APPROVAL OF MINUTES 1.Council on Aging and Disabilities – Regular Meeting – August 21, 2015 8:30 AM Council on Aging & Disabilities Vice Chair Schrieber asked if there were any additions, deletions, or corrections to the August 21, 2015 COAD minutes. With none noted Vice Chair Schrieber stated the minutes are approved as printed. RESULT:ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1.Adult Protective Services Jo Anne Friedell, APS Social Worker, presented information regarding the Adult Protection Service (APS) program. Friedell and Bonnie Edlund make up the Adult Protection Unit within Behavioral Health. The two population groups that the APS workers work with are those that are considered vulnerable adults and the elderly. They are required to respond to inquiries or referrals regarding allegations of abuse (physical, emotional, or financial), neglect or self neglect within some degree within 24 hours. The APS unit is also required to review all the Protective Placements through St. Croix County regardless of where the person is placed in the state. They work closely with Corporation Counselor for legal consultation. Since 2011, the number of referrals have increased from 163 to 333 in 2014. As of August, there were 350 referrals. Friedell provided some case examples that they have worked on over the year. RESULT:DISCUSSED 2.Council on Aging and Disabilities Review of the 2016 Budget Request Beata Haug, HHS Financial Manager, presented the submitted draft budget for 2016 to the Council for review. Council members received a folder with all the information that will be provided to the County Board for approval. A motion was made to approve the draft budget by Supervisor Anderson and seconded by Council Pelnar; motion carried. RESULT:DISCUSSED 4.2016-2018 Aging Unit Plan Draft Tracy Davis, Lead Community Services Coordinator, presented information regarding the 2016 -2018 Aging Unit Plan. The required goals were discussed. The focus areas are set forth by the state and as an Aging Unit we are expected to create goals to cover those focus areas. Look at more social media like Facebook and more information in the Service Directory. The ADRC News should be placed in more locations. The formal public hearing will be in October and the final plan will need to be approved after the recommendations have been made by Greater Wisconsin Agency on Aging Resources, Inc (GWAAR). A motion to approve the 2016-2018 Aging Unit Plan draft was made by Council member Kiesler ; seconded by Council member Pelnar; motion carried. The closest one will be in Hayward on Monday, September 21 at 6 p.m. The state is required to receive public comment regarding the redesign of IRIS and Family Care system. Individuals can email, mail or testify at the public hearings. There was discussion to submit a letter to CMS and for public comment similar to the Milwaukee County letter. The COAD directed Chair Ostness and ADRC Administrator create a letter and have Council members Zaske and Schreiber review the letter prior to submitting. RESULT:DISCUSSED 6.Information & Assistance Update Sheet Council members reviewed the Information & Assistance report as of August 2015. There were ten enrollments into ContinuUs with four disenrollment. There were no enrollments into IRIS with four disenrollments. RESULT:DISCUSSED 7.Transportation Requests (Out of County/Weekend) The following out of county requests were presented to the Council for approval: Sunday, Oct. 11 - Somerset: cruise on St. Croix River; Thursday, Oct. 15 - Baldwin: 2 vans to Cady Cheese/Maple Leaf Apple Orchard trip. A motion was made by Council member Pelnar and seconded by Council member Drath; motion carried. The Benefit Specialists will be providing Medicare Open Enrollment sessions in the next couple of months. Information regarding Medicare Part D will be in the October issue of the ADRC News and individuals are encouraged to review their plans. RESULT:DISCUSSED 9.9th Annual Caregiver Conference Beckman reminder the Council members that registration is still open for those interested in attending the Caregiver Conference on Friday, September 25. The conference is a five county initiative with many vendors and break out sessions. RESULT:DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Final 2016-2018 Unit Plan presentation Tara Murdzek, Caregiver Support Coordinator ANNOUNCEMENTS & CORRESPONDENCE Liza Gibson, Elder Benefit Specialist received kudoos in the Benefit Specialist newsletter. The Walk to End Alzheimer's will be held on Saturday, September 19 at the Deerfield in New Richmond. The Remember project has started. Schedules are available at the ADRC or in the newsletter.
