Michael Waterman. APPROVAL OF MINUTES 1. Substance Abuse & Trauma Informed Care Subcommittee of the Community Justice Collaborating Council – Regular Meeting – May 10, 2017 12:00 PM Minutes were accepted. RESULT: ACCEPTED PUBLIC COMMENT BUSINESS ITEMS 1. Substance Abuse/Trauma Informed Care Subcommittee Priorities Priority areas were discussed. The following should be considered as core priority areas for this Subcommittee; 1.) OWI Track within the Adult Drug Court, 2.) Impact of substance abuse within the family, 3.) Trauma Informed Care, 4.) Day Report Center AODA Issues. Lisa Multhauf discussed other treatment options in our geographic area. We have Health and Human Services (HHS) and Programs for Change/Hudson Hospital. At this time are we looking for other treatment options for adults and juveniles. Patty Schachtner gave an example of a methadone clinic she just found out about. Kim Kitzberger asked if there a possibility to have someone come and speak about the clinic? Ms. Kitzberger suggested putting a list of treatment resources together so we can determine future needs within our County. Discussion was held on which agenda items we should continue to focus on. Ms. Kitzberger stated that the OWI Court track is on the fence and is dependent on receiving grant funding for the initial training. There is no exact date on when funding might be available for OWI training. There is group consensus to start with what we have for each priority item and develop an action plan for each to be followed at future meetings. RESULT: DISCUSSED 2. Substance Abuse/Trauma Informed Care Subcommittee Work Plan Discussion was held on the development of a work plan for each priority item. Lisa Multhauf can pull service locators and bring to next meeting. Lisa and Kristin will develop a list of AODA treatment resources. Fred Johnson suggested that once the list is created we can look at the gaps and possibly bring to other subcommittees to see how we can impact issues. We should find out what we need to do to fill these gaps, look for additional resources, which will take time, but it’s our responsibility in this subcommittee to start this process. Patty Schachtner stated there are frequently asked questions for parents who need help with their children. The group had a discussion on what a parent should do if they’re worried about their child regarding substance abuse addiction/issues. The bottom line should be; look at what we have, what we need, and what our community needs to know to help addressing AODA issues. OWI- wait until we hear about funding then go from there. Trauma Informed Care: One possibility would be to hold a presentation on trauma informed care and Adverse Childhood Experiences (ACES) and maybe have this at the CARES Coalition meeting. Joan stated that they have switched their mission from the detection of ACES to the prevention of them. This also includes public education as one approach. Ms. Sprain will report back to this subcommittee after the next CARES Coalition meeting. Further discussion was held on ACES and this should continue to be a priority as it relates to training, interpretation, and looking at what is being done in other jurisdictions. Impact of Substance Abuse within the Family: In St. Croix County we are seeing a significant increase in the number of alternative placements for children. These children are being affected by substance abuse issues within the family. Fred Johnson will bring back a report with more information to look at. This issue should also be brought back to the Community Justice Collaborating Council (CJCC) because this is a county wide issue and collaboration will be key to impacting this issue. Patty Schachtner suggested inviting school district administrators to a CJCC meeting to discuss and educate them on the impact on children experiencing substance abuse issues within their families. Kim Kitzberger will also review any research on family treatment courts and survey our State to see if others have a model like this. Day Report Center (DRC): Discussion was held on treatment availability and what to do when treatment is available and individuals do not want it. A group of St. Croix County employees will be visiting the Community Transition Center (CTC) in Eau Claire on June 23, 2017 to review their policies and procedures. Kristin DePrey expressed concern that some individuals in need of services are not coming in to seek assistance and this can't be forced on them. Ms. DePrey is working with the Jail Captain to provide treatment services for those individuals who are failing or having issues with testing at the DRC. Working with the Sheriff's Office will continue to be a work plan priority for this subcommittee. RESULT: DISCUSSED 3. Substance Abuse/Trauma Informed Care Subcommittee Membership Discussion was held on the expansion of subcommittee membership, but we have to review the current and proposed CJCC Bylaws to see if this will be possible. Fred Johnson will address this issue at the CJCC Executive Subcommittee meeting and report back. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Future agenda items should include our list of priorities, and a presentation on the substance abuse action plan.
