviewed the first quarter report and line items look to be on schedule. The Auditors just finished, so 2014 auditor figures will be complete soon. There was discussion as to why the ADRC and Aging programs are separate when looking at the reports. Some reasons were due to claiming and concerns raised when the ADRC was formed that the Aging programs remained. There was discussion surrounding the McGrath study and how it may effect the unit budgets. RESULT: DISCUSSED 4. Information & Assistance Update Sheet Council members reviewed the Information & Assistance report as of May 2015. There were 11 enrollments into ContinuUs with one disenrollments. There were seven enrollments into IRIS with six disenrollments. RESULT: DISCUSSED 5. Update on proposed Governor's budget A handout was provided to the Council showing counties who have completed or are in the process of a resolution opposing provisions in the Governor's Proposed 2015-2017 Budget relating to ADRC. The Governor's budget has not been approved as of yet. There was discussion on some of the updates regarding Family Care programs and the insurance model. RESULT: DISCUSSED 6. Countywide Senior Picnic - Update The event was held on Friday, June 12 at the Roberts Senior Center. There were approximately 150 in attendance who enjoyed good food and music. The Amery Senior Center card players were awarded the traveling trophy for winning the 2015 Annual Countywide Card Tournament. RESULT: DISCUSSED 7. St. Croix County Fair in Glenwood City We are still applications for the Outstanding Older Adult with the award ceremony will be held on Friday, July 17 at 1 p.m. The ADRC staff and members of the Senior Centers will be manning the Senior Citizens. Council members were invited to visit and if they would like volunteer their time at the Senior Citizens Building. RESULT: DISCUSSED 8. Transportation Requests (Out of County/Weekend) The Glenwood City Senior Center to Dunn County on June 19; Baldwin Senior Center to St. Paul Saints game on June 23; Baldwin Senior Center on July 26; United Cerebral Palsy of West Central WI would like to utilize the New Richmond and Glenwood City vehicles on July 31 and August 2 for camp in Chetek. A motion was made by Council member Schrank and seconded by Council member Pelanr to approve the proposed ride requests; motion carried. RESULT: APPROVED [UNANIMOUS] MOVER: Alfred Schrank SECONDER: Laurie Pelnar AYES: Dave Ostness, Ron Kiesler, Paulette Anderson, Mary Ellen Brue, Virginia Drath, Laurie Pelnar, Alfred Schrank, James Schreiber, George Zaske EXCUSED: Patricia Jonas REQUEST FOR FUTURE AGENDA ITEMS Some items that were mentioned as future agenda items were: Dementia Friendly training; 2nd Quarter Financial reports; ADRC Information & Assistance Specialists Presentation. ANNOUNCEMENTS & CORRESPONDENCE Chair Ostness announced that he is on a work group looking at transportation within St. Croix County. The goal of the group is to work on transportation in the area and regions of Dunn, Chippewa and Eau Claire Counties. If there are concerns or issues, please bring them to Chair Ostness's attention. Supervisor Anderson informed the Council regarding the group that was formed to help fund the nursing home needs. The group will be under the New Richmond Community Foundation as a non profit. Public Health received a grant for dementia. We will be working with Public Health on marketing and utilizing the Public Health Nurse on education.
