1. Substance Abuse & Trauma Informed Care Subcommittee of the Community Justice
Collaborating Council – Regular Meeting – June 21, 2017 12:00 PM

BUSINESS ITEMS
1. Substance Abuse/Trauma Informed Care Subcommittee Priorities
Discussion was held on potential priority areas for this subcommittee; 1.) Resources in
our geographic area, 2.) Children & Family Services, 3.) Trauma Informed Care, 4.) Day
Report Center - treatment, 5.) OWI Track within the Adult Drug Court. Children and
Family Services should not be a priority for this subcommittee. Fred Johnson commented
about the work currently being done in this area at the Health and Human Services
Department and they are developing a model. This might not be a topic for this
subcommittee. Mr. Johnson stated he will keep this subcommittee informed as needed on
this topic. Roger Larson asked about AODA as a generational issue and Matt Zabel
responded that interventions with families does take place. Fred would like to see
trauma informed care as a priortity for this subcommittee and narrow the focus. Judge
Waterman asked about the OWI track as a priority for this subcommitee. Kristen DePrey
stated that we should keep the AODA service issue related to the the OWI track as a topic
of focus. Judge Needham asked about the genesis of an OWI track in the Adult Drug
Court and Judge Waterman discussed the treatment aspect of it. Fred Johnson stated that
we should focus on treatment issues and and trauma informed care as priorities of this
subcommittee. Lisa Multhauf showed the group available treatment services within 40
miles of our geographic location. Most of the treatment options are located in the Twin
Cities area. The priority areas for this subcommittee will be; 1.) Tramau Informed Care,
2.) Available Resources in the area for substance abuse.
RESULT: DISCUSSED
2. Substance Abuse/Trauma Informed Care Subcommittee Workplan
Trauma Informed Care (TIC); Fred Johnson suggested collaborating with other
committees like the CARES Coalition. Joan Sprain discussed state resources on this
topic. Discussed Julie Kring's presentation on TIC and informed practices. Joan Sprain
asked if Health & Human Services(HHS) is applying TIC practices. Fred Johnson stated
that HHS is new at this but they are making progress. Lisa Multhauf asked about
incorporating TIC into the criminal justice system. Judge Needham asked about TIC and
if the Probation & Parole agents have had training in this area. He stated that he does
reveiw Pre-Sentence reports differently than he did before. Fred Johnson asked how we
make TIC tangible for this subcommittee and how do we deal with Adverse Childhood
Experiences (ACEs) and TIC in the criminal justice system. Judge Waterman discussed
ACE scores and in the Adult Drug Court what should we do when we know the score. He
also gave his perspective as a Judge on this topic. Further Discussion was held on ACE
scores and what we as a subcommittee need to do. Judge Needham gave suggestions on
what Law Enforcement can do when they are interviewing in a family situation. These
techniques can minimize the trauma issues with the children. As a system we should
think about things differntly when it comes to TIC. Matt Zabel suggested looking at
family issues and Fred Johnson discussed prevention and education. Kristen DePrey
asked the group for suggestions on how we move forward. Joan Sprain will give a report
from the CARES Coalition. Summary of Workplan - Substance Abuse; Look at
availability of AODA services in our area. Kristen DePrey suggested doing more
research on available treatment options. Discussion was held on AODA Assessments
and treatment services in our area. Lisa asked if we should look at treatment options in
our County or should we look at a geographical area. We should also look at gaps in
services. Fred Johnson asked how we identify gaps in services. Kristen DePrey
responded that if you are looking for something and can't find it that is how it is
identified. Judge Needham asked about skewed assessments vs treatment availability.
Fred Johnson suggested asking treatment providers, law enforcement, schools, Judicial,
District Attorney about gaps in resources. There is a risk that we identify more than we
can handle. Kristen DePrey would like to ask outside agencies and put together a survey.
Judge Needham stated that we should include the Department of Corrections, Probation
& Parole Office in this process. He also stated it would be helpful to know what is
available for treatment for juveniles as well as dual diagnosis treatment options.
Discussion was held on Medication Assisted Treatment (MAT). Kristen DePrey
suggested looking into this as a service gap. In our area we are not seeing a lot of opiod
abuse, but methamphetamine and alcohol abuse remain consistent. Some facilities are not
supportive of MAT and what insurance companies covers should also be reviewed. Lisa
and Kristen will put together a survey to include adolescents and dual diagnosis. Fred
Johnson suggested looking at MN to quantify how many facilities per 1000 residents in
our County vs MN. We need to examine and understand the difference and if it is in part,
a political issue.
