RM 1216 - Government Center Or MS Teams (see email) Attendance: Ellen Denzer, Community Development Department Director; Meagan Blietz, First Deputy Register of Deeds; Corey Hughes, County Surveyor; Terry Andersen, Emergency Communications Manager; Doug Avoles, GIS Analyst II, LIO Alternate; Denise Anderson, County Treasurer; Don Timmerman, St. Croix County Realtor; Charles Green, Planning/GIS Technician; Brett Budrow, Real Property — LIO; Jerry VanSomeren, County Board Supervisor; Paul Yang, IT Analyst. Introductions of new land information council members and Land Information Staff. Jerry VanSomeren, County Board Supervisor; Doug Avoles, GIS Analyst II; Charles Green, GIS Planning GIS Technician; Cory Hughes, County Surveyor, and Paul Yang, IT were introduced. 2. Budrow explained the statutory purpose and required personnel makeup of of the Land Information Council to the council and the new members. 3. Motion to approve minutes of the November 4th, 2021 Land Information Council meeting, motion by Don Timmerman, second by Jerry Anderson, approved unanimously 4. Budrow reviewed the 2023 St. Croix County Land Information Budget with the Council. The council reviewed the budget with no comment. Personnel, training, software, hardware budgets, etc... were discussed. The council reviewed the budget with no comment. 5. Land Information projects were reviewed with the Council. a. 2022 Eagleview/Pictomety Oblique/Orthophotography project is complete. The oblique photography is available to staff through the Connect Explorer app and ArcG I S. b. The 2021 3D Elevation Program QDEP) was reviewed funding was discussed and the timeline of receiving the data was reviewed. c. PINtegrity, Register of Deeds project was discussed by ROD representative. 6. NG911 GIS Grant was reviewed. St. Croix County requested $17,060 for software and supplemental staff services for address qa/qc. 7. Software and hardware upgrades. a. Budrow presented possible timeline for changes to the GCS/LandNav platform for the Treasurer and Real Property Lister. Anderson provided timeline for the Treasurer platform, sometime in late 2023. b. Avoles presented the LIO plans for upgrading software to the ArcGIS Portal, Parcel Fabric, and server hardware upgrades. 8. CRIS, Confidential Record Information Shielding — Budrow and Blietz shared knowledge of potential legislation across the country and Wisconsin concerning privacy of land records. Several council members shared their privacy concerns and concerns of continued ability to complete business with access to land records. 9. 2023 Land Information Grant Project. Budrow reviewed the 2023 WLIP Grant Application with the council. Budrow explained the training and education grant and the use of the SIG for the 2025 WROC Aerial Imagery acquisition. It is expected the grants will be reduced in 2024 and 2025 because of higher interest rates and reduced recording fees. Budrow discussed the permitting and Laserfiche/ArcGIS Integration project. Avoles explained the request for ArcGIS Image Server. The county has multiple years of imagery, Image Server will allow the county to manage, analyze and serve the data more efficiently. 10. Other business. There was interest by Don Timmerman to have LIO staff present land information website to realtors' association, Denzer also suggested the builder's association. 11.
