HomeMy WebLinkAbout03 28 2019 Mental Health Minutes MEETING MINUTES MENTAL HEALTH SUBCOMMITTEE OF THE COMMUNITY JUSTICE COLLABORATING COUNCIL March 28, 2019 8:30 AM SCCSC Room 172 St. Croix County Services Center - Room 172 - 1752 Dorset Lane, New Richmond, Wisconsin CALL TO ORDER This March 28, 2019 meeting of the Community Justice Collaborating Council-Mental Health Subcommittee was called to order by Chair Fred Johnson at approximately 8:30 AM. Mental Health Subcommittee of the Community Justice Collaborating Council – Regular Meeting – February 14, 2019 8:30 AM Chair Johnson asked the subcommittee if after review of the Feb. 14th minutes if any editing was needed. With nothing noted the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. Community Justice Collaborating Council Mental Health Subcommittee Membership Community Justice Collaborating Council Mental Health Subcommittee members discussed the need for any new members based on goals determined for this subcommittee. Chief Deputy Cathy Borgschatz, from the Sheriff's Office, is interested in becoming a member of this subcommittee. Motion made by Chief Richert to add Chief Deputy Cathy Borgschatz as a member, this was seconded by Chief Young. A voice vote was taken and all approved. No additional members at this time. RESULT: APPROVED [UNANIMOUS] MOVER: Mark Richert, Police Chief SECONDER: Gordon Young, Police Chief AYES: Fred Johnson, Mike O'Keefe, Mark Richert, Peter VanDusartz, Gordon Young ABSENT: Alison Page, Steve Kirt 2. Healthier Together Community Health Needs Assessment and Plan Natasha Ward, Community Health Improvement Director with Western Wisconsin Health, provided an overview of the Community Health Needs Assessment (CHNA) process and how it helps determine priorities for the Community Health Improvement Plan (CHIP). She also reviewed some of the work completed with the 2018-2020 CHIP and the anticipated Healthier Together Committee (CHIP) priorities and potential goals for 2020- 2022. Discussion and questions followed. The subcommittee would like further discussion on how this subcommittee and the Healthier Together team could collaborate and work together as their 2020-2022 goals become more defined. Ms. Ward will provide an update at a later meeting. Chief Gordon Young shared he has been informed that with the increased use and access to marijuana in Wisconsin it brings with it added concerns with mental health issues. Chief Young will send the information he has received for this subcommittee to review. RESULT: DISCUSSED 3. Community Justice Collaborating Council Mental Health Subcommittee Regional Emergency Detention Bed Need Work Plan Development Community Justice Collaborating Council Mental Health Subcommittee began work plan development related to the regional emergency detention bed need. The subcommittee discussed next steps. Suggestions include: *Chief Richert shared that he thinks continued outreach with our local legislatures is one way to keep the issue in front of them. Chair Johnson will be in Madison next week and will reinforce the bed need with them. Discussion had on the focus for this conversation and the subcommittee agreed that the subsidizing Medicaid payments is one area of focus. *State bed need study is still to be released and would be good for the subcommittee to review when available to see if it will help this region. * Medical clearance protocol work * Pete would like to see continued work on an alternative strategy, similar to Intensive Regional Treatment Services ( IRTS) in Minnesota, it would help meet the need by being able to discharge people from an inpatient unit into their local community via a Community Based Residential Facility. Pete will bring more information on this to the next meeting for an agenda item. * Reviewing tele-video feedback from ER's could provide some good information to this subcommittee. Pete would like any additional feedback/support from letter that was sent out to several providers/community partners. More data to come on this. The group discussed what is happening with the regional (18) county group as well as with Wisconsin County Human Services Association (WCHSA). A Medical Clearance workgroup and a Crisis workgroup have been established from mental health grant dollars. Pete Vandusartz informed the subcommittee he had a great visit with Governor Evers and Secretary Palm, they were very engaged and asked many questions. RESULT: DISCUSSED 4. Community Justice Collaborating Council Mental Health Subcommittee Crisis Services Work Plan Development Community Justice Collaborating Council Mental Health Subcommittee discussed next steps in developing a work plan related to crisis services. Mush of this was discussed in previous agenda item and included: *An alternative strategy, to discharge people from inpatient unit into their local community similar to Intensive Regional Treatment Services ( IRTS). Pete will bring more information on this to the next meeting for an agenda item. *Tele-video/Tele-health- review and be aware of the data regarding this service. Pete will share when additional data is available. The number of voluntary commitments seems to be increasing with the use of televideo, which is better for the consumer. Chief Richert shared that at the chief's meeting they learned more about better utilization of the tele-video services which may increase and improve it's use moving forward. Pete is presenting on tele-health at the National Association of Rural Mental Health conference, which would hopefully lead to more awareness across the region and state. *Will get additional information regarding the Crisis workgroup that the state is coordinating. Steve Kirt is part of this workgroup. RESULT: DISCUSSED 5. Community Justice Collaborating Council Mental Health Subcommittee Crisis Intervention Training Report Community Justice Collaborating Council (CJCC) Coordinator Mike O'Keefe provided an update on plans for additional Crisis Intervention Training (CIT). Mr. O'Keefe shared that he is willing to plan and schedule the trainings while Chief Mark Richert, as part of the chief's meetings, will support Mr. O'Keefe in disseminating the information. RESULT: DISCUSSED 6. Establish Meeting Schedule of the Community Justice Collaborating Council Mental Health Subcommittee Chair Johnson asked the subcommittee to look at potential days and times that would work to hold these meetings moving forward. The current plan conflicts with several other meetings. This day and time works for most so will continue to meet monthly at the current set dates/times until more work plans are in place. Will continue to meet on the 4th Thursday at 8:30 A.M. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS * Update from Chief Deputy Borgshatz on Mental Health needs in jail * IRTS/Step down facility proposal * Crisis Intervention Training update * Healthier Together update possibly in June ANNOUNCEMENTS & CORRESPONDENCE * Hands Around the Courthouse event on April 16th @ 12:00 for National Child Abuse and Prevention month. * Documentary " Written Off" coming to New Richmond May 1st 6:00 PM @ WITC ADJOURN Chair Johnson called this March 28, 2019 meeting of the Community Justice Collaborating Council-Mental Health Subcommittee adjourned at approximately 9:45 A.M..
