HomeMy WebLinkAbout06 14 2018 Mental Health Minutes MEETING MINUTES MENTAL HEALTH SUBCOMMITTEE OF THE COMMUNITY JUSTICE COLLABORATING COUNCIL June 14, 2018 8:30 AM SCCSC Room 172 St. Croix County Services Center - Room 172 - 1752 Dorset Lane, New Richmond, Wisconsin CALL TO ORDER This meeting of the Community Justice Collaborating Council (CJCC) Mental Health (MH) Subcommittee was called to order at approximately 8:30 AM by Chair Fred Johnson. Mental Health Subcommittee of the Community Justice Collaborating Council – Regular Meeting – April 12, 2018 8:30 AM CJCC-MH Subcommittee Chair Fred Johnson asked if after review of the April 12, 2018 minutes if any edits needed to be made. With no changes noted the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT CJCC MH Chair Fred Johnson opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. Unlocked Receiving Facility for Emergency Detentions Donovon Schumacher provided an update on the conversations he had regarding unlocked facilities and how they are working with emergency detentions. Mr. Schumacher learned that Kenosha County and Jefferson County do not have an unlocked receiving facility for ED's, though Kenosha County is looking into a Community Based Residential Facility (CBRF) as an option to handle some emergency detentions. Bayside Place in Madison/Dane County does have a CBRF as a diversion facility but will receive some emergency detentions. They contract with several counties but only started taking ED's about 3-4 months ago. Donovon shared some of the details he learned about the Bayside Place process, services, billing rates and experience so far. The Director of the CBRF facility is willing to meet with and share more information with this committee. Donovan will reach out to the counties that contract with this facility and get their feedback. Donovon has also heard that Harpers Place in Rock County will receive ED's but he will follow up on this and get info back to the CJCC Mental Health Committee. Discussion followed. Thoughts are an unlocked Community Based Residential Facility (CBRF) isn't a solution to Winnebago transports but could be a beneficial option to minimize transports and serve as a diversion or stabilization option. Things to consider include is there a provider or a facility in this area that would possibly take this on, and what other services would they be expected to provide, such as psychiatry. Will consider a possible call with staff from these facilities and Donovon will report back any additional information he gets. RESULT: DISCUSSED 2. Community Justice Collaborating Council Mental Health Subcommittee Work Plan on Hospital Emergency Department Tele-Health Pete Vandusartz informed the group that technically things are up and running inside Hudson Hospital. Bridget is currently doing clinical assessments, face to face in the emergency department, and they have had a couple of voluntary placements. Things are not complete as far as having the certifications by the counties and the state . Pete reported that the State Division of Quality Assurance is working in getting counties licensed and certified for telehealth. St. Croix County is certified for telehealth but waiting on an amendment approval from the state. In addition, contracts with counties and hospitals still need to be completed, equipment funded by the grant is being tested and training on equipment use is in process. Next steps will be getting process operational with Westfield's and Amery Hospitals before going live with all. Telehealth will be available from 10 AM-2AM, 7 days a week, and will augment Northwest Connections services for clients that present in the emergency room. July 1, 2018 to June 30, 2019 is the pilot period. The initial State grant money needs to be spent by Jan. 2019, though there are other private grant funds that will supplement the work moving forward until end of the pilot period. Sustainability planning also includes billing for services. RESULT: DISCUSSED 3. Regional Emergency Detention Bed Need Resolution The subcommittee members reviewed the draft of the resolution and provided some feedback which included minor grammatical and punctuation edits. In addition, a change in the ninth paragraph was made to include language regarding overall reimbursement rates that include Wisconsin Medical Assistance. Finally, a change was suggested to add more language regarding the impact on consumers such as consumers being handcuffed and the distance taken from their families and support systems. Motion made by Alison Page to approve the suggested changes and move the resolution on for approval by the full Community Justice Collaborating Committee (CJCC), Public Protection and Judiciary (PP&J) and then on to the full County Board of Supervisors, this was seconded by Chief Mark Richert. Voice vote was taken and all approved. RESULT: APPROVED [UNANIMOUS] AYES: Fred Johnson, Scott L. Community Justice Collaborating Council Mental Health Subcommittee Work Plan on Area Bed Need for Emergency Detentions Consensus of the Subcommittee is to continue to follow up on the current areas of focus; Work on getting the resolution through the county committees and on to the state, continue to brainstorm solutions for the area bed need and continue implementing telehealth around the area. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS If available, a summary report of Amery Hospital's financial assessment. Feedback regarding the State survey on bed need assessment. Possibly have Lt. Gary Simacek from the Jail report on the number of consumers struggling with mental illness that are in the jail, the services they are receiving and how long it is taking for them to be assessed.
