HomeMy WebLinkAbout10 25 2018 Mental Health Minutes MEETING MINUTES MENTAL HEALTH SUBCOMMITTEE OF THE COMMUNITY JUSTICE COLLABORATING COUNCIL October 25, 2018 8:30 AM Room 156 St. Croix County Services Center St. Croix County Services Center - Room 156 - 1752 Dorset Lane, New Richmond, Wisconsin CALL TO ORDER This meeting of the Community Justice Collaborating Council (CJCC) Mental Health (MH) Subcommittee was called to order at approximately 8:30 AM by Chair Fred Johnson. Mental Health Subcommittee of the Community Justice Collaborating Council – Regular Meeting – June 14, 2018 8:30 AM CJCC-MH Subcommittee Chair Fred Johnson asked if after review of the April 12, 2018 minutes if any edits needed to be made. With no changes noted the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT No Public Comment. BUSINESS ITEMS 1. Western Wisconsin Region Counties Emergency Detention and Regional Bed Need Presentation The Subcommittee reviewed a power point as well as data presented at the Western Region Counties bed need meeting. Discussion followed. Chair Johnson shared that he has a meeting tomorrow where he hopes to get additional information regarding the bed need study that was conducted by the state. Any information he gets will be shared with this subcommittee. RESULT: DISCUSSED 2. Hospital Emergency Department Tele-Health Report. Tele-Health was implemented in September at Western WI Health, Westfields, Hudson, River Falls and Amery hospitals. It has been a learning process for all, but overall it is going well. Work is being done to orient law enforcement, as well as on some of the variances in requirements between MN and WI and placement concerns. The hope is that tele-health can assess the client, provide a solution, and resolve concerns prior to law enforcement involvement. If no solution is reached then law enforcement would be involved. RESULT: DISCUSSED 3. Law Enforcement Crisis Intervention Training Report The scheduled training's have been completed with much positive feedback. Jail Lieutenant Gary Simacek reports the jail staff attended the training's and are using the skills learned. The plan is to offer the training again, likely every other year, so new staff can be trained. Currently looking to get someone to head this up again and will be brought up at the next Chief's meeting. Moving forward there will be a tuition charged to attend as the grant funding has been depleted. RESULT: DISCUSSED 4. St. Croix County Jail Report on Mental Health Needs in the Jail Jail Lieutenant Gary Simacek informed the subcommittee members that currently there are 3 receiving cells for those inmates requiring close watch and they are utilized daily. Access to placement for additional mental health care for these inmates can sometimes take up to 4 months. The jail does contract 20 hours a week for some minimal mental health services for the jail population. The increased numbers of consumers displaying mental health needs and requiring mental health watch is taxing on space but also staff, as these consumers are often very agitated. Jail staff and facilities staff are currently doing a study to determine best use of space for additional special needs cells. Anyone from this subcommittee is welcome to tour the jail facility and provide feedback, just contact Gary. Discussion had on other services needed within the jail and potential ways to implement these services. RESULT: DISCUSSED 5. Community Justice Collaborating Council Strategic Planning Subcommittee Structure and Approval of Subcommittee Goals The Community Justice Collaborating Council (CJCC) planning session held in July focused on the current structure of the CJCC. In reading the draft minutes from that meeting it seems that the Council would propose all CJCC Subcommittees be restructured to allow them more flexibility. The new structure would have each subcommittee made up of 3 members from the CJCC Executive Committee as their core and this core group could then determine who the additional members or contributors might be. The additional flexibility may help with the quorum issues as members will be allowed to participate in their area of focus and then step back. This restructure provides an opportunity for this MH Subcommittee to reset and determine if our current goals are at a point where this groups work is done and progress is being made, or if we change our focus or members. Chair Johnson will recommend to the CJCC 3 members to continue this Mental Health Subcommittee and then reach out to determine the next meeting date. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS * Update on Mental Health needs in the Jail * Crisis Intervention Training (CIT) update * Follow up on State report regarding Western Region Bed need * Updates from Community Justice Collaborating Council reform planning ANNOUNCEMENTS & CORRESPONDENCE * Today from 11-1 at the Government Center in Hudson, a food truck will be conducting a fundraiser to support domestic violence. * Walk in Her Shoes, a presentation on domestic violence, is proposed to be part of the next Executive Community Justice Collaborating Council meeting in November.
