HomeMy WebLinkAbout02 14 2019 Mental Health Minutes MEETING MINUTES MENTAL HEALTH SUBCOMMITTEE OF THE COMMUNITY JUSTICE COLLABORATING COUNCIL February 14, 2019 8:30 AM SCCSC Room 172 St. Croix County Services Center - Room 172 - 1752 Dorset Lane, New Richmond, Wisconsin CALL TO ORDER This February 14, 2019 meeting of the Community Justice Collaborating Council (CJCC) -Mental Health Subcommittee was called to order by Chair Fred Johnson at approximately 8:30 AM. Mental Health Subcommittee of the Community Justice Collaborating Council – Regular Meeting – October 25, 2018 8:30 AM Chair Johnson asked the subcommittee members if after review of the October 25, 2018 minutes if any edits needed to be made. With nothing noted the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. Community Justice Collaborating Council Subcommittee Structure and Approval of Subcommittee Goals The Community Justice Collaborating Council (CJCC) updated bylaws were approved on January 17, 2019. The subcommittee reviewed the bylaws and approval of goals for the Mental Health Subcommittee. Discussion. RESULT: DISCUSSED 2. Community Justice Collaborating Council Mental Health Subcommittee Recommended Goals Goals for this subcommittee were discussed, thoughts shared on new goals and continued work on this subcommittees past goals. Consensus by the group on the goals listed below. *Continue pursuing inpatient emergency detention bed needs for this region. *Mental Health needs in the jail. Chair Johnson will invite the Sheriff's office to the next meeting to discuss their needs and this subcommittee's roll in assisting in this. *Crisis Services -Interventions via Telehealth as well as other potential options to address crisis situations. *Community Health Improvement Needs Committee (Healthier Together) has mental health as a goal, how or can we support them. Alison Page will reach out to the Healthier Together group for feedback or a presentation to this subcommittee on what they are working on. *Crisis Intervention Training-need a person to lead the planning and implementation of this. CJCC Coordinator Mike O'Keefe will check into scheduling this and plan with the presenters. He will inform this subcommittee of outcomes. RESULT: DISCUSSED 3. Community Justice Collaborating Council Mental Health Subcommittee Membership Subcommittee members suggested potential members or community partners to join this subcommittee. *Sheriffs Office representation -Chief Richert will reach out. *Jail Captain - Chief Richert will reach out. *Ministerial/Faith Based Member- Mike O'Keefe will reach out to Curt Thomassen from CJCC *Healthier Together representation-Alison Page will reach out to them to provide a report to this subcommittee. Likely no need to become a regular member, but more of a community resource. RESULT: DISCUSSED 4. Report on Regional Emergency Detention Bed Need Outreach Chair Johnson and Behavioral Health Administrator Steve Kirt reported on the outreach that's been done since the subcommittee last met. A discussion was had with Representative Stafsholt around reimbursement rates and the gap in costs. They shared potential ideas with him to fill or reduce this gap. Subcommittee members discussed other things that are possibly in the works that this subcommittee could possibly look further into or take action on. * The reinstating of the workgroup at the state level. * Review the state bed need study when available which may provide some insight on needs and plans for our area. * Intensive Residential Treatment Service (IRTS) facilities as a way to relieve inpatient beds and provide a continuum of care. RESULT: DISCUSSED 5. Establish Meeting Schedule of the Community Justice Collaborating Council Mental Health Subcommittee Group agreed that the 2nd Thursday, 8:30 AM. at the Services Center in New Richmond works for all. Next meeting will be March 14, 2019 @ 8:30 AM. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS *Mental Health needs in jail *Report back on Crisis Intervention Training *Follow up on State Bed Need report *Community Health Improvement (Healthier Together) report ANNOUNCEMENTS & CORRESPONDENCE No announcements. ADJOURN Chair Johnson called this February 14th meeting of the CJCC- Mental Health Subcommittee adjourned at approximately 9:30 AM. DATE OF NEXT MEETING Next meeting will be March 14, 2019 @ 8:30 AM in the St. Croix County Services Center, New Richmond.
