CALL TO ORDER
The October 16, 2015 meeting of the Council on Aging & Disabilities was called to order by
Chair Dave Ostness at approximately 8:30 a.m.

APPROVAL OF MINUTES
Council Chair Ostness asked the Council if there were any changes, corrections, or additions to
the September 18, 2015 meeting minutes. With none noted, Chair Ostness approved the minutes.
1. Council on Aging and Disabilities – Regular Meeting – September 18, 2015 8:30 AM

No public comments were presented.
BUSINESS ITEMS
1. 2016 - 2018 Aging Unit Plan Draft - presentation
Davis noted that the presentation was noted as the public hearing for the 2016-2018
Aging Plan Final. Davis presented a power point presentation to the COAD summarizing
the 2016-2018 Aging Unit Plan Final. The entire draft plan was provided to the COAD
members at the September 18, 2015 meeting and approved. There were a few revisions
that were requested to be made once reviewed by GWAAR. The plan context must
answer the following questions:
- Who are the current and future older persons?
- What needs have been identified?
- How is the long-term care system organized to support older persons in the county?
- What is the role of the aging unit with ADRC?
- What is the role of the aging unit in long-term care?
- What are the critical issues/challenges/resources & partnerships?
There were 4 listening sessions held throughout the county and a public notice was
printed in the official county paper - New Richmond News and the October issue of the
ADRC News. The goals for the plan period relate to Involvement of Older People in
Aging-Related Program Development and Planning; Elder Nutrition Program; Healthy
Aging; Services in Support of Caregivers; and Services for People with Dementia. Each
county is also allowed to choose a local goal and the ADRC choose Improving
Transportation Services in St. Croix County.
The complete 2016-2018 Aging Unit Plan is on the ADRC web page and can be available
for viewing at the ADRC.

2. Financial Reports
The Council received Financial reports for August 2015. There are no variations or
concerns at this time.

3. 2016 Budget Detail Department Worksheets
HHS Director Johnson reviewed the budget worksheets in the packet. There was
discussion pertaining to the Fund Balance for Aging and ADRC. There was a concern
that the fund balance dollars not go back to the general fund. It was mentioned that there
is one position request for the ADRC for a part-time Disability Benefit Specialist.

4. Information & Assistance Update Sheet
Council members were provided a handout regarding the activities in September. There
were five enrollments into ContinuUs and three disenrollments; there was one IRIS
enrollment and two disenrollments.
There was discussion on the number of enrollments into Family Care and whether St.
Croix County is trending the same as other counties within the State. There was a
suggestion to see if a representative from IRIS would be willing to present information to
the COAD.
The state is conducting a satisfaction survey to individuals who have received assistance
through the ADRC Information & Assistance Specialists.

5. ADRC Community Services Coordinator Senior Centers/Transportation Programs
Presentation
Tracy Davis, Community Services Coordinator, presented her job duties. She works
closely with the Senior Center Boards, oversees the Transportation programs such as the
Specialized Transportation Program and the Volunteer Medical Transportation Program.
She writes the Aging Unit Plan, 85.21 Specialized Transportation Grant, and assist with
writing grants with the Senior Center Board Program. She works a lot in the community
and plans the big events hosted by the ADRC.

6. Nutrition Stats - 3rd qrtr of 2015
COAD members were provided with the 3rd quarter stats comparing 2014 and 2015
numbers. Overall the numbers are staying steady.

7. New Richmond Senior Center - relocation update
The COAD was updated regarding the New Richmond Senior Center. The current lease
will be ending June 30, 2016 and the Senior Center will need to find a new location. A
few locations have been toured - nice spaces, but there are down falls. The New
Richmond VFW presented their future building plans near Hatfield Park. The plans
include the Senior Center, but it may not be complete before the lease ends. Other
locations will still be toured. The Senior Center Board members have been working hard
to find a new location.

8. Letter to Center for Medicare and Medicaid Services (CMS)
COAD members reviewed the letter that was sent to CMS regarding the Public Comment
for IRIS 2.0. If comments are received, they will be shared with the COAD members.

9. Transportation Requests (Out of County/Weekend)
The following out of county requests were presented to the Council for approval:
Sunday, November 29: River Falls to Bloomington, MN for Day Trippers Theatre;
October 24: Deer Park to Elk Mound.
A motion was made by Supervisor Anderson and seconded by Council member Pelnar;
motion carried.

10. Monster Mash Bash
The Monster Mash Bash will be held on Friday, October 30 at the Community Commons
in New Richmond. All have been invited to attend.
RESULT: DISCUSSED
11. 9th Annual Caregiver Conference - update
Chair Ostness expressed that the day was very nice and well attended. It is a very well
recognized conference throughout the county and the five surrounding communities.
The committee is working on the 10th Annual conference for 2016.

12. Medicare Part D Open Enrollment
COAD members received a flyer showing when the Benefit Specialists will be presenting
information on open enrollment at the local hospitals. Open enrollment began on
October 15 and runs until December 7. The Benefit Specialists have been busy meeting
with individuals seeking assistance.

REQUEST FOR FUTURE AGENDA ITEMS
Member of the Alzheimer's Association regarding funding.
ANNOUNCEMENTS & CORRESPONDENCE
Chair Ostness spoke about Voss and the Alzheimer's Association and the Task force regarding
dementia. He spoke with Secretary Kitty Rhoades regarding the funding for the DCS program in
2016. She provided written correspondence that the program will be funded through 2016.
Council members were provided with a handout from the Alzheimer's Association listing
Education Sessions throughout Wisconsin. The Remember Project has begun and is going well.
The next IRIS 2.0 public hearing will be on October 29 in Madison with intended audience of
providers, payers and organizations interested in becoming integrated health agencies. The
hearings are available via web cast for those unable to attend.
Beckman mentioned a couple of thank yous regarding assistance provided by the Information &
Assistance Specialist and another by the Disability Benefit Specialist.
