CALL TO ORDER
This first meeting of the Substance Abuse/Trauma Informed Care Subcomittee of the
Community Justice Collaborating Council (CJCC) was called to order by Convener Behavioral
Health AODA Supervisor Kristin DePrey at 12:00 p.m. on May 10, 2017. Convener DePrey will
preside over this subcommittee meeting until a chair and vice chair are elected.

BUSINESS ITEMS
1. Election of CJCC Substance Abuse/Trauma Informed Care Subcommittee Chair
Convener Kristin DePrey asked for nominations for Chair of the Substance
Abuse/Trauma Informed Care Subcommittee of the Community Justice Collaborating
Council (CJCC). Joan Sprain nominated Kristin DePrey, which was seconded by Patty
Schachtner. A motion to close nominations and cast a unanimous ballot nominating
Kristin DePrey as Chair of the Substance Abuse/Trauma Informed Care Subcommittee of
the Community Justice Collaborating Council (CJCC) was made by Patty Schachtner.
This was seconded by Lisa Multhauf. A voice vote was taken and all approved.
RESULT: APPROVED [UNANIMOUS]

2. Election of CJCC Substance Abuse/Trauma Informed Care Subcommittee Vice Chair
Chair Kristin DePrey asked for nominations for Vice Chair of the Substance
Abuse/Trauma Informed Care Subcommittee of the Community Justice Collaborating
Council (CJCC). Patty Schachtner nominated Diversion Program Coordinator, Lisa
Multhauf. This was seconded by Fred Johnson. A motion to close nominations and cast
a unanimous ballot for Lisa Multhauf was made by Patty Schachtner,and seconded by
Joan Sprain. A voice vote was taken and all approved.
RESULT: APPROVED [UNANIMOUS]

3. CJCC Substance Abuse/Trauma Informed Care Subcommittee Membership
Discussion was held on membership for this subcommittee. The following was
suggested for potential membership; 1.) Day Report Center representative, school
districts, private providers, and 4-H Extension. We should identify who might be of the
most assistance from school districts or have each of them make recommendations.
RESULT: DISCUSSED
4. Possible Development of an OWI Court in St. Croix County
Discussion was held on the possibility of establishing an OWI track within our current
Adult Drug Court. Judge Needham commented on OWI issues within our County, public
safety concerns, and the need to trust the local P&P Office when supervising these types
of offenders. He also referred to available research to support any decision made about an
OWI Track within Drug Court and we should punish the behavior (driving), not the
drinking. Patty Schachtner discussed the need for more interventions for people abusing
alcohol and Joan Sprain said trauma issues in these individuals should not be overlooked
as we deal with them. The consensus of this subcommittee is to support the submission of
a grant to support the Adult Drug Court Team receiving training to implement an OWI
Track within their program. Chair DePrey discussed treatment options for OWI offenders
through the Department of Health & Human Services. Correspondence from Judge
Waterman supporting the training opportunity for an OWI Track was disseminated.

5. Establish Meeting Schedule for CJCC Substance Abuse/Trauma Informed Care
Subcommittee
It was decided that this group will meet on the 2nd Wednesday of each month starting in
July, 2017. The next meeting will be June 21, 2017, 12 p.m., Government Center -room
1216.

6. CJCC Substance Abuse/Trauma Informed Care Subcommittee Priority
Suggested priorities for this subcommittee; 1.) OWI Track within Adult Drug Court, 2.)
Impact of Substance Abuse on children and family placements, 3.) Trauma Informed
Care presentation by Health & Human Services (HHS) to include Adverse Childhood
Experiences (ACEs) scores, 4.) Day Report Center - treatment options for those violating
bail/bond conditions. It was suggested that we have a report from the Day Report Center
at the next meeting.

7. CJCC Substance Abuse/Trauma Informed Care Subcommittee Work Plan
Fred Johnson commented that we could sort out relevant issues at future meetings. This
item will be placed on the agenda for the next meeting
