APPROVAL OF MINUTES
1. Council on Aging and Disabilities – Regular Meeting – June 19, 2015 9:00 AM
Council on Aging & Disabilities Chair Ostness asked if there were any additions,
deletions, or corrections to the June 19, 2015 COAD minutes. With none noted Chair
Ostness stated the minutes are approved as printed.

PUBLIC COMMENT
BUSINESS ITEMS
1. Dementia Friendly Training
Nancy Abrahamson, ADRC Dementia Care Specialist, provided the Council with the
business training for Creating Dementia Friendly Communities. The Council was given a
handout to review and take with them.
RESULT: DISCUSSED
2. Resolution Supporting New Social Security Supplemental Security Income (SSI) Asset
Limits and Implementation of the Achieving a Better Life Experience Act
The resolution was passed by the Health & Human Services Board on Tuesday, August
11, 2015. The resolution was moved to the COAD for approval prior to presentation to
the County Board. The resolution came about after the May 2015 COAD meeting and
concerns raised by members of the COAD regarding employment of individuals with
disabilities. There was a discussion on how to provide information to families with
children with disabilities regarding the Achieving a Better Life Experience Act (ABLE
Act). The resolution is two fold - one to implement the ABLE Act and another to change
the assist limits.
Supervisor Anderson made a motion to approve the resolution and move it on to the
County Board of Supervisors. The motion was seconded by Council member Brue.

3. Financial Reports
Beata Haug, HHS Financial Manager, explained the funding for the Dementia Care
Specialist program and that the budgeted Federal reimbursement was over projected. On
the Aging side, there is additional expenses in the volunteer expense due to the
transporting of clients to and from dialysis treatments that was formerly done by the
Interfaith Volunteer Program.

4. Nutrition Stats - 2nd qrtr & 6 mth review of 2015
Council members were provided with the 2nd quarter and 6 mth report regarding the
Nutrition statistics. At the end of 6 mths the numbers have increased compared to 2014.
RESULT: DISCUSSED
5. New Richmond Senior Center
The Commons building, where the New Richmond Senior Center, is located will be sold.
A notice was given by the City of New Richmond that the Senior Center will need to be
relocated June of 2016. The building has issues with the roof and boilers, if something
drastic happens the move may need to take place sooner. The New Richmond Senior
Center Board has been looking at other options within New Richmond.

6. Wisconsin Counties Association 2015-2017 Final Biennial Budget Summary
Council members received a power point presentation handout and an additional handout
regarding a narrative specific to HHS. Fred Johnson, Health & Human Services Director,
highlighted some areas within the Wisconsin Counties Association budget summary. He
noted that these documents will be a resource for the 2016 budget planning.

7. IRIS Waiver Renewal - Public Comment Period
Public comment regarding IRIS's renewal is being taken until September 11, 2015.
Members and the public at large can email comments to: DHSIRIS@wisconsin.gov or

8. Wisconsin Counties Association Resolutions
Chair Ostness presented the Council with the three recent resolutions presented to the
Wisconsin Counties Association Resolutions by Eau Claire County and Walworth
County.
RESULT: DISCUSSED
9. Information & Assistance Update Sheet
Denise Gillen, Information & Assistance Specialist, provided the Council with two
handouts regarding the role of the I&As and the marketing letter they will be sending out
shortly to assisted living facilities, housing units, libraries, senior center, hospital and
clinics. The June and July reports were reviewed and Gillen explained the disenrollment
reasons from the IRIS program. One of the reasons can be the inability to cover housing
and another might be that the client moves out of the area.
Council member reviewed the Information & Assistance report as of July 2015. There
were 16 enrollments into ContinuUs with 3 disenrollments in the months of June and
July. There were 6 enrollments into IRIS with 3 disenrollments in the months of June
and July.

10. Transportation Requests (Out of County/Weekend)
The following out of county requests were presented to the Council for approval:
Sept. 6: River Falls using the Hudson van to Red Wing; Sept. 10: Somerset to Stillwater;
Sept. 12: New Richmond to Amery; September 13: Somerset to Stillwater; Sept. 25:
Glenwood City trip to apple orchard out of county; Sept (date TBD): Deer Park to St.
Paul; Oct. 10: Baldwin & Glenwood City vans to Osceola for train ride; Dec. 5: Baldwin
& Glenwood City vans to Menomonie for a play; Sept. 23: Glenwood City to Stillwater.
A motion was made by Council member Schrank and seconded by Council member
Pelnar; motion carried.

11. 9th Annual Caregiver Conference
Council members received a handout regarding the upcoming Caregiver Conference to be
held on Friday, Sept. 25 at WITC - New Richmond.
RESULT: DISCUSSED
12. 2015 Walk to End Alzheimer's
The ADRC of St. Croix County has a team. The event will be held on Saturday, Sept. 19
at the Deerfield in New Richmond. The walk covers Pierce and St. Croix Counties and
the monies raised stays within those communities.

2016 ADRC & Aging Budget

ANNOUNCEMENTS & CORRESPONDENCE
Beckman highlighted the Speaker Vos 'Creates Three Biapartisan Task Forces' handout provided
to the Council that was not part of the meeting packet.
The Council was given three handouts regarding events taking place at some of the Senior
Centers.
Our House Senior Living in River Falls will be converting to a Memory Care Unit.
The state will be providing a refresher course regarding 100% time attendance recording in
September for the ADRC staff who take part in time reporting.
The County has recreated a sub committee for transit planning in the county. There are three
supervisors, county staff and other individuals from outside agencies on the committee. The
committee just meet recently and will be meeting regularly regarding the transportation needs
within St. Croix County.
A new Nutrition Program Manager has been hired for Baldwin Senior Center.
There was discussion regarding the starting time of the COAD meetings. The meetings will now
begin at 8:30 a.m.
