HomeMy WebLinkAbout02 14 2019 Safety and Security MinutesSAFETY AND SECURITY COMMITTEE MEETING Thursday, February 14, 2019 Present: Kevin Grabau, Ken Witt, Pat Thompson, Ashley Xiong, Kristi Severson, Cathy Halverson, Beth Pabst, Jim Elsbury, Scott Knudson, Cindy Campbell, Kate Jennings, Judge Needham and Kyle Kulow #1 Review of Minutes from August 9, 2018 Approved. #2 Review of St. Croix County Safety Programs a. SCC Safety Programs – Draft Document Witt reported that he is working with Dusty Thompson to put together a document containing all of the Safety Programs for the County. A draft of the document was provided to the committee. The document is a compilation of everything the County has been doing but may not have been documented. The document will be reviewed by the Safety Committees at each building and when approved will be placed on The Bridge. b. Evacuation Plans Halverson reported she would like the evacuation plan changed to have Victim Witness report to the assembly area assigned to the District Attorney’s Office since Victim Witness is a part of the DA’s office. Severson brought to the Committee’s attention that the location of the command post needs to be updated because the St. Croix County sign is in a new location. She also noted the listing of Department Heads needs updating. c. Imminent Threat Plans The plan will be revised designating an assembly area for employees to report to after the all clear is given. d. Severe Weather Plans Grabau noted that some of the maps incorporated into the plans are cut off and need to be fixed on The Bridge. #3 Building Security Supreme Court Rule 68.05 requires the County to have a Safety and Facilities Committee and identifies the members who should serve on the committee. Judge Needham reported he is not interested in creating a new committee but would like to expand the membership of this committee to ensure the members outlined in the Supreme Court Rule are invited to attend and participate in these meetings. Grabau noted that many of the members identified in the Supreme Court Rule are on the committee but are not showing up. The list of members currently on the committee will be reviewed to determine if members need to be added per the Supreme Court Rule. Campbell inquired if the media should be given notice of the meeting. It was determined this should also be reviewed. It was reported that employees have been letting the general public into the building after the close of business. It was determined this happened most frequently in January when the building hours changed and members of the public were coming to pay taxes and weren’t aware of the change in building hours. #4 Facilities Update Emergency Evacuation plans have been updated and installed at both the Service Center and Government Center. The Key Watcher system has been installed and activated. The Key Watcher tracks who has the key to a particular vehicle. The Key Watcher also tracks who has the “Quiet Room” key. #5 Other Sheriff Knudson reported they are not confiscating many items at the front entrance of the Government Center. He noted occasionally they will find paraphernalia. It was suggested that it might help employees and the public gather up their items faster if security offers them a small container to place small items such as keys and change. Sheriff Knudson reported that inmate transfers from the jail into the courtroom is working well. He reported high-profiled inmates appear in courtrooms 2 or 3 or via videoconferencing. An inquiry was made as to what employees should do when a member of the public accidentally falls in the parking lot or in the building and the person wants to report it. Ken reported that there is in incident form on The Bridge that employees can give to members of the public to complete and submit to Administration. #6 Agenda Items for Next Meeting ALICE training is held annually in the summer months for new employees.
