Mental Health Subcommittee of the Community Justice Collaborating Council – Regular Meeting – May 23, 2019 8:30 AM Chair Johnson asked the subcommittee if after review of the May 23rd minutes if any editing was needed. With nothing noted the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to Public Comment for items on or off the agenda. No Public Comment. BUSINESS ITEMS 1. Crisis Intervention Training Report Chief Deputy Borgschatz provided an update on plans for the Crisis Intervention Training (CIT) and the status of grant funding. A $20,000 grant funding for CIT training from the Department Of Justice has been received. Training will be held September 9-13th and information has been put out to law enforcement and jail staff in St. Croix County. If spots still available she may reach out to Behavioral Health crisis staff to see if they are interested. One, 5 day training costs $14, 000. Moving forward to 2020, nothing has been scheduled, but law enforcement sees this as a valuable training and may be willing to pay for their new staff to attend. RESULT: DISCUSSED 2. Community Justice Collaborating Council Mental Health Subcommittee Residential Treatment Services Work Plan Development The subcommittee began discussion on drafting of a work plan regarding residential treatment services. The Intensive Residential Treatment Services (IRTS) model from Minnesota was reviewed and the possibility of implementing something like it in Wisconsin was discussed. The current residential/diversion facilities that St. Croix County uses only monitor these clients, but don't provide treatment services. The IRTS in the metro counties have connections with the hospitals that help provide psychiatry and stabilization for the clients residing in these facilities. There is a continuum of care involved as well which helps prevent inpatient hospital need. Chief Borgshatz shared this seems it would be a good fit for several of the jail population as they need stabilization but also ongoing support. In Wisconsin, the state does not have a license for an IRTS. Next steps for this subcommittee will include: Requesting Pete VanDusartz and possibly his connections from Minnesota present more detail on what and how an IRTS works at the next meeting. Also invite someone at the state level, possibly Zach Todd or Donovon Schumacher, as well as state representatives, to keep them informed and get their input on IRTS/ residential treatment services. They can possibly provide updates on any work/legislation being done that they are aware of as well. RESULT: DISCUSSED 3. State Crisis Services Workgroup Behavioral Health Administrator/HHS Operations Manager Steve Kirt provided an update on recent activities of the state crisis services workgroup. The state crisis workgroup has been expanded and the deadline to use funding has been extended. Priorities include The National Suicide Hotline program that they would like to bring into Wisconsin, with county involvement, so outreach and follow up can be done with these individuals. Secondly, the workgroup is drafting questions to look into what the crisis needs are per county to get a better understanding of how to meet the specific needs. Hospitals and law enforcement be included to get their perspective. The final plan for their work will likely not come out until 2020. Preliminary discussions related to regional crisis funding were reviewed with the subcommittee. The Wisconsin Counties Association are recommending that legislation make a joint committee to address emergency detention needs. RESULT: DISCUSSED 4. Regional Emergency Detention Bed Report Chair Johnson highlighted some of the information provided in the agenda packet with the subcommittee members as a summary of work being done and updates on the status of this topic related to the state budget and local activity. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS * Chief Gordon- study showing effects of marijuana/cannibis increasing need for mental health. * Pete Vandusartz and any others he collaborates with report on IRTS as well as inviting legislators * Report updates from regional directors meeting * Addition of subcommittee members. Public Defenders Office-Jeremiah Carlson, if any others let Fred know. ANNOUNCEMENTS & CORRESPONDENCE NA ADJOURN Chair Johnson called this August 13th meeting adjourned at approximately 10:30 AM.
